AGREEMENT BETWEEN MDRC AND
MARICOPA COUNTY
ON BEHALF OF THE SHERIFF’S OFFICE
FOR JAIL INMATE BOOKING AND RELEASE
DATA SHARING
I. Purpose
The purpose of this agreement is to set forth the terms and conditions under which Maricopa County,
through the Maricopa County Sheriff’s Office (MCSO), will share jail inmate booking and release
data with MDRC, a nonprofit, nonpartisan research organization.
II. Basis for This Agreement
The underlying basis for this agreement is federal grant HHS-2016-ACF-OCSE-FD-1172, the
Procedural Justice-Informed Alternatives to Contempt (PJAC) Demonstration, which was awarded
to the Arizona Department of Economic Security (ADES), Division of Child Support Services by
the Office of Child Support Enforcement. The grant is being implemented in Maricopa County,
Arizona. Under the scope of this grant, ADES supplies MDRC—the third-party evaluator of the
PJAC Demonstration awarded as part of a companion federal grant, under the oversight of the
Georgia Division of Child Support Services—with information necessary to evaluate the results of
the project, pursuant to Section 1115(C)(5)(A) of the Social Security Act.
The purpose of the PJAC Demonstration is to test the efficacy of incorporating procedural justice
principles into child support practices as a cost-effective alternative to civil contempt. The project
seeks to understand interactions between child support enforcement and the jails, as noncustodial
parents held in contempt of court may be jailed for their noncompliance with their child support
order. MCSO will share jail booking and release data for PJAC Demonstration sample members in
support of the federal evaluation of the Demonstration’s effectiveness.
III. Responsibilities of the Parties
Responsibilities of the parties are described below.
A. At two points in time—first, upon the execution of this agreement and second, in October
2021:
(1) MDRC will securely transfer a file of identifying information (e.g. name, date of birth,
social security number) about the individuals participating in the PJAC Demonstration
(the “Match File”) to MCSO. The Match File will also include the date the individual
was enrolled into the study.
To ensure that data files are transferred securely, MDRC uses a secure file transfer site
that is easy to use and does not require MCSO to make any purchase or install any
software. MDRC will email instructions on setting up a secure account to data contacts at
MCSO, enabling those contacts to log on to the site and upload data files as needed. It
may also be possible to use another secure platform for the data transfer (such as one that
MCSO already uses to transfer data) so long as it meets the project’s security
requirements.
1

At all times, MDRC will provide a Secure file transfer site to deliver the data files and
store the data received with role-based access permissions/need to know in a secured
environment.
(2) Within 30 days of receiving the Match File, MCSO will match the individuals contained
in it to their agency jail records and, to the extent such data are available within MCSO’s
records, MCSO will securely transfer a return file to MDRC with the following data
elements added to the Match File, from the date of the individual’s enrollment into the
PJAC Demonstration through to the present for all jail stays. Based on the dates of study
enrollment and requisite follow-up period, MCSO will provide all relevant data from
February 2018 through September 2021.
• Admission dates
• Admission reason (new sentence, parole violation, other)
• Admission charge information (e.g. charge class, degree, type, and description)
• Admission identifier (used to track different jail bookings)
• Discharge dates
• Reason for discharge (e.g. discharged to state facility, bail paid, conditional
discharge)
• Identifiers needed to link to the sample of defendants (e.g. name, DOB)
