Our jurisdiction is quite large, over 9000 square | miles with a large urban center and many rural areas. In most recent years our homeless population | | has been a center point for response, with a hepatitis A outbreak in 2019 that carried into the | start of the COVID-19 response. In 2019 our MRC vaccinated the homeless population via street — outreach and community clinics at shelters, reaching over 25,000 individuals. Now, in this new era with COVID-19 our MRC has supported our efforts to create and support isolation housing for homeless people that are COVID-19 positive. Our MRC helps deliver meals to the isolation hotels _and assist with transport of PPE and other materials. Additionally with a large rural population we “have developed a COVID-19 Courier MRC team that runs emergency PPE to our remote Long- ' Term Care Facilities, schools, and healthcare sites. We would not be able to provide these materials without our volunteers. These are just examples of the work done here which focuses /On a whole community approach. We are never limited in our scope or distance to provide response throughout the county and have volunteers from all areas. Our current challenge is not unique to any jurisdiciton, it is to provide mass vaccinations to the entire population. This funding will help us develop our volunteer team further and expand our capabilities to reach all of our ‘community members. Current State: 'Due to the COVID-19 pandemic our MRC volunteer operations have grown exponentially. We have | ‘various response teams or sub-groups within our MRC. In our current efforts we have developed ‘the following specialty teams: Logistics (deliver PPE to health-care facilities and test kits to Long- term care facilities), Call Center (hotline for COVID questions from the community), Mailing Team _(contact tracing letters) PPE Distro ( packaging and distributing PPE at warehouses) Flu “Immunization Team (back to school} and flu immunizations throughout the county at community sites) Clinic Support Team (staff county immunization clinics to maintain social distancing and | screenings) Vaccines on Wheels Team (provided flu vaccines to homebound seniors) and our new ~COVID-19 POD team (provide vaccinators, screeners, greeters, traffic control, registration, and _other support functions for our COVID-19 vaccine POD's. With the ever eveolving COVID situation | “we have had to recruit hundreds of voluteers to assist in our efforts. With a population of over i .4.5 million we have had to put out a call for more volunteers, In the past 2 weeks we have recruited an additional 450 volunteers, mostly medically trained to assist us with mass dispensing — | of the new vaccine. We now have 1250 volunteers and growing. Our needs are great as we have ‘had to expand our systems to accomodate the processing and tracking of all of these volunteers. We also had to hire more staff to manage the flow of volunteers and the amount of activities and trainings, this money will assist us to support this surge. ‘Future State: 'Due to the rapid nature of the evolving COVID-19 response we have not had ample time to _ properly train all 1250 volunteers, nor do we have the resources to provide them all with MRC - uniforms. We have developed a volunteer recruitment plan that was highly successful. Due to this | “great recruitment effort we need to expand our volunteer database and electronic tracking ‘systems to accomdate the influx so we can properly manage the large number of volunteers. Additionally we would like to provide our volunteers with proper uniform, identifiers for thier work out in the field as an MRC volunteer, We just reached a milestone in our COVID--19 response of -10,000 hours of volunteer time, We have developed a volunteer appreciation commemoration to -acknowledge that dedication and efforts performed to support our response. The funding we receive will go toward volunteer appreciation, uniforms for response, and an expansion of our database systems to manage and track the volume of volunteers we are managing during these challenging times as well as to develop more training resources to get folks properly trained to respond. We will also expand our training and exercise efforts to onboard volunteers in a more _ concise and proactive manner. Measurable Outcomes: Our plan for the next 12 months will include onboarding the mass influx of new volunteers and preparing them to provide mass vaccinations and support for these vaccinations. This will include the 650 or so new volunteers we have acquired through our mass recrutitment efforts. These trainings will include online MRC Train courses along with Orienation, and Points of Dispnsing trainings on 3 levels (operations, practical and advanced), we also need to expand our vaccine training for our medically certified personnel to align with our County policies. We hope to advance ‘the more seasoned volunteers to level 3 training and encourage personal growth in all of our volunteers. We have developed mission sets to align with the current climate of COVID-19, many _of which are listed in the paragraphs above. Our training adds to our volunteer retention as well as | our volunteer preparedness and these items have been limited due to the COVID-19 restrictions -and social distancing. We have been forced to train in small groups and rely on the great online ‘resources found in MRC TRAIN. We would like to expand these opportunities to better prepare to | support our emergency response. Our current training plan can be found on MRC Train under Maricopa County. We have expanded this rapidly to serve the ever expanding needs and hope to _ ‘further expand these opportunities for 2021. | MRC Priorities: Our MRC has performed COVID-19 screeninga at local schools, immunization clinics, events, and during wildfire evacuations throughout the duration of this emergency. Our vaccine POD's for COVID-19 have just begun and we have prepped our vaccinators with online | ‘training, an in-person skills check training, as well as just-in-time training. We hope to expand on these trainings to have better prepared volunteer staffing throughout the year. In addition, many of our volunteers have been trained in POD Operations to play a non-medical supporting role duirng mass vaccinations/dispensing. We hope to continue this training and reinforce with lessons learned from our current mass POD vaccine dispensing. _Our MRC members are encouraged to register with the State ESAR-VHP system to be deployed to other parts of the state outside of our jurisdiction. We have approx 600 volunteers that have registered to assist beyond the borders of Maricopa County and we welcome our volunteers to assist throughout the state of Arizona and beyond where the need is greatest. We pride our program on training our volunteers to respond to many emergencies, some of our classes are: CPR/AED First Aid, Stop the Bleed, POD Operations (3 Levels), Radio Training, | Working with the Whole Community, Vaccinations, & Field Surveillance. We hope to expand our ‘life-long leaming program for our volunteers once the pandemic is over and we can meet in larger | groups again. At this time we hope to develop more remote learning opportunities to meet the demands for knowledge while maintianing social distancing. -Page: Work Plan ‘Implementation plan: Vaccine skils check training, POD operations training, COVID Vaccine POD training throughout the year along with ancilliary trainings such as: | CPR/First Aid 1 Stop the Bleed | Working with the Whole Community .Radio Operations Training ‘All volunteers must attend an Orientation informing them of what MRC is as well as who is Public Health Additionally all volunteers must be trained in POD Operations as bare minimum requirements ‘We are always adding new trainings that algin with our mission of preparedenss but try to provide courses that will bring community knowledge to the individual so they can respond even when they are not responding with us. Our regular training plan offers monthly trainings for all volunteers and online training opportunities ‘throughout the year, We hope to develop some more personal online trainings for our volunteers to become prepared without having to risk COVID-19 exposure in a classroom setting We also offer our volunteers trainings by other organizations that align with our mission. Many of _ -our volunteers have been CERT trained and we are always seeking to coordinate with organizations that share our mission to share trainings and resources ‘Collaboration: -Our volunteers have multiple lines of communication with our team and we receive many sharings _of experiences and suggestions throughout our activities. We are also part of the VOAD and ~COAD and invite our volunteers to help us represent MRC in these meetings and plans. Most of our registered volunteers will be engaged in our COVID-19 response over the next year and we try to create opportunities for all of our volunteers depending on their needs, limitations, and preferences. It has been a bit challenging this year with our vulnerable population and trying to include them in our response activities so we developed a few remote 5 1 18 1 2 13 1767 2288 309 45 93.804779 opportunities as well as expanding our online training. We even joined a group called Smile 5 1 18 1 3 12 1656 2361 53 26 96.124054 on 5 1 18 1 3 13 1726 2352 179 35 94.231262 Seniors and our volunteers are providing interactive educational zoom calls with seniors in facilities to keep them engaged during COVID-19. We are always seeking creative ways to include all of our volunteers and hope to expand some of our unique opportunities for those with limitations. We always work with all stakeholders and community groups and share out our great work and any needs that we may have for our volunteers or for our mission. At this time we hope to grow and expand our volunteer ‘base and the capabilities and great talents of all those who have chosen MRC as their volunteer - mission. : Page: Evaluation and Sustainability ‘Evaluation: Our unit uses multiple tools for tracking and reporting purposes. We have Sign Up Genius to create sign ups for all activities. We use eCoordinator for our volunteer tracking system. This systm allows us also to track volunteer levels and medical vs. non-medical volunteers. We also _use the ESAR--VHP system where many of our volunteers are registered with the state as well as us locally. We can tap into this database when our resources are overwhelmed. Additionally we “have a tracking system to record volunteers, activities, and hours. We report these out monthly ‘in the MRC site. | Sustainability: The direct experience of a real 5 1 4 1 1 7 882 936 110 35 96.453972 world 5 1 4 1 1 8 1014 936 258 44 90.297897 emergency that has come from the COVID-19 pandemic is providing our volunteers with a wealth of experience and knowledge that could not be found in any other time of our existience. We will take these lessons and our activities and use this for our future plans and our future volunteers. We have gained so much insight and experience due to | this pandemic, we will only grow stronger from our response efforts and the many efforts of our _ volunteers. When this is over we hope to take our learnings and use them to be even more | prepared in our day to day volunteer training and response effforts. We have spent years making | plans, training, and recruiting but this real life experience will leave us much to grow on in later : years. We hope to share these leamings with all of our future volunteers for many years to come. Page: Budget | Line Item Budget | Download File
