April 3, 2019 RECEHVED APR 8 2019 Clerk of the Board of Supervisors MARICOPA COUNTY 301 W. Jefferson CLERK BOARD OF SUPERVISORS 10th Floor Phoenix, Arizona 85003 Re: Proposed Evergreen IWDD, A. R. S.48-261, 48-263 Dear Board of Supervisors and Clerk: I am in favour of and fully support the formation of the Evergreen IWDD. Evergreen is a historic district of downtown Mesa, a charming neighborhood with older trees and incredibly lush. The older flood irrigation system, has over the past 15 years has begun failing more often. There are 104 properties, including 20 rentals, of the 84 Owner occupied properties, 61% take irrigation. The volunteer Irrigation Group requested donations in 2016, 29 people contributed, in 2017 only 22 people contributed. In October 2018, a SRP representative met with 27 of our neighbors to discuss the formation of an IWDD, 24 agreed to take the next necessary steps in formation. There are leaks in the main lines, stands and gates. Some of the gates are inoperable. Additionally, valves on properties are not being maintained. One of the neighbors, that is the most vocal against the formation of the IWDD, has complained consistently over the last three years approximately +/-500 ft. of pipes on their two adjacent properties are leaking. However, they are yet to repair the leaks. If Evergreen IWDD gathers the required signatures, formation of an IWDD would not only benefit them but more importantly the entire neighborhood benefits. The petition would allow our part of Evergreen Historic District to decide what best serves our neighborhood in a democratic manner. Thank you for your consideration. Respectfully, Ibbta; Kris Tibsherany 656 N. MacDonald Mesa, AZ 85201 480-947-4819
