RE: Annual Permitting Report for FY19
Dear Chairman Gates:
As required by Arizona Revised Statutes 49-471.14 (Reporting; compliance with tlineframes), the
Maricopa County Air Quality Department (MCAQD) submits this FY2019 report of compliance with
overall iimeframes for making decisions to grant or deny air quality permits.
MCAQD issues four types of air quality permits that are subject to legislative tlineframes:
• Title V (TV): for major sources of air pollutants (power plants, large industrial facilities);
• Non-Title V (NTV): for light industrial sources, heating units, internal combustion engines
that are not major sources of air pollutants;
• Authority to Operate under a General Permit (ATO): for smaller sources (dry cleaners, gas
stations, vehicle refinishers, woodworking shops, etc.); and,
• Dust Control (DC): for dust generating operations that disturb one tenth of an acre of land or
more.
The "overall timeframe" for a given type of permit below represents the maximum number of days
that are allowed by law to elapse between receipt of an application and MCAQD's decision to grant
or deny a permit. No permits were denied during FY2019.

In support of the County's vision to efftciendy deliver quality services to Maricopa County permit
holders, the on-time percentage of permits completed continues to increase. Overall, 99.5% of the
5,445 permits issued met the prescribed time frames. This represents continuous improvement from
98.1%, 98.8% and 99.1% for the preceding three years.
One area that we particularly want to highlight is the marked improvement in timeliness of Non-Tide
V minor modifications. As is noted in the preceding table, our engineers have only 60 calendar days
to complete the permitting decision, so time is of the essence. In FY2015, the ontime rate was 65.1%
and has now improved dramatically to 97.3%.
We are excited about the results, but not satisfied. While the number of permits outside the
timefrarnes dropped from 43 last year to 29 this year, our goal has been and will continue to be "zero
defects" with all permits issued within the prescribed tirnefraraes
The next major milestone for the permitting function will be deployment of the IMPACT data
management software. This is a necessary step to replace the antiquated EMS database and will
significandy enhance customer access to the permitting process. This software upgrade will also move
us toward the County-wide strategic goal of increasing the public's useage of web-based permitting
tools by 25%.
As noted above, the timeliness continues to improve. With that history of accomplishment, we look
forward to further success in FY2020. If you have any further questions, please do not hesitate to
contact me at (602) 506-6701.
Sincerely,
CC: Jack Sellers, Maricopa County Board of Supervisors, District 1
