Lead Hazard Reduction Grant Program Application – Maricopa County, Arizona RATING FACTOR 1: CAPACITY OF THE APPLICANT AND RELEVANT ORGANIZATIONAL EXPERIENCE - RF1(b): Program Administration and Oversight 1. Program & Financial Administration – Maricopa County is the 4th most populous county in the nation with over 4.3 million people, residing in 24 cities, towns, and unincorporated areas covering 9,224 square miles. The County Board of Supervisors, the statutory authority for HUD programs, have granted authority to the Maricopa County Human Services Department (MCHSD) Director for ultimate responsibility to sign all required HUD certifications and grant applications. MCHSD is the eligible applicant for this NOFA, and will retain authority for the grant if funding is awarded. The Administration, Policy, and Planning Division (APP) is responsible for the overall financial administration, coordination, and support of all programs and services provided by MCHSD. The Finance Unit is responsible for receipting, disbursing, and accounting for financial transactions applicable to the programs and grant awards administered by MCHSD. The primary responsibility of the office is to maintain a system of internal controls that ensure the safeguarding of assets, the reliability of financial reports, operating efficiency, and adherence to applicable laws, regulations, and policies. The Housing and Community Development Division (HCD) is the administrator for approximately $7.5 mil of HUD and $2.5 mil of U.S. Department of Energy (DOE), U.S. Department of Health and Human Services (HHS), and local funds annually. Key administrative functions will be completed by HCD including: the development of policies and procedures, applicant intake, contract management, bidding, cross-cutting requirement compliance, activity tracking in online management systems, site-visits, quarterly HUD reports, and monitoring. It receives funds as a CDBG Urban County and is the lead agency for the Maricopa HOME FR-6300-N-13 Page 1 of 15 Lead Hazard Reduction Grant Program Application – Maricopa County, Arizona Consortium. MCHSD is adept at creating and maintaining intergovernmental partnerships to accomplish regional goals. It has both the built-in network and capacity to successfully execute a LHR grant. Through chairing regional public Community Development Advisory Committee meetings, MCHSD maintains relationships with elected officials and program staff for each of the 4 LHR target area governments: Gila Bend, Guadalupe, Tolleson, and Youngtown. MCHSD has successfully operated a housing rehabilitation program and a weatherization program for almost two decades. In the last three years, it has completed 558 home weatherization projects and 29 major or minor home rehabilitations. In compliance with HUD’s Lead Safe Housing Rule, each home was evaluated for lead-based paint hazards or exemptions. Of the 29 rehabilitations, 14 (48%) were identified as non-exempt, pre-1978 homes. In five (36%) of the pre-1978 homes, some lead-based paint hazards were found by the testing contractor. A risk assessment was completed for each project, and lead hazard reduction methods including interim controls and abatement were applied. MCHSD has a proven track record for lead hazard reduction, and by securing funding specifically for lead hazard controls its capacity to reduce childhood lead poisoning would increase significantly. 2. Payment Approval – The LHR Program Manager (PM) will be responsible for receipt of all vendor requests for payment, reviewing documentation, and determining all costs are eligible prior to approving payment. RF3(5): Section 3 Strategy – The LHR Section 3 strategy is based on MCHSD’s existing Section 3 Contractor Registry and partnership with its WIOA-fund Workforce Development Division (WDD). The strategy includes direct contractor notification, training and certifications, local labor networking, and inclusion of Section 3 requirements as part of the procurement and contracting process. The current Section 3 Contractor Registry includes contractors with experience in MCHSD’s HOME and CDBG projects or its subrecipients. MCHSD has access to Section 3 employees through WDD which pairs job-seekers with employers. RF3(6): Sustainability of Fiscal Resources – The benefits of MCHSD’s LHR program will be sustained after the program period through increased lead safe and healthy housing stock, increased local expertise and job training opportunities for lead-safe contractors, an influx of resources in the community to perform lead hazard control work, and an increased awareness of the hazards of childhood lead poisoning. All units cleared of lead hazards will be added to Maricopa.gov website which will host the required lead safe housing registry. After the period of grant performance, MCHSD will continue to provide public education regarding lead hazards, partake in lead-safe and Healthy Homes activities through its HOME and CDBG grants, and monitor interim controls for any units cleared with LHR funds as needed. Unit maintenance beyond the LHR period of performance may be assessed through the MCHSD rehabilitation program as funding permits to create a long-term unit health and safety sustainability. Opportunity Zones - Two of the communities targeted in the County’s application are located within designated Opportunity Zones: Tolleson (0413083000) and Gila Bend (04013723305). FR-6300-N-13 Page 15 of 15 Lead Hazard Reduction Grant Program Application – Maricopa County, Arizona ABSTRACT Applicant Summary Table Type of Applicant New Type of Jurisdiction Less than 3,500 occupied rental housing units List Complete Target Area Town of Gila Bend; Town of Guadalupe; City of Tolleson; Town of Youngtown Lead Funding Request $1,482,710 Healthy Homes Funding Request $300,000 Maricopa County is respectfully submitting a request to the Office of Lead Hazard Control and Healthy Homes for $1,482,710 of Lead Hazard Reduction and an additional $300,000 in Healthy Homes funds, to be matched by $220,734 of in-kind CDBG funds. Maricopa County has never received a Lead-Based Paint Hazard Control or Demonstration grant and looks forward to the opportunity to improve the County’s housing stock while preventing lead poisoning in its most vulnerable residents. The Lead Hazard Reduction Program (LHR) will be implemented by the Maricopa County Human Services Department (MCHSD), which successfully administers over $7.5 million of HUD funds annually. MCHSD has both the trained staff and organizational capacity to expand its current lead-safe efforts. The LHR program will target four high-need areas within Maricopa County: Gila Bend, Guadalupe, Tolleson, and Youngtown. These areas have a high concentration of pre-1978 homes and low-income residents. The Arizona Department of Health Services (AZDHS) reported 190 children identified with elevated blood lead levels countywide in 2017, and one or more within each of the 4 target areas in the past 5 years. Each area’s zip code is also classified by AZDHS as a High Risk Lead Poisoning Zip Code. According to the U.S. Census and American Community Survey, 64.9% of families have median incomes at or below 80% AMI; 48.3% of occupied housing units were built prior to 1979; and 11.6% of the total population is under the age of 6. The need to reduce lead hazards in housing stock has far outpaced the current funding levels to perform lead-safe work. The overall project goal includes identifying and eliminating lead hazards in homes to successfully reduce lead poisoning. Healthy Homes funding will be FR-6300-N-13 Page 1 of 2 Lead Hazard Reduction Grant Program Application – Maricopa County, Arizona ABSTRACT used to assist in remediation of ancillary health and safety hazards in each home. With the influx of funding for hazard reduction, the proposed program will conduct the following activities: - 120 units will receive risk assessment and lead testing; - 65 units will receive lead remediation work; - 65 units will be remediated of healthy homes hazards based on a Healthy Homes inspection; - Blood lead level screening will be provided to a minimum of 65 children under age six; - 30 Lead Workers and 40 Renovation, Repair and Painting workers will be provided with training to increase and retain contractors eligible to reduce lead hazards; and - Community education initiatives will be hosted in the target cities/towns. MCHSD received firm partnership commitments from multiple entities which will ensure programmatic success. Each of the 4 target cities/towns has enthusiastically agreed to assist with local outreach and recruitment efforts for potential households and offered space to host outreach or education events. Maricopa County Department of Public Health is an essential partner in this application, and has committed to home visits, outreach, referrals, child blood lead testing and discussion of test results, healthy homes assessments, and bi-weekly case conferencing. Other key partners include the Arizona Lead Poisoning Prevention Coalition and the Arizona Department of Health Services for data sharing, program education, and referrals; Maricopa County Head Start for family referral and program outreach efforts; and ARIZONA@WORK for building contractor capacity and referring Section 3 employees for work opportunities. In addition to these partners, Maricopa County currently has 15 competitively procured lead contractors under contract and MCHSD will be able to utilize these agreements to begin work immediately upon grant notification to avoid costly delays in the program.
