THIS IS A COMPETITION IMPRACTICABLE PROCUREMENT BECAUSE (attach additional page if needed):
Maricopa County Parks and Recreation Department (MCPRD) has been working closely with Maricopa County
Department of Transportation (MCDOT) and design firm EPS since 2016 on development of design plans for Vulture
Mountain Regional Park, park roadways, and the improvement of Vulture Mine Road. EPS has developed the
improvement plans from inception to 30%, and developed the design plans from 30% to 60% design level documents
for these improvements. It is impracticable, unnecessary, and contrary to the public interest not to retain EPS for
completion of the design documents for the complete 100% park improvement project design plans. Additionally,
this project has an ongoing Environmental Assessment with the Bureau of Land Management and many critical
partners of which, the EPS Group has been an integral team member since initial site development plans. Design
documents for a project of this magnitude must be precise, compatible, and consistent, Having the ability to continue
with the existing contractor to complete 100% design documents is critical for the success of the overall project.

Vulture Mountain Rec Area Amenities
SCOPE OF SERVICES – VULTURE MTN REC AREA ACCESS ROADS
Project Overview
Project Location
Proposed improvements are within the Vulture Mountain Cooperative Recreation Area Master Plan
(RAMP) near Vulture Mine Road in portions of Sections 1 and 12 of Township 6 North/Range 6 West
and portions of sections 6, 7, and 31 of Township 6 North/Range 5 West.
Project Background
Maricopa County Parks and Recreation Department (MCPRD) is planning improvements to an existing
day use area, Off‐Highway Vehicle (OHV) area, and future campground in the Vulture Mountain RAMP.
The RAMP is guided by the Vulture Mountain Master Plan and is the primary document for the design,
development, and operation of the Vulture Mountain RAMP. The plan was heavily vetted with the
community and approved by the Maricopa County Board of Supervisors in 2012. Improvements at the
site must be consistent with the master plan. These improvements are being considered in
conjunction with improvements to Vulture Mine Road that are currently under design by the Maricopa
County Department of Transportation (MCDOT).
In 2013, MCDOT completed a draft roadway evaluation to identify alternative roadway alignments to
access amenities proposed by the Vulture Mountain RAMP. This evaluation did not however, make
recommendations on how the day use area, campground or OHV trailhead areas should be laid out to
best accommodate future park patrons.
