Project Overview
Project Location
The project is located within the Tonto Hills Community within Maricopa County.
Project Background and Purpose
The residents in Tonto Hills recently provided Maricopa County Department of Transportation (MCDOT) with
signed petitions requesting that the County pave 17 roadway segments of dirt roads within the community. The
roadways require frequent maintenance to repair erosion caused by the numerous ephemeral washes that run-
along and across existing roadways. The Tonto Hills Low Volume Roads project will design and reconstruct
17 roadway segments in order to comply with MCDOT’s PM-10 requirements and meet the local community’s
expectations. The project is located at the northeastern edge of the City of Scottsdale on the outskirts of the
Tonto National Forest within the jurisdiction of Maricopa County.

The scoping recommendations included paving the unpaved segments within the Community in adherence to
the MCDOT Low Volume Roads Guidelines and MCDOT Roadway Design Manual for the established 25
mph design criteria. The proposed roadway typical section will be either 24-foot or 20-foot wide with curb
and gutter, similar to the 2016 improvements completed by MCDOT within the Community.
As part of this contract (2010-14), WSP is scoped to complete the final design in accordance with the Project
Development Manual (PDM) and other relevant design documents, providing 60%, 95%, 100% & Sealed
Plans, specifications, and estimate. This contract modification includes added work to be done by WSP to
design waterline relocation plans for Tonto Hills Water District facilities and sub-consultant Cooper Aerial
Surveys Co. (Cooper) to prepare legal descriptions for the project.
Length of Services
The estimated contract time is 1385 calendar days from the Notice to Proceed Date and is unchanged from the
contract.
100.2.1 Matrix of Responsibilities
The Matrix of responsibilities is revised as follows:
▪ Water line relocation plans by WSP.
▪ Title Reports will be provided by MCDOT.
▪ Legal descriptions will be prepared by Cooper. See Scope of Work for additional information.
100.2.2 Matrix of Deliverables
The expected deliverables for this project are revised to include the submittal of legal descriptions by Cooper.
See Scope of Work for additional information, and water line relocation plans by WSP.
100.2.3 Communication Plan
The Communication plan remains unchanged.
Scope of Services:
This Scope of Services associated with this contract modification is as follows:
Task 1: Water Relocations
Tonto Hills Water District (THWD) owns and maintains main and service waterlines throughout the project
limits. As Built plans provided by THWD provided very limited information and the existing facilities and the
estimated locations of these facilities were shown on the 30% plans. In October 2020, WSP submitted a
comprehensive pothole request to MCDOT and it is expected that the results will be provided to WSP by
MCDOT in mid-January 2021. It is anticipated that a portion of the lines will need to be vertically relocated to
provide sufficient vertical clearance over the lines. In order to assure the 60% submittal stays on track, WSP
reviewed the current design and cross sections, and has prepared this contract modification with the following
assumptions:
1) It is assumed that the waterline relocation work will be done as part of the paving project and completed by the
MCDOT Contractor.
2) WSP will contact THWD regarding the following:
a. Supplemental Design Standards/Details.

b. In areas where vertical re-alignment of the existing water mains are required, THWD to advise if new
service laterals to the existing meters be required or can connections be made to the existing laterals.
c. WSP will assume no new service laterals will be required and connections can be made to the existing
laterals in close proximity to the vertically re-aligned water mains. Any new lateral designs will be
completed by THWD.
1) The Construction Contractor and not WSP will be responsible for as-builts and/or record drawings for the
water line improvements.
2) MCDOT will be responsible for submitting and permit payment to MCESD for Approval to Construct
(ATC) permit. WSP will assist with populating the ATC form.
3) MCDOT will be responsible for submitting and getting Approval of Construction (AOC) from MCECD
for the waterline work. It is assumed all documents will be submitted electronically. Testing requirement
for the waterlines must be submitted with the AOC. It is assumed that the contractor will perform the
testing.
4) Based on limited preliminary pothole information provided by MCDOT on 01/05/2021, the existing
water line (ACP) appears to not have 48” cover as required per current standards between the top of
existing pipe and top of existing ground. However, it is assumed that at locations where the finished
grade is not lower than existing ground, the existing waterline will remain in place and active and will not
be relocated to achieve 48” of cover.
Design efforts will be as follows:
1) It is estimated that up to 10,000 linear feet (LF) of the waterline mains will be relocated. In addition, up to
100 service lines may be impacted and will need to be re-connected to the relocated water mains.
2) It is estimated that up to 80 laterals will need to be relocated in order to connect to the proposed relocated
water mains. Plan and profile sheets (20 scale) will be prepared for the relocated laterals.
3) Plan sheets will be prepared in 40 scale using MCDOT border. Service lines relocations will be noted on the
plan sheets. Profile sheets for the service line will not be prepared. Based upon the current estimate of 10,000
LF of water main relocations, a total of 10 plan and profile (P&P) plan sheets will be prepared.
4) The water relocation plans will be submitted to MCDOT as part of the complete project submittals (60%,
95%, 100% and Sealed).
5) MCDOT will submit the 60%, 95% and 100% design plans and specifications to THWD for review of the
relocation plans. Comments will be provided with in the timeframe allotted by MCDOT. The Sealed
package will not be submitted to THWD for review.
6) It is assumed that up to 4 meetings with MCDOT and THWD will be held during design. 2 meetings will
be virtual, and 2 meetings will be on-site or at MCDOT. 2 WSP staff will attend the meetings. Agendas
and Meeting Notes will be prepared by WSP for each meeting.
7) WSP will provide Estimated Quantities and include for the waterline relocations costs in the project
estimate. These will be submitted to MCDOT as part of the 60%, 95%, 100% and Sealed Submittal
packages.

8) Once final pothole data is received, if additional quantities of waterline mains and laterals beyond those
stated above require relocation design, these additional locations will be addressed in a future contract
modification.
Task 1 Deliverables
▪ 60%, 95%, 100% and Sealed Water line plans, specs and estimates.
Task 2: RW Legal Descriptions
Upon the completion of the 60% submittal by WSP and upon resolution of all 60% comments, the preparation
of legal descriptions for the project (by Cooper) will commence.
1) In line with MCDOT guidelines, the following assumptions will be carried during design:
▪ Legal descriptions and exhibits will be required for all slope easements, drainage easements and
temporary construction easements (TCEs).
▪ TCE requiring legal and exhibit will be needed when driveways (DW) grading/paving end at RW
line. The TCE will be needed to provide contractor space to work.
▪ DW TCE requiring exhibit only will be required when DW grading extends beyond RW but is
unpaved. This is considered for grading purposes, and only requires a DWTCE.
▪ TCE requiring legal and exhibit will be needed when DW paving extends beyond RW line with AC,
concrete or pavers to match existing. The TCE will be needed for paving and contractor space to
work.
2) WSP will provide the CAD file to Cooper with the RW requirements and delineation of type of
easements needed.
3) Cooper will prepare up to 160 legal descriptions and exhibits for new slope easements, drainage
easements and TCEs for the project.
4) Cooper will prepare up to 80 legal descriptions and exhibits for new driveway TCEs (considered regular
TCEs) and up to 60 exhibits only for DW TCEs.
5) Cooper will prepare the necessary document matching MCDOTs formats.
6) Payment for the legal description will be per each, as specified in the Cooper scope and fee which is
attached.
7) WSP will coordinate with Cooper to assure the appropriate documentation is prepared.
8) Cooper will be responsible for complete review and quality control reviews of the documents provided.

It is anticipated that the following Legal Descriptions and Exhibits may be required for this project per Zahit Katz at WSP.
· (Up to 160) For drainage, slope and temporary construction easements will be required. Slope and drainage easements can be on the same
document when on the same parcel.
· (Up to 80) Full legal description and exhibits for driveway TCEs.
· (Up to 60) Exhibits only for driveways.
MCDOT to provide:

WSP to provide:
· A MicroStation DGN file that contains the Right of Way limits and parcel lines.

Brief Description of Change Order Justification: (Attachments: Fee Proposal and Scope of Work)
The added scope of work includes the preparation of relocation plans for sections of the water line impacted by this project
as well as the preparation of the required legal descriptions for the project. The legal descriptions and exhibits will be
prepared by sub-consultant Cooper Aerial Survey Co. and the work will be coordinated by WSP (See attached fee proposal).
