The Authority is requesting $20,187.00 to purchase two Thermal Imaging Cameras to supply firefighters with vital life safety equipment designed to locate victims in structure fires during extreme conditions of heavy smoke and fire. Thermal Imaging Cameras (TICs) allow firefighters to see through the heavy smoke and locate victims so they can be rescued alive. Without this equipment firefighters are searching by feel and guessing where someone may be in a smoke-filled environment. Thermal Imaging technology has been a game changer for victims of fire. This funding would be used to put two new TIC's on fire engines that currently do not have modern TIC's. AFMA will be working directly with Maricopa County to receive the funds and has already met all their requirements for this funding request. The Arizona Fire & Medical Authority (AFMA) is a joint powers agency created pursuant to Arizona Revised Statutes §48-805.01 and §11-952 to deliver fire, emergency medical and associated emergency services for the partnering agencies. AFMA began operations on July 1, 2017, as approved by the North County Fire & Medical District and the South County Fire & Medical District, the initial partners in the Authority. AFMA provides emergency services, including 9-1-1 ambulance service from eight fire stations strategically located in the Phoenix metro-area's west and east valley, serving the communities of Sun Lakes, Sun City West, Tonopah, and Wittmann. AFMA serves a population of approximately 73,000 residents with a staff of 160 full time and 32 part-time fire and EMS personnel and associated staff. AFMA also maintains 80 active citizen volunteers in community support. In 2017, the Authority's paramedics and firefighters responded to more than 16,690 calls for assistance 293 of them fires. Our mission is to protect life and property and to enhance the well-being of all those we serve. We are dedicated to values of respect, integrity, compassion and leadership amongst ourselves so that we may proudly serve others. The District is a unique organization, with a history of using innovation to deliver the highest of customer service to all those we serve. The District has the vision and goals to provide exceptional services, through teamwork, to promote an innovative, responsive, and professional District that adapts within a changing environment. Utilizing collaborative working relationships, we strive to be a leader in our industry. We endeavor to be fiscally responsible with the single purpose of serving the greater community good. This project request directly contributes to these goals and will greatly enhance our ability to serve and protect the community. a) Explain the perceived need and explain how the proposal will address that need. 18818 N. These cameras are a vital life safety tool designed to locate victims in structure fires during extreme conditions of heavy smoke and fire. TICs allow firefighters to see through the heavy smoke and locate victims so they can be rescued while they are still breathing and will survive. Without this equipment, firefighters are searching on their hands and knees by feel and guessing where someone may be in a smoke-filled environment. Thermal imaging technology has been a game changer for victims of fire. This funding would be used to put two new TIC's on fire engines that currently do not have modem TICs. b) Describe the population who will benefit from the proposal if approved. The population served by AFMA is approximately 73,000 citizens, which includes large retirement communities. In addition to this primary service area, AFMA the Thermal Imaging Cameras will benefit other communities through mutual aid, automatic aid and cooperative agreements. When you ask who will benefit from this proposal, the answer extends well beyond citizens of the Authority. AFMA has a history of providing assistance for anyone and any agency requesting assistance. The Authority's mission is: "To protect life and property and to enhance the well-being of all those we serve." The Thermal Imaging Cameras fill a need beyond the normal fire department and EMS services. The Authority has seen 293 fires in 2018, and these cameras assist with quick identification of thermal imaging which can ultimately save lives and protect property. c) Include a budget of the requested funds, with the total amount requested clearly notated. The Authority would document all the steps for the project including development of specifications, requests for bids, delivery and placing the vans in service. The Authority has received the Distinguished Budget Presentation from the Government Finance Officers Association of the United States (GFOA). The program awards state and local governments for preparing documents of the very highest quality that reflect both the guidelines established by the National Advisory Council on State and Local Budgeting and the GFOA's best practices on budgeting and documentation. The Authority has never received funding from any tribal/state shared revenue grant programs. The Sun Lakes Fire District, which is an AMFA partner District, did receive funding from the Gila River Indian Community in 2011 to assist with purchasing a brush truck. The Tohono O'odham and other tribal gaming facilities are well supported by the citizens of the Sun City West retirement community and do support your new gaming facility in west valley. A letter from the governmental entity acknowledging its agreement to work with the non-profit is not necessary for the initial proposal. However, it is necessary for those non-profits selected to receive grant funding. Arizona Fire & Medical Authority Conclusion The goals of the proposed project are to purchase and equip two Thermal Imaging Cameras to respond, provide immediate intervention and on-scene victim assistance for those involved in 911 fire related emergencies. The Authority is requesting $20,187.00 for this project. This money will directly benefit the citizens in the Authority and the surrounding areas including the mutual aid and automatic aid partners throughout Maricopa County. The Thermal Imaging Cameras will greatly enhance firefighter response involving structure fires, but will also assist firefighters, police officers, Emergency Medical Response and citizens during 911 calls. Thermal Imaging Cameras assist in Search and Rescue, wildfire calls, and during other disaster or emergency situations. The Authority continues to work to improve and increase our training, knowledge, safety and capabilities to meet the ever-increasing demand for services, including structure fires. The proposed timeline set for this project would include a start date on or after December 1', 2019 or the date the project is funded by your grant program. The finish date would be on or before May 3 1 2020. The timeline is flexible, and the Authority would be open to any timeline or changes necessary to meet your program funding requirements. The proposed project will directly benefit the communities of Sun City West, Sun Lakes, Tonopah and Wittmann, plus all residents, neighboring communities, and all the potential communities served by these two Thermal Imaging Cameras through automatic and mutual aid agreements. Our hope is that with your assistance, we will be able to complete this project for the citizens we serve. Thank you for your time and consideration. We look forward to working with you on this project. 18818 N.
