Subject: Tantus Contract 171006-CI Extension Date: May 8, 2019
Introduction:
The Board of Supervisors initially approved capital funding for the New Jail Management System (aka SHIELD) in
FY2013. This is a request to extend the Tantus contract per section 1.2 of contract 171006-CI for an additional two
years from 08/31/2019 to 08/31/2021 and to increase services and travel expenses by $376, 242.
Discussion:
Tantus solution Group was awarded the JMS Software Integration Services contract 171006-CI in august of 2016.
Tantus was recommended for the award for this project based on the work previously accomplished for the County
under another contract.
Tantus has completed numerous tasks that are required for the new SHIELD application. The purpose of the
contract is to provide integration services related to the implementation of the commercial of the shelf Jail
Management solution.
Tantus' role in end-to-end testing has been extended due to delays by the primary software vendor (Tribridge) for the
SHIELD Project. The delta data conversion process was not part of the original scope of the Tantus contract. However, the
project team (all vendors and MCSO) came up with this concept and process in order to significantly reduce anticipated
downtime at go-live. Various small scope changes were identified during requirements gathering, design, build and testing
stages of the SHIELD project. Along with this extension, we want to process other change request items, as follows:

Conclusion:
This increase and contract extension is needed for (1) extended support services and travel expenses during end-to-
end testing, (2) services and travel expenses for work on the delta data conversion process, and (3) to adjust the
original scope of work for various additions and deletions of interface and data conversion requirements identified
during project development.
No increase in capital improvement project funding for the MIS Project is required to support this request.
Recommendation:
Approve an increase in the expenditure authority for the JMS Software Integration Services contract # 171006-CI
with Tantus Solutions Group by $376,242 from $3,109,100 to $3,485,342 and exercise the option to extend the
contract term by two years from 8/31/2019 through 8/31/2021. The purpose of the contract is to provide interface
and data conversion services for the new jail management information system (SHIELD Project). CIP funding for
the SHIELD project is 440-D470-4715-JMIS.
