COMPETITION IMPRACTICABLE CATEGORY (Check applicable box, attach documentation or provide explanation below.)
Maricopa County Procurement Code MC1-351 states: "Competition Impracticable" means an acquisition where, competition is
impractical because of standardization, warranty, or other factors as approved by the Board of Supervisors.
NOTE: The following are unlikely to be sufficient Competition Impracticable justifications:
• Personal or department preference for a product or vendor
• Department perception that the vendor is the best qualified (this should be determined through a competitive process)
• Lack of department planning resulting in limited time to conduct a competitive procurement
• Special incentive or deal offered (can be assessed in open and competitive solicitation)
• Department convenience

THIS IS A COMPETITION IMPRACTICABLE PROCUREMENT BECAUSE (attach additional page if needed):
MCSO Aviation currently operates two Bell 407 helicopters. The cost to include a second manufacturers make and
model of aircraft to the MCSO Aviation fleet would result in greater costs. Items that would need to be included in
an alternative manufacturers aircraft would include, but not be limited to, additional tools, parts inventory,
mechanic training, and pilot training. Purchasing a Bell helicopter will greatly reduce these costs while staying
consistent with familiarity of engines, maintenance schedules, avionics platforms, mechanic familiarization, parts,
pilot training and pilot familiarization of cockpit layout. It should be noted that aircraft are very different from other
types of transportation and require extensive training to operate safely. Manufacturers design aircraft differently
making switch-over to another aircraft costly and time consuming. By purchasing from Bell these switch-over costs
are greatly reduced. In addition, the greater the switch-over the greater the safety risks due to re-training and cross
training, most particularly in regards to pilots.

MC1-352-B states: The Using Agency requesting a Competition Impracticable Procurement shall provide written evidence
to support a Competition Impracticable determination containing an explanation of why the proposed procurement
process is advantageous to the County; and the scope, duration, and estimated total dollar value of the procurement.

Comparison to previous comparable purchases El Discount off published catalog pricing
El from a different vendor El Market survey
El Independent estimate Other, explain:
Describe methodology and results (attach any written supporting data, e.g., survey or market analysis):
The price was determined to be the best option due to aircraft capabilities and familiarization with
aircraft manufacturers, models, and makes of helicopters and the associated costs incurred after initial
purchase. Other factors considered were staying consistent with aircraft operations, controls, and
cockpit layout to minimize safety issues related to switching between two different types of aircraft
for high-risk aviation search and rescue missions.
