The design professional’s fee is presented as a lump sum fee with a list of possible additional services
as needed in Exhibit A. The projected fee for each phase in basic services is listed below. The total for
all basic services, excluding reimbursables, is $2,865,064 based on the scope identified herein. The
DP must request approval from FMD for use of the allowance and the DP must submit backup invoices
with the associated monthly billings.

The following is a clarification of the attached original survey and civil engineering proposal submitted to
Gould Evans on February 11, 2019 for the Maricopa County Southeast Justice Courts in Mesa, Arizona.
This letter also includes the additional scope requested by the County for this project and the
reallocation of our fees per the format requested.
1. Dibble Engineering included a limited number of site meetings/visits during construction in our
original proposal. The County has requested that Dibble Engineering be on-site as needed to
manage the General Contractor and thus we have added an additional fee of $3,980 for
additional site meetings/visits during construction to accommodate this request. This additional
fee will be used as necessary on a time & material basis for any additional site meetings/visits
during construction.
2. The fee spreadsheet included a fire flow test and reimbursable costs that were not in our
original proposal. We have included $500 for a fire flow test and $1,500 for reimbursable
expenses as an allowance that will be used as needed on a time & material basis.
3. Site utility relocations are included in our fee. However, the relocation of any utilities within the
private drive to the east of the site and any of the other surrounding roadways are not included.
Utility relocations are not expected to be required in these areas, therefore we have excluded
this from our fee calculations.
4. Itis anticipated that Gould Evans will coordinate the site & building submittals with support
from Dibble Engineering. In addition, Dibble Engineering will coordinate as necessary with the
City of Mesa and the Maricopa County Flood Control District.
5. Dibble Engineering has also included an additional fee of $1,508 for the abandonment of an
existing water easement and the preparation of a new easement.

understanding of the project is based upon the email received on February 1, 2019 with the project
scope document for full structural design services.
We understand the project will include a new 116,000 sf facility on 2 floors that will be the
consolidation of 4 existing county courts and one adult probation department. The new building will
be located to the north of the existing Superior Court building, either completely detached or
connecting to the existing facility. The design schedule has a planned duration of 11 months and an
estimated construction schedule of 21 months with a design-bid-build project delivery. The estimated
construction cost is $27 to $30 million.

PROJECT INFORMATION — BASIS OF PROPOSAL
Assumed Project Information:
Construction Cost Range: $27,000,000 to $30,000,000
Building Area: 115,000 sf (approx.)
Approximately 13 acres of site work including relocating and redeveloping displaced parking
Site: Located at the Maricopa Superior Court Campus, 222 E Javelina Ave, Mesa, AZ 85210.
Program elements; 4 new Justice courts, Adult probation suite, jury assembly, associated office and
support spaces and a connection to the existing Southeast Facility with shared security screening.
Site includes public parking, reserved staff and secured staff parking. No in-custody spaces are
required.
e The proposal is based on Concept | in the programming document dated 02.15.19.
e Method of project delivery is design-bid-build and the permit set will be one package.
e Renovation of the cafeteria and lobby is based on approximately 10,000-12,000 sf. (refer to
additional services in Exhibit A).
SCOPE OF WORK
The project will include design and construction phase services: Schematic Design, Design
Development, Construction Documentation, Bidding/Permitting and Construction Administration. The
base fee is for the new building. Fees for the renovation scope of work, as well as other potential
additional services. are listed separately.
