Dear Ms. Adams:
The Maricopa County Air Quality Department (MCAQD) requests that the CAA Section 111(d) Plan
for implementing the municipal solid waste landfills emission guidelines (40 CFR Part 60, Subpart Cf
(Emission Guidelines And Compliance Times For Municipal Solid Waste Landfills)) submitted on
May 4, 2018, be withdrawn from EPA consideration. MCAQD requests this due to an understanding
that the plan will not be approved as it currently stands. MCAQD understands they will be subject to
a Federal Plan on or around November 6, 2019. MCAQD plans to revise Rule 321 (Municipal Solid
Waste Landfills) and will submit a new plan to the EPA upon approval by the Maricopa County Board
of Supervisors.
