V. POLICY

Policy Title: Policy Number: A2500
PETTY CASH AND CHANGE FUNDS Current Adoption
Date: 02-13-2019
Departments may request, on an as-needed basis, establishment of a petty cash fund to handle minor
disbursements or a change fund to facilitate cash intake operations. Though somewhat similar in nature,
petty cash funds and change funds are not interchangeable (see definitions) and serve different purposes.
A. Departments must submit an “Application for Establishment of a Petty Cash Fund or Change Fund” to
the Department of Finance for review and approval and to ensure there is a legitimate need to set up
such a fund. Departments may request a waiver to specific sections of this policy from the Department
of Finance. Specific procedures for the application forms can be found in the Petty Cash Fund and
Change Fund Manual.
B. The Department of Finance will authorize a fixed dollar amount for each Departments petty cash fund
and/or change fund. At any point in time, the total of the cash available, paid invoices, receipts, cash
register tapes, reimbursement/withdrawal requests, and outstanding reimbursement payment vouchers
must equal the original dollar amount authorized by Finance.
C. Departments should review, at least annually, the need, size, and use of their petty cash fund(s) and
change fund(s). Recommended changes should be directed to the Department of Finance for
consideration and approval to close, change custodian, increase/decrease the amount of, and obtain
reimbursement for a petty cash and/or change fund.
D. The Department of Finance may perform unexpected reviews and/or audits, as deemed necessary, to
ensure that petty cash and change funds are properly administered, established for necessary purposes,
and funded at the appropriate level.
E. Departments must appoint a custodian to administer the petty cash and/or change fund who shall be
responsible for:
1. Keeping all monies and related documents in a secure location and in a separate and lockable
container. If available, the cash should be placed inside a safe or vault at the close of business. Keys
and lock combinations should be restricted to the custodian as well as an alternate person(s) as
deemed appropriate by department management.
2. Reconciling change funds daily and petty cash funds on a monthly basis. The full dollar amount
authorized for the fund should be accounted for with cash, paid invoices, receipts, cash register
tapes, reimbursement and withdrawal requests and outstanding reimbursement vouchers.
3. Notifying their immediate supervisor in the event of a fund overage/shortage. Personal funds cannot
be used to eliminate shortages and excess funds cannot be removed to eliminate overages.
4. Ensuring all monies are accounted for prior to relinquishing custody of the fund to a new custodian.
5. In conjunction with management, conducting an investigation and taking any necessary corrective
actions when a shortage of funds is suspected to be the result of theft. For specific procedures on
investigating shortages, reporting results, and restoring funds to their original amounts, please
review the Petty Cash Fund and Change Fund Manual.
F. Under no circumstances will a change fund be used for petty cash related disbursements. Security and
control procedures applicable to petty cash funds also apply to change funds.
G. The following criteria apply to the use of petty cash funds for purchases (never use change funds for
purchase):
1. Individual purchases must be for $100 or less and must be related to Department business.

2. Disbursements should only be made for expenditures supported with an original and clearly legible paid
invoice, receipt, or cash register tape. Petty cash advancements should only be made with the
submission of a properly completed withdrawal request form.
3. Departments should request reimbursements as needed and especially at fiscal year-end to ensure that
expenditures are recorded in the year they were incurred. Properly authorized and completed Accounts
Payable Documents must be submitted to the Department of Finance, Accounts Payable Division to
receive reimbursement of petty cash expenditures.
4. For further clarification on the allowability of certain expenditures, disbursement and reimbursement
procedures, see the Petty Cash and Change Fund Manual for specific information, detailed procedures
and document examples. The Manual is located at https://mymc.maricopa.gov/205/Cash-Management.
The Petty Cash Fund and Change Fund Manual may be updated, as deemed necessary, to
accommodate the effective administration of this policy.
