P: (503) 485-5490 Volume Roads Scoping Design Project. The drainage analysis will be completed
F; (503) 485-5491 by WEST Consultants, Inc., as a Subconsultant to WSP USA (Consultant) for the
10300 SW Green burg Road, Ste. 470 Maricopa County Department of Transportation. The project area is located in
Portland, OR 97223-5488 north eastern unincorporated Maricopa County, near the boundary with the City
P: (503) 946-8536 of Scottsdale. Roadways within the project area are unpaved. Because of the
natural terrain and orientation of the roadways, the roadways often serve as a
Arizona drainage pathway. Drainage crossings are at-grade.

• The Subconsultant shall review previous reports/studies and coordinate with
MCDOT to maintain consistency between the seoping design, and previous
drainage reports/studies. Previous studies will be provided by MCDOT
o The Subconsultant is to recommend the use of drainage structures if needed
(i.e. low flow crossing vs pipe culverts).
• The Subconsultant shall complete an Existing Condition Analysis for the project
area for both off-site and on-site areas.
o The off-site analysis will be based on existing FLO 2D models prepared
for the Desert Hills ADMS. That model will be updated to reflect the
mapping and survey data provided by MCDOT for this project. The update
will be limited to elevation data assigned to the FLO-2D grid within the
limits of the MCDOT mapping area. The analysis shall follow Flood
Control District of Maricopa County (FCDMC) guidelines policies and
procedures.
o The on-site analysis will be completed using the Rational Method. The
Rational Method will be limited to a minimum time of concentration of 5
minutes. The on-site analysis will be used to evaluate the current roadway
capacity to convey on-site flows in accordance with MCDOT and FCDMC
guidelines, policies and procedures.
o The Subconsultant will prepare models to reflect each alternative.
o Storm frequencies used for alternative analysis shall be selected in
accordance with Table 6.7 of the Maricopa County Drainage Policies and
Standards Manual (FCDMC, 2018).
o On-site analyses for street drainage shall be completed using the Rational
Method with a minimum time of concentration of 5 minutes. This does
not include analysis of at-grade crossings. At grade crossings shall be
evaluated using the off-site (FLO-2D) models.
o A maximum of four (4) alternative models shall be completed for each
roadway segment in coordination with the roadway alternatives. Analysis
of at-grade crossings will be performed using the FLO-2D model. Grid
adjustments will made to reflect the geometry of the crossing and the
hydraulics will be verified with weir flow or open channel flow
calculations to verify conformance with depth and velocity criteria.
Culvert sizes and hydraulics will be calculated using HY-8 and the
hydraulic rating will be included in the FLO-2D model as a hydraulic
structure. Ditch sizes will be determined using open channel hydraulic
calculations. Scour mitigation analyses will be completed for each culvert
outlet and roadside ditch. It is assumed that erosion mitigation measures
will be limited to riprap placed at the culvert outlet or along the ditch. For
the culverts the riprap configuration (dumped, grouted, basin, etc.) will be
selected based on the site configuration and the outlet velocity. For the
off-site models, ditches will be simulated using the multi-channel function
of FLO-2D,
• The Subconsultant will present the analysis of existing drainage patterns and
proposed improvements in a technical memorandum. The memorandum for
drainage shall be prepared in accordance with the PDM, per the Low Volume
Road Design Guidelines and the RDM. The Subconsultant shall submit a draft
version of the memo for review and comment. Comments received shall be
incorporated into a final version of the technical memorandum.
Water 0 Environmental • Sedimentation 0 Technology
www.WESTconsultants.com

• The Subconsultant shall document the results of the drainage analysis in a draft
version of the SDR. Comments received shall be incorporated into a final version
of the SDR.
Quality Control: the Subconsultant shall be complete as per this scope of work
and checked by a team member other than the originator of the calculations.
Calculation sheets, where applicable shall be initialed and dated by the reviewer.
For model data, a QC checklist will be submitted indicating the type of data and
checks performed of the data and results. The checklist will be signed and dated
by the reviewer.
Sincerely,
Brian Wahlin, Ph.D., P.E., D.WRE
