PETITION FOR THE ESTABLISHMENT OF A
STREET LIGHTING IMPROVEMENT DISTRICT
TO THE BOARD OF SUPERVISORS OF MARICOPA COUNTY, ARIZONA:
We, the undersigned, being a majority of the persons owning real property within the
limits of the area hereinafter described, do hereby petition that the Board of Supervisors of
Maricopa County, Arizona, establish a street lighting improvement district, pursuant to the
provisions of Title 48, Chapter 6, Article 1, A.R.S., 1956, as amended and specifically Sections
48-960 and 48-961, for the sole purpose of purchasing and not generating energy for the
lighting of such public streets and parks within the area described.
It is requested that the Board of Supervisors establish the boundaries and declare the
street lighting improvement district organized under the corporate name hereinafter proposed,
and that such order contain such other matters and items as may be necessary to authorize
such street lighting improvement district to fully accomplish the purpose for which it is formed.
The name of the proposed street lighting improvement district shall be
GRANITE VISTA PHASE 1D
STREET LIGHTING IMPROVEMENT DISTRICT
It is necessary that the proposed street lighting improvement district be organized
because the area herein above described is wholly outside the boundaries of any
incorporated town or city and it is impossible for the residents and property owners of the
proposed district to secure the lighting for streets and parks within the area described.
The establishment of the proposed street lighting improvement district will promote the
public convenience, necessity and welfare and the property therein contained will be benefited.
The boundaries of the proposed district are described as follows:

It is determined that the street lighting facilities be installed at no cost to the street
lighting improvement district and that upon the execution of a contract between the Arizona
Public Service Company and this proposed street lighting improvement district, which identifies
the type lighting for said facilities, that energy be purchased for the lighting of the public streets
and parks in said proposed district.
It is further requested that upon the organization of the proposed street lighting
improvement district that the Board of Directors thereof appoint the Street Superintendent as
district engineer and thereafter by resolution the board approve the type of lighting and rate for
this proposed district as presented by the Street Superintendent and that the board declare its
intention to authorize an agreement with the Arizona Public Service Company for the purpose
of purchasing energy for the use in lighting the public streets and parks within the described
boundaries.

AN INFORMATION SHEET ABOUT A.R.S. TITLE 48, CHAPTER 6
STREET LIGHTING IMPROVEMENT DISTRICTS
What Is A Street Lighting Improvement District?
A Street Lighting Improvement District (SLID) may be formed for the sole purpose of purchasing and not
generating energy for the lighting of the public streets and parks of the improvement district. SLIDs offer
developments a method of incorporating street lights into the publicly dedicated streets in their subdivision. The
construction cost for the public street lighting facilities must be borne by the developer. The SLID provides the
means for purchasing energy for lighting public streets and parks then assesses the energy cost amongst all
property owners within the district.
Note: SLID cannot be used for lighting of private subdivisions. Typically, the operation and maintenance of
streetlights in a private development become the responsibility of the Home Owners Association or comparable
authority.
How Do I Go About Getting One Organized?
To initiate an improvement district, a request for a petition must be submitted, in writing, to the Office of the
Superintendent of Streets, outlining the extent of the improvements desired, along with a legal description and
map. A petition and developer’s/petitioner’s verification document, which includes the district boundary will then
be returned to obtain signature(s) of the person(s) owning real property within the district or the owner(s) of one-
hundred percent (100%) of the real property within the district.
Upon receipt of a petition with sufficient signatures, the Superintendent of Streets will proceed with formation of
the district. Proceedings and hearings as required by state law will be conducted with the Maricopa County
Board of Supervisors serving as the Board of Directors of the district. This process, from start to finish, takes a
minimum of four (4) months to complete, depending on signature acquisition period during the petition process
and securing a Utility Company energy purchasing agreement.
How Are The Property Owners Assessed For Energy Cost?
Per this statute, the properties are assessed based on assessed value, unless the petitioners specifically
request costs to be assessed per square footage of property (This method must be approved by Board of
Directors). SLID energy costs are collected annually as part of the property tax bill, under the Special District
Detail section.
