Ms. Bohn stated the financial close for October runs on Thursday evening and that will allow
them to assess live to-date spending of the CARES Act grant for October and allow them to
make a year-end forecast. She said this would allow them to discuss with the BOS about
moving funds around. She noted there is an allowance in the CARES Act guidance that allows
funding use to offset public safety costs. She explained the County would need to show goods-
in-hand and how funds could be moved around to achieve this.
Supervisor Gallardo noted resource allocations a few weeks ago included putting aside funds
to help schools with the digital divide. He said he would hope to continue with that resource
and look elsewhere for the $10 million. He is very supportive of helping small businesses. He
noted some areas in District 5 that need help because small businesses are struggling with
this unimaginable situation and needed assistance.
Supervisor Chucri noted the small business program was thrust on the County. He said in the
past six weeks it has been modified and it has been doing so well money for it has had to be
reallocated. He said program does need to make sure it is benefiting everyone; agree and
allocation needs to be used in every district. If the County is not achieving the County goals in
District 5, he and would like to find ways to do this.
Supervisor Gallardo reiterated his thoughts on how the CARES dollars are being allocated to
address this crisis. Maricopa County has done an exceptional job. He summarized on the work
being done in District 5 to address the issues incurred by the pandemic.
Supervisor Gates stated he is thrilled with the expansion of this program today and he thanked
the Chairman for his leadership and flexibility during this difficult time. He noted that Maricopa
County makes reasoned decisions and does not spend money without thinking how best to
use it. He has heard people claim the BOS is not spending the CARES money and he noted
$73 million has been spent that has helped small businesses stay open. He said he appreciated
the support of the congressional delegation’s assistance. He stated the County needs to
continue to focus on how best to spend the funds, and the reality is that the money must be
spent by end of the year. He thanked the staff for adjusting and finding ways to utilize the
money.
Supervisor Gallardo commented that the CARES money is being spent. Maricopa County has
