Chairman Hickman noted his support of the Public Health Department and how busy
they have been. He said they are doing a fantastic job of keeping the Board of
Supervisors and County informed by speaking to the community.
Supervisor Gates thanked Ms. Flanagan and concurred with Chairman Hickman’s
statements. He noted the incredible work by the Public Health Department, and the
entire County is grateful. He noted his gratitude for the statistics given daily and it is a
great resource for everyone to see what is happening. He referred to the “Covid-19 by
the Numbers” slide noting that 72% of the cases are individuals that are less than 60
years old. There is a real focus and a lot of communication on individuals 60 years old
and older while the majority of cases are under 60 years old. He asked Ms. Flanagan
what advice she could give to those watching or listening based on the numbers.
Ms. Flanagan responded the numbers say a few things about the community. The first
is that those 60 years old and older have taken the pandemic seriously by implementing
social distancing into their daily lives. That is exactly what should happen, and it also
means that individuals helping those 60 years old and older remain social distant. The
numbers also show that in the younger populations, the idea of “if you are under 60
years old you cannot or will not get ill” is not true. You can still get Covid-19. The
symptoms have tended to be much milder which is why the number of hospital cases
are only 14% with only 5% having to seek care in the intensive care unit. By keeping
the number of cases low within the 18-59 population group it helps keep the numbers
low in the intensive care units which is important especially to the older groups.
Supervisor Gallardo noted his gratitude to Ms. Flanagan, Dr. Sunenshine and the entire
Public Health Department team. They have done a remarkable job of educating the
community and keeping the Board of Supervisors abreast of what is happening. These
are tough times right now not only for the County but also the Country. He said the
County has the best team to assist in getting through the difficult days.
Supervisor Sellers asked for confirmation that the numbers shown during the
presentation were strictly for Maricopa County. Ms. Flanagan confirmed the numbers
are only for Maricopa County.

Supervisor Sellers said he believed there were now six deaths statewide. Ms. Flanagan
confirmed there have also been deaths in Pima County, Navajo County and Pinal
County.
Supervisor Chucri concurred with Chairman Hickman and Supervisor Gallardo’s
comments. He said that Ms. Flanagan, Dr. Sunenshine and Joy Rich quickly put
together a plan and a concise way to update what is critically important to Maricopa
County as a whole and the departments that are impacted. It is an example of “best in
class” and we will continue to get through this because of their leadership.
Chairman Hickman asked Ms. Flanagan to inform her team of the Board of Supervisors’
support for their work each day to provide the daily statistics. He then gave the
following public announcement: For the most up-to-date information it is extremely
important to use the internet to access www.maricopa.gov/coronavirus. The public
information office is doing a fantastic job of getting the information out. He spoke of the
many questions that continue to come in and the efforts being made to answer them.

40. FUNDING FOR IGA WITH ARIZONA DEPARTMENT OF ECONOMIC SECURITY FOR
REFUGEE- MEDICAL ASSISTANCE PROGRAM
Approve funding for Intergovernmental Agreement (IGA) Contract DI18-002141 between
the Arizona Department of Economic Security (DES) and Maricopa County by and through
its Department of Public Health to provide grant funding for the Refugee Screening Medical
Assistance Program (RMAP). This is a fee-based reimbursement estimated not-to-exceed
an annual amount of $12,000 for the retro-active budget period October 1, 2019 through
September 30, 2020.
The Refugee award is reoccurring and has been awarded to MCDPH in previous years. It
does not require an in-kind match and indirect costs are fully recoverable. Refugee
services are not mandated but provide a benefit to County residents by providing medical
examinations and needed follow-up to newly arriving refugees for issues of public health
significance. Should the grant cease, ongoing contributions should not be required. This
grant award was not competitive.
Maricopa County Department of Public Health’s indirect rate for FY2019-20 is 19.2%. This
grant allows for full indirect, therefore the estimated amount of $1,933 is fully recoverable.
Departmental indirect rates are reestablished at the beginning of each fiscal year and the
future indirect rates will be collected at the corresponding rates. There is no cost to the

limitation, and therefore expenditure of the revenues is not prohibited by the budget law.

duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be
adjusted as necessary to accommodate this grant through a future reconciliation. Funding
for this Agreement is provided by a Grant from ADHS and will not affect the County general

(HUE) community projects. The award is in the not-to-exceed amount of $50,000 for the
one (1) year project period to begin upon contract signature by both parties. Authorize the
Board Chairman to sign all documents related to these grant funds.
This was a competitive opportunity with no cash or in-kind match required. The award is
not expected to be on-going. The funds do not address a mandated service but provide a

all of which is recoverable. All program cost are allocated to the grant so there should not
be additional burden on the department’s operating budget.
Grant revenues are not local revenues for the purpose of the constitutional expenditure
limitation, and therefore, expenditure of the funds is not prohibited by the budget law.

therefore $26,087 is recoverable and $7,304 is unrecoverable. Indirect costs not
recoverable will be subsidized by the MCDPH indirect cost pool.
Grant revenues are not local revenues for the purpose of the constitutional expenditure
limitation, and therefore expenditure of the revenues is not prohibited by the budget law.

F-2. AMENDMENT TO IGA WITH CITY OF PHOENIX AND CITY OF SCOTTSDALE FOR
RAWHIDE WASH FLOOD HAZARD MITIGATION PROJECT
Approve Amendment No.1 Intergovernmental Agreement (IGA) FCD 2018A013A to IGA
2018A013 (69-19-016-3-00) for the Rawhide Wash Flood Hazard Mitigation Project
(PROJECT) among the City of Phoenix (PHOENIX), the City of Scottsdale (SCOTTSDALE)
and the Flood Control District of Maricopa County (DISTRICT). The estimated total cost of
the components associated with this IGA is $2,000,000. The PROJECT Costs will be shared
50% DISTRICT, 40% PHOENIX, and 10% SCOTTSDALE. This Amendment No.1 shall
become effective when executed by all parties.
Currently the IGA has the DISTRICT as the lead agency for design, rights-of-way
acquisition, and utility relocations. This amendment will change the obligations for rights-of-
way acquisition for the PROJECT.
All rights-of-way to be acquired for the PROJECT are located within SCOTTSDALE and

F-3. IGA FOR CONSTRUCTION, CONSTRUCTION MANAGEMENT, AND OPERATION AND
MAINTENANCE OF THE RAWHIDE WASH FLOOD HAZARD MITIGATION PROJECT
Approve Intergovernmental Agreement (IGA) FCD 2019A009 for Construction, Construction
Management, and Operation and Maintenance for the Rawhide Wash Flood Hazard
Mitigation Project (PROJECT) among the City of Phoenix (PHOENIX), the City of Scottsdale
(SCOTTSDALE) and the Flood Control District of Maricopa County (DISTRICT). This IGA is
for cost-sharing of the Project, and defines responsibilities for Construction, Construction
Management, and Operation and Maintenance of the PROJECT. The estimated total cost of
the components associated with this IGA is $15,000,000. The PROJECT Costs will be
shared 50% DISTRICT, 40% PHOENIX, and 10% SCOTTSDALE.
This PROJECT was recommended as part of the Pinnacle Peak West Area Drainage
Master Study (PPW ADMS). Rawhide Wash was identified as one of the most significant
flood hazards in the PPW ADMS study area due to its high flood flows and the potential for
flood flows outside of the main wash to create new channels. The PROJECT consists of
improving existing flood walls and constructing new floodwalls and levees to contain the
flood flows within the main wash. The PROJECT will reduce the flood risk for approximately
850 homes and buildings within Rawhide Wash floodplain. In addition, the PROJECT will
reduce the floodplain by approximately 435 acres in SCOTTSDALE, 1,438 acres in
PHOENIX. This project was submitted by both cities to the DISTRICT’s FY19 Capital
Improvement Program Prioritization Process (CIPPP) and was recommended for inclusion
as a future Capital Improvement Project (CIP). This Agenda Item impacts Supervisorial
