ADDITIONAL SCOPE OF WORK
1.0 INTENT:
The purpose of this exhibit is to extend the timeline of Grant Thornton services and expand the
scope provided by the Grant Thornton project team. The extended timeline and expanded scope
will increase the Grant Thornton budget for the Phase IV Implementation in the ULTIS project.
Since the Phase IV ULTIS project kick-off in May 2016, the scope and expectations of the project
team, excluding the prime integrator, hereby referred to as the "Project Team", has expanded.
2.0 SCOPE OF WORK:
The timeline and scope of services to be completed by Grant Thornton in the Phase IV will
increase. The scope increases are in the areas of solution architecture and database
development. The timeline for all resources is extended. Project management data analysis,
database developer, senior business analyst, and all other resources are extended as noted in
Exhibit A Revised Labor Pricing. Systems covered have also increased beyond the original
Treasury Information System (TIS) in the ULTIS project.
Background
After the deployment of the MS Dynamics CRM tool and Sympro in March 2018, MCTO conducted
a reassessment of the project schedule and determined the go-live date for Phase IV Aumentum
would be September 30, 2022. Under the existing agreement, funding for Grant Thornton
resources will expire in September 2019. Thus, additional funding is required for Grant Thornton
to continue its support of MCTO for the remainder of the ULTIS project.
In addition, MCTO has expanded its modernization efforts beyond the TIS property tax system in
the original ULTIS scope. The updated scope includes multiple applications and infrastructure
changes known collectively as e-Gov. MCTO identified a need for highly specialized technology
solutions skills required for a successful e-Gov modernization effort. MCTO asked Grant
Thornton to increase the Grant Thornton Project Scope and provide resources to meet these
needs. The increased resources are expected to lower project risk with improved project
performance, and increase the likelihood of success.
Scope for organizational change management (OCM) is being reduced. This reduction reflects a
decreased need for outside resources due to MCTO taking on OCM implementation
responsibilities. The reduction in scope also helps offset the cost of Amendment 10.
Technical Assessment, Architecture & Support
Grant Thornton's project scope is being expanded to include IT services for documenting and
understanding MCTO's current state and helping define a future state vision with modernization
priorities for the e-Gov platform. Grant Thornton will support the definition, design, and
development of MCTO's e-Gov platform. Grant Thornton will also assist with database design
and development activities. Grant Thornton's work will be prioritized by MCTO technology
management.
OCM Support
Grant Thornton's project scope for OCM support is reduced. Grant Thornton will develop the
OCM strategy and governance structure to be deployed by the MCTO OCM lead. Grant Thornton
will provide mentoring and other support services to the MCTO OCM lead. Grant Thornton will
assist the OCM lead by reviewing and providing feedback on communication and stakeholder
management activities, materials and other documents for e-Gov and Aumentum. MCTO has full
discretion on how the Grant Thornton OCM support hours are used.
Estimated Timeline
The chart below is the revised timeline for Phase IV Implementation phase of the Aumentum
product. The project resources will support the delivery of all relevant project milestones, tasks
and activities. Price per Deliverable and Labor Cost under exhibit A is based on this timeline. A
change in the timeline will impact Exhibit A.

3.0 Deliverables
Grant Thornton will produce the following deliverables in accordance to the frequency and/or
project milestones identified in Exhibit A.
3.A Implementation Support Deliverables
Grant Thornton will produce the following recurring deliverables while supporting the
implementation project team.
Monthly Project Status Report
Grant Thornton will produce a monthly status report organized by work stream that
describes, in detail, the activities performed by the Grant Thornton team, meetings
attended and conducted, and completed tasks for the reporting period. It will also include
planned activities, meetings, and tasks to be completed for the following reporting
period. The Status Report will include status and progress from all Grant Thornton
activities, including project management, testing, data analysis, reporting OCM and
solution architecture for e-Gov and Aumentum.
Monthly Project Risk Register & Issue Log
Grant Thornton will conduct a comprehensive monitoring of the project. Based upon the
principles of the Project Management Body of Knowledge (PMBOK), the monitoring will
review all aspects of the project structure. The Risk Registers & Issue Logs will include
risks and issues identified by any member of the project team for e-Gov and Aumentum.
Quarterly Data Conversion Readiness Report
The Data Conversion Readiness Report will be expanded to include the following
information:
• A summary of the development and quality assurance activities related to the
Phase IV Aumentum build will be provided to MCTO. Deliverables will be driven
by the MCTO sprints and included in the data readiness reports. The velocity
metrics for the resources will be included in the report.
• Scope is added to include assistance with the analysis, design, development and
validation of the e-Gov data warehouse, and any interfaces or dependencies
related to the e-Gov ecosystem.
Reports & Data Analysis & Validation
Grant Thornton will provide requirements gathering, design and validation of Aumentum
and e-Gov data, database and reports. Grant Thornton will help MCTO determine
information requirements, communicate them clearly to stakeholders, facilitators and
partners, and check the integrity of data being provided in the reports.
3.B Implementation Oversight Deliverables:
Grant Thornton will produce the following recurring deliverables while providing oversight for
the project.
Monthly Project Health Report
To establish effective overall project health reporting from the beginning, Grant Thornton
and MCTO will mutually agree upon a Project Performance Matrix, that identifies the
project components that should be reported upon, as well as the standards and measures
that will be used to quantify progress. The performance and progress information
contained in the Project Health Report will be expanded to include the new reporting,
quality support and project oversight activities, as part of the ULTIS deployment of
Aumentum and e-Gov.
Quarterly System Integrator Deliverable Review Report
Grant Thornton will review and provide project oversight of MCTO and the System
Integrator's deliverables and key work products for e-Gov and Aumentum. A deliverable
review checklist template will be established to facilitate the review. Review results will
be documented in the template for each deliverable and key work products. This
feedback will be provided to MCTO to be included in the overall feedback provided back
to the Prime Integrator. The system integrator deliverable review report will be
conducted on a quarterly basis, with the exception of those quarters where a Gate Review
is conducted. All completed deliverable reviews will be included, along with a high-level
summary, in the System Integrator Deliverable Review Report.
Phase Gate Review Report
Grant Thornton will conduct five (5) gate reviews at the end of key milestones in the
Aumentum / e-Gov project. Grant Thornton will follow a gates methodology predicated
on a planned and standardized evaluation criteria at the end of each phase. Grant
Thornton will customize its Quality Assurance Framework ("QA Framework") to the
specific needs of this project. The QA Framework is based on industry standards and best
practices. Our QA Framework is organized into four domains and places specific focus on
benefits realization, ensuring that the recommendations provided in our assessments are
grounded in our clients' overall goals and objectives. The QA Framework drills down into
individual project activities (by phase) and is underpinned by a detailed set of assessment
criteria for each project activity including expected artifacts and deliverables, project
metrics, risk indicators, and checklist questions.
The figure below shows the five gates and the corresponding MCTO project activity:
Gate Gate Description MCTO Activity Mapping
Future state process design & use case

Stage 2 Business Case Base lined
Stage 3 Development TR/MCTO Build; e-Gov Development
Stage 4 Testing & Validation E2E Testing & UAT Readiness

Stage 5 Launch Assessment & Deployment
At the end of each phase gate review, Grant Thornton will deliver a Phased Gate Review
Report. Based on this report, MCTO will be able to make an informed decision to continue
to the next phase in the project or not.
One -Time Lessons Learned
The Lessons learned that have been captured in previous project phases will be leveraged
and incorporated in the Aumentum and e-Gov deployment of ULTIS. The Lessons learned
will be captured in a format for reference for future modifications, enhancements, and
projects. It will also serve as documentation for this project. The Lessons Learned
document will contain:
• Process type issues and areas of concern
• Tools & Technology used
• Communications
One-Time Organizational Change Management Deliverables:
Stakeholder engagement and communication is critical to project success. Grant Thornton will
produce the following strategy documents to help MCTO successfully deploy Aumentum and e-
Gov as part of ULTIS, and provide support for the implementation project.
Stakeholder Validation Validate/update stakeholder ID and categorize employees by functional
and Analysis group; document group characteristics such as key
roles/responsibilities, current system/tool usage, potential resistance,
etc.; and identify key influencers and potential change agents.
Executive Roadmap Outline Executive activities in alignment to project phases to facilitate
active and engaged executive leadership throughout the project. The
Roadmap prepares Executives to consistently articulate the business
case for the technology implementation, key messages and benefits.
Communications Strategy These guiding communications documents for the lifecycle of the
and Plan project will include the approach for targeted communications
campaigns and key messages to drive awareness and understanding of
the project. Communications are timed to coincide with project
milestones in a tactical plan, which also outlines content, audience,
channels and more.
Business Readiness and The readiness assessment indicates the Maricopa County Treasurer's
Impact Assessment readiness for change (e.g., impact of past changes on employees,
culture/responsiveness to change, perceived need for change) and
uncovers risks, issues and factors that may impact success. The impact
assessment builds from the stakeholder ID/analysis to evaluate factors
per group such as number of employees, location(s), anticipated
amount of change as a result of the technology implementation, type of
change (i.e., process vs. system), etc., to assess and rank impact level
(i.e., high, medium, low) per stakeholder group.
Engagement Strategy & Method to engage stakeholders, especially those affected by or with
Champion Network influence over the project outcome to support behavioral changes
and/or drive the adoption of the new technology and associated
processes. Includes process of identifying, educating and preparing
Super Users/Change Agents for Go Live.
Change Management Plan Plan to outline the scope of the change, measurement, and the
approach to drive adoption of the new technology and associated
processes, while minimizing business disruption. The plan lists tactical
steps, taking into consideration potential interdependencies with other
initiatives. It also details change management workstream ownership
and accountability.
OCM Support Services OCM support will be provided for the customer to leverage in the areas
of project communication, stakeholder management, training or/ and
communication material development. These hours will be used at the
customer discretion after OCM has been executed.
Time & Materials Technical Assessment, Architecture & Support
Project Scope is expanded to include solution architecture services for documenting and
understanding MCTO's current state and helping define and build a future state vision with
modernization priorities. Grant Thornton will support the definition, design, and development
of MCTO's e-Gov platform. Grant Thornton work will be prioritized by MCTO technology
management. The assessment, architecture and support activities will be billed monthly on a
time and materials basis. The maximum billable amount under this amendment is $670,089
based upon the hourly rate provided in the Revised Labor Section. These services include the
Solution Architect role and the Senior Business Analyst.
