Scope of Service and Fee Proposal
Mr. Wegele:
Arrington Watkins Architects (AW) is happy to have another opportunity to work with the County again.
We have been asked to provide a scope of services and fee proposal for the demolition of the Durango
Jail. Our understanding is that the Durango Jail will be demolished in its entirety (approximately 11
buildings and 15 acres of site), and the remaining site will be developed to meet flood plain and grading
and drainage requirements. There are several systems that may require partial or complete rerouting of
power and/or data to remain functional after the demolition of the jail. These systems are to support
vehicle storage facilities that are adjacent to, but not related to operations of the jail. They are include the
perimeter, lighting, and camera systems. Based on our site visit and understanding of the current
conditions we feel that the professional design services will include Architectural, Civil, Mechanical, and
Electrical Engineering. Structural support is not anticipated at this time. The following is our
understanding of the scope of services.
SCOPE OF WORK
Our understanding of the expansion scope of work is as following:
• Overall Project Management
o Managing Schedules and Deliverables

document on-site private utilities that will be impacted by the demolition.
• The site was previously flown for aerial survey but the Durango Jail portion was not mapped, an AutoCAD
base file was not prepared for this portion of the Durango Jail Complex. Aerial survey sub-consultant
Cooper Aerial is included to prepare the mapping based on the previously performed aerial flight and
deliver a design ready AutoCAD base file.
DESIGN STANDARDS/PERMITTING AGENCY
Design will conform to the following Authorities Having Jurisdiction (AHJ).
• City of Phoenix — Floodplain Management
• Maricopa County Flood Control District
Design will be reviewed and permitted by the following AHJ(s)
• City of Phoenix — Floodplain Management
• Maricopa County Flood Control District

• Dibble Engineering is prepared to begin immediately and will conform to the project schedule as
stipulated by the Owner/Architect
SCOPE OF SERVICES:
1.0 Schematic Design Phase
1.1 Schematic Design Documents - Civil
Dibble Engineering will prepare Schematic Design documents including:
• Develop on-site plans including site demolition plan, grading & drainage plan and utility plan
• Develop design of storm water conveyance and above ground retention/detention facilities
• Coordination with Owner, Architect, Plumbing and Electrical Engineers
1.2 Schematic Design Documents — Drainage Analysis
• Review Current Offsite Hydrology — Dibble will conduct a review of publicly available aerial imagery
to identify changes in land use within the contributing watershed. If changes exist that may affect
the project hydrology, Dibble will revise the HEC-1 model and document the revisions.
• Maricopa County Intake Transfer Release 2D Hydraulic Model Update — Dibble will update the 2-
dimensional hydraulic model created for the design of the Maricopa County Intake Transfer Release
facility based on the new survey of the demolition site and any revised flow rates resulting from the
previous task. Dibble will review the as-built plans for the Intake Transfer Release construction for
conformance with the design model; however, no changes to the model for conformance with the
as-built condition are expected or included in this scope of work. This will constitute the existing
condition floodplain model for the site.
• RAS-2D Modeling of Schematic Design Grading Plan — To evaluate the likely post-project impacts of
the project on the site and adjacent areas, Dibble will update the HEC-RAS 2D floodplain inundation
modeling done as part of the previous task for elements of the project having an impact to the
floodplain.

SCOPE OF WORK
Mechanical
The mechanical scope for this project is anticipated to include:
1. Coordination with the civil engineer for the location that the chilled water piping
will need to be removed to for proper operation. We will provide general
mechanical demolition notes to be included in the architectural demolition
drawings for the buildings on site. We do not anticipate providing any mechanical
drawings for this project.
Plumbing
The plumbing scope for this project is anticipated to include:
1. Coordination with the civil engineer for the location that the gas, water, sewer, and
storm piping need to be removed to. We will provide general plumbing demolition
notes to be included in the architectural demolition drawings for the buildings on
site. We do not anticipate providing any plumbing drawings for this project.
Electrical
The electrical scope for this project is anticipated to include:
1. Removal of the electrical distribution on the site back to the nearest offsite switch
cabinet outside of the site footprint. It is our understanding that all power to the
site is fed through the main 15kV service entrance at the main electrical room on
the northeast portion of the site. Utility work may need to be coordinated with the
electrical utility provider.
2. Provide power for the existing lighting and security/surveillance systems serving the
west parking/impound area and the street lighting on Gibson Lane. If these are
served by the current 15kV service entrance on the site, an alternate source of
power will need to be determined and the electrical distribution rework for the new
source. We will coordinate with the local utility company and Owner for any new
power sources as required.
Technology Systems
The technology scope for this project is anticipated to include:
1. Removal of the existing Maricopa County telecommunication services where they
enter the site and re-design of new pathways and cabling in order to maintain
services at surrounding buildings on the site, if required. We understand there are
areas in the northeast corner of the site where telecommunications enter the site
and other areas along Gibson Lane where telecommunications and data enter the
site.

2. Coordination with and removal of communication service providers' cabling and
conduit per their direction.
3. Provide design for the refeed of the security (intrusion detection) system and video
surveillance system in the impound lot on the Durango jail site to the SWAT barn
building across Gibson Lane. Existing intrusion devices and existing cameras will be
reused. Existing security control panels, video recorders and network switches
associated with the security and surveillance systems will be relocated to the new
building location. We will coordinate all existing equipment requirements with the
owner's IT and security groups.
Fire Sprinkler
The fire sprinkler scope for this project is anticipated to include:
1. Coordination with the civil engineer, if required, as to where the fire loop needs to
be removed to. We do not anticipate providing any fire sprinkler or piping drawings.
Fire Alarm
The fire alarm scope for this project is anticipated to include:
1. Fire Alarm system does not extend outside of the building area. Removal of the
existing fire alarm system that serves the site will be noted in a narrative form on
the documents. This will be in conjunction with our technology scope listed above.
GENERAL
Our scope will include the following general engineering services for the project:
1. Site investigation to observe the systems associated with this project (site
investigation is limited to accessible areas only).
2. Attend up to four (4) meetings during the design phase of this project. Two (2)
meetings will include review with Owner's technology group for assistance with
determining existing communication lines and for final coordination.
3. Design using AutoCAD. It is anticipated that we will receive a "frozen" architectural
background 14 days before each milestone deliverable.
4. Provide one (1) final set of signed and sealed drawings in electronic portable
document format (PDF).
5. Sheet specifications/notes on the drawings.

prepare a written report on our findings. Special inspections as required by
the local authority having jurisdiction will require additional services.
c. Attend up to two (2) construction meetings via teleconference.
d. Prepare record drawings in AutoCAD format from the Contractor-prepared
as-built redlines. No verification of accuracy is included; therefore, the
record drawings will not be signed and sealed.
