BOARD OF SUPERVISORS
The Board of Supervisors of Maricopa County, Phoenix, Arizona, convened in Informal Session at 9:30
AM on Monday, November 18, 2019, in the Supervisors’/Sullivan Conference Room, 301 W. Jefferson,
10th Floor, Phoenix, AZ 85003, with the following members present: Bill Gates, Chairman, District 3; Clint
Hickman, Vice Chairman, District 4; Jack Sellers, District 1; Steve Chucri, District 2 (entered late); Steve
Gallardo, District 5. Also present: Fran McCarroll, Clerk of the Board; Joy Rich, County Manager; and
Andrea Cummings, Legal Counsel. Minutes compiled by Kelly Gardiner, Minutes Coordinator
ACTION

1. CANCELLATION OF ELECTION AND APPROVAL OF APPOINTMENT TO THE BOARD OF
TRUSTEES FOR SUN VIEW ESTATES II IWDD NO. 54
Approve the Cancellation of Election and Appointment of Trustees pursuant to A.R.S. §16-410(A)
and the letter received from Sun View Estates II IWDD No. 54:
1. Cancel the election scheduled to be held on November 20, 2019.
2. Appoint Wade Eagar, Nick Udall and Jon Cooley as Trustees to fill expired terms.
The appointed Trustees shall serve a two year term effective January 1, 2020 through December
31, 2021, OR until his/her successor is elected and qualified. A person who is appointed pursuant
to A.R.S. §16-410(A) is fully vested with the powers and duties of the office as if elected to that
office (Supervisorial District 3). (C-06-20-246-M-00)
Motion to approve by Supervisor Hickman, seconded by Supervisor Jack Sellers

2. CANCELLATION OF ELECTION AND APPROVAL OF APPOINTMENT TO THE BOARD OF
TRUSTEES FOR THOROUGHBRED FARMS IWDD NO. 43
Approve the Cancellation of Election and Appointment of Trustees pursuant to A.R.S. §16-410(A)

and the letter received from Thoroughbred Farms IWDD No. 43:
1. Cancel the election scheduled to be held on November 20, 2019.
2. Appoint Geoffrey Zinnecker, Michael Bounds and Edward Sloat as Trustees to fill expired
terms.
The appointed Trustees shall serve a two year term effective January 1, 2020 through December
31, 2021, OR until his/her successor is elected and qualified. A person who is appointed pursuant
to A.R.S. §16-410(A) is fully vested with the powers and duties of the office as if elected to that
office (Supervisorial District 4). (C-06-20-254-M-00)
Motion to approve by Supervisor Hickman, seconded by Supervisor Gallardo
Ayes: Sellers, Gates, Hickman, Gallardo

3. EXECUTIVE SESSION
Vote to convene in Executive Session to consider items on the Executive Agenda dated
November 18, 2019, for Board of Supervisors and relevant Special Districts pursuant to statutory
authority listed for each item.
Motion to approve by Supervisor Hickman, seconded by Supervisor Jack Sellers
Ayes: Sellers, Gates, Hickman, Gallardo
Absent: Chucri

After discussion of the items listed on the Executive Session agenda and there being no further business to
come before the Board, the meeting was adjourned.
