Support/Opposition: | The Department has not received comments either for or
against this Enhanced Regulatory Outreach Program (EROP)
case. In addition, no stakeholders attended the April 3, 2019
stakeholder meeting.

Recommendation: Staff recommends the Board of Supervisors (BOS) approve the
proposed MCEHC.
BOH
Recommendation: Approve per Department recommended language and
proceed on the EROP expedited process.
Executive Summary: _ Transfer station operational expenses have increased as a result
of additional citizen demand, which in turn has caused a
revenue deficit for Maricopa County Waste Resources and
Recycling (MCWRR). To maintain compliance with A.R.S § 49-
741, which requires providing or ensuring solid waste public
facility services are available for citizens, MCWRR fee changes
are proposed.
In accordance with the Maricopa County Resolution,
“Moratorium on Increased Regulatory Burdens,” the County
Manager authorized the Department to proceed with this case
in February 2019. Also, the County Manager briefed the Board
of Supervisors in March 2019.

The Department conducted a stakeholder workshop on April 3,
2019. Prior to the workshop, transfer station sites were posted
with public meeting notices and flyers were handed out at
transfer stations to inform citizens about the stakeholder
workshop,
On April 22, 2019, the Department presented a Staff Report for
this case to the Board of Health (BOH) at which time the BOH
approved this case to proceed through the EROP expedited
process. Following BOH EROP expedite process approval, this
case is being presented to the BOS for their review/discussion
and possible adoption.
The Waste Resources and Recycling Department merged with
the Environmental Services Department in July 2018. As a result,
revised transfer station fees are being incorporated into the
Maricopa County Health Code Fee Schedule.
