1. PRESENTATION, PUBLIC HEARING AND TRUTH IN TAXATION HEARING ON THE
MARICOPA COUNTY FY 2021 BUDGET
Presentation regarding the Maricopa County Budget for FY 2021
Cynthia Goelz, Budget Director
Convene a public hearing to hear tax payers who may wish to comment on the FY 2021
Tentative Budget which was adopted May 18, 2020, the proposed tax levy, and on any
proposed changes to the Tentative Budget. See ARS 42-17104 and 42-17107.
This budget represents no change in total from the Tentative Budget of $3,071,744,691.
(C-49-20-039-P-00)
~ Presentation only. No action was taken on item #1 ~
Chairman Hickman opened the meeting saying there would be two meetings in succession. The first
would be the Informal Meeting with Budget Presentations, Public Hearings and Truth-in- Taxation
Hearings. The second meeting would be a Special Meeting for the Adoption of Final Budgets for the
County and the County Special Districts. Chairman Hickman asked Cynthia Goelz, Budget Director, to
come forward for the presentation.

Ms. Goelz started the presentation with the slide, “Changes from Tentative to Proposed Final Budget”.
The Fund Shifts between departments and Fund Reallocations has resulted in no net change to the
budget.

Ms. Goelz said the above slide shows how a variety of the Maricopa County Budget items in specific
departments are being offset by reductions of budget items in other departments. She reviewed all the
changes shown on the slide.
Ms. Goelz reviewed the above slide, “General and Detention Fund Reallocations Between
Appropriations.” She said the reallocation of funds between the different categories allowed for services
to continue with all changes offset by the redistribution and net change being zero.

“Special Revenue Contingency Adjustments Revenue and Expenditures” slide was reviewed. These are

Ms. Goelz reviewed the above slide, “Reallocations Between Fund and/or Appropriations” and said there
were some shifts. She stated the Clerk of the Court wanted to increase the spousal maintenance budget
of nonrecurring funds by $40,000 and offset that with a reduction to their judicial enhancement budget by
the same amount. For Parks and Recreation, their Boathouse Project was scheduled to be completed in
2020, but there was a $16,000 bill that will be due in 2021. When that amount is paid, the 2021 budget
will be reduced by that amount and that expenditure will be shifted to 2022. The total adjustment was
$56,715.
“No Change to Combined Tax Rate” slide was reviewed by Ms. Goelz. She said for the fifth year in a row,
the tax rate will remain the same for the County Primary, Flood Control, and Library Districts. Ms. Goelz
said the property tax levy increase of 3.07% comes from existing properties and 2.74% from “new builds”
added to the rolls for FY 2021.

Ms. Goelz said the County is still below the $140.5 million Maximum Levy amount. Chairman Hickman
asked how many counties in Arizona are operating under the maximum levy? Ms. Goelz said she did not
know and said she would find out.
The above slide was briefly reviewed showing the various jurisdictions’ percentage share of property
taxes.

Ms. Goelz said the above slide relates to COVID-19’s effect on the budget. CARES Act Funding provided
$399 million of new money to the County. Of that money, $378 million has been distributed in the areas
listed above. This amount is one-time, nonrecurring. The Human Services Department also received
additional funding to help in the response to the pandemic.

Ms. Goelz said “FY 2021 Estimate of Reduction to Resources” shows the necessary reductions in the
various categories from the tentative budget originally generated in January to the current budget.
Supervisor Gates asked if COVID-19 had not come along and impacted our economy/budget, would we
have $200 million in spending capacity, and what kind of change in property tax rate would be needed to
make up that $200 million.
Ms. Goelz confirmed there would have been $200 million in reserve. She estimated a net change of 50
cents above the current property tax rate would be needed (approximately 30% increase) to make up that
reserve. The above figures were estimates and Ms. Goelz offered to get a more precise number for the
Board.
Supervisor Chucri said that historically, an increase in the property tax rate has not been that significant.
There are large budget cuts being made and the services to the citizens still need to be provided.
Chairman Hickman stressed the importance of the Census to the budget.

Ms. Goelz reviewed the above slide, “Reductions to Uses”, saying the way to balance the budget is to
reduce spending. The slide shows the Operating vs Non-Recurring items that were reduced or eliminated.
She said the contingency funds are needed for unforeseen circumstances.

The “Budget Monitoring and Adjustment Process” slide was reviewed. When the tentative budget was
being compiled, the Board discussed the importance of reviewing and adjusting periodically. The
numbers in red represent the projected revenue shortfalls starting in March. There were ongoing
adjustments that needed to be made as the Budget Office moved from the tentative budget to the final
budget.
Supervisor Chucri confirmed the $10.8 million figure is the shortage for the budget and said now is not the
time to reduce revenues and still provide services.
Supervisor Gates asked if any further downturns have been factored in. Ms. Goelz said the numbers
being presented are based on current trend of revenues and do not factor in any further downturn. She
stated the revenue numbers have fluctuated wildly and emphasized the importance of ongoing
monitoring.
Chairman Hickman said it was important to budget to the reality of the County circumstances. He stated
the County has reduced costs in response to the pandemic and cannot afford to cut more and still provide
essential services.
Ms. Goelz summarized the slide above, “Non-Recurring vs Operating Fund Balances.” She spoke about
the composition of the Non-Recurring Funds and said they are the result of when we spend less than we
have budgeted. Those funds drop to the bottom line, and that money is then available for other one-time
uses. Surplus from the Funds become part of the Reserve Funds, one-time obligations, and the Five-Year
Capital Plan Funds.

Ms. Goelz said the final step in the budget process would be the August 17, 2020 meeting when the
Board would set the property tax levy.
Supervisor Gallardo thanked Ms. Goelz and staff for the work that goes into this budget.
Supervisor Sellers said the budget process has been very thorough and would like the public to be aware
of how diligent the County has been in managing the budget at this time.
Supervisor Chucri said there was a surplus back in 2012 and that surplus was used to build the various
County buildings. We have been entrepreneurial and innovative in our approach to managing Maricopa
County. He stated the growth had been consistent up until COVID-19 struck. Supervisor Chucri said he is
aware the public would like tax cuts, however during these uncertain times, that would not be responsible.
Supervisor Gates echoed the previous comments and commended Ms. Goelz for the outstanding job she
has done. He reiterated Supervisor Chucri’s statements on holding steady with the tax rate. He stated the
County cannot afford to make tax cuts when we do not know what is ahead.
Chairman Hickman said at the beginning of the year, he thought the County might be able to reduce
property taxes. He said he had numerous conversations with elected County officials and departments to
talk about growth going forward. Many of those plans were thwarted when COVID-19 struck and the
County had to regroup and revise the budget plans to deal with the pandemic. He stated the priority was
taking care of the health and safety of citizens and providing the services they have come to expect.
Chairman Hickman asked the Clerk if there were any speaker slips regarding these hearings. The Clerk
said there were two letters opposing property tax increases. The Clerk read the letters into the record:

Supervisor Chucri responded to the letter from ATRA stating that he stated that as property values rise,
so do property taxes. However, if properties are devalued, and there is less tax revenue, the County is
still responsible to pay for the public services. He said it is important to strike a balance. In the letter from
the Economic Development group, Supervisor Chucri mentioned the increase in permits issued by
Planning and Development during this pandemic. He stated the services of Planning and Development
help economic growth and it would be detrimental to reduce the department’s budget because of a tax
revenue drop. He said the County continues to shoulder the unfunded mandates handed down from the
Legislature. The Legislature does not give an option to pay less during the low economic times because
the state continues to provide services that are funded by the mandates.
Chairman Hickman agreed with Supervisor Chucri, especially regarding the unfunded mandates imposed
on the Count by the State.

Supervisor Gates echoed the previous comments and said he respects the authors of the two letters. He
said assessment ratios are determined in the Legislature not at the County level. Proposition 117 was
voted in by the constituents and capped increases at 5%. Supervisor Gates stated that the mandated
costs handed down from the state continue to take a toll on the County budget each year. Specifically, the
Governor’s Office said Juvenile Corrections was scheduled to be eliminated from the County
responsibility and yet continues to be part of the County budget.
Supervisor Chucri asked Ms. Goelz if she knew what the Share of Cost for Juvenile Corrections was. She
stated approximately $6 million for Juvenile Corrections and the total Share of Costs for the County is
approximately $260 million.
Chairman Hickman said he is not opposed to Share of Cost in its entirety but would like to negotiate a
lower percentage for Maricopa County.

number entails since the County relationship with the Stadium District changed in 2018. Ms. Goelz
stated that number represents three components: $250,000 is money the County receives from the
team for any expenses that are incurred associated with the district; there is a statute-driven car
rental surcharge collected which is considered a “pass through surcharge” and is passed on to the
Tourism Authority; and then an amount that will be paid out to the team sometime during this next
year.
