Mr. Liggett noted the long term positive results of children that are a part of the Head Start
Program. The key indicator of the program is that the children are more prepared to enter school
in the fall.
Ms. Jackson noted that testing is done three times a year and a progress report was prepared for
each Supervisor to see the results within their district with the exception of Supervisor Gates
because the City of Phoenix handles the Head Start Program in that particular district. Ms.
Jackson assured Supervisor Gates that the City of Phoenix is doing a fabulous job with the
children in District 3.
Mr. Liggett reviewed the following Roles of the Board:
Mr. Liggett also explained the federal regulations and standards are designed for a non-profit
organization. He noted the shared-governance policy council, board liaison and site-parent
committees. He explained the legal and fiscal responsibilities such as monthly reports that are
often placed on the formal agendas along with program monitoring and outcomes data which the
Board uses to make decisions.
Mr. Liggett reviewed the following items that come before the Board on formal agendas:

Mr. Liggett explained the following chart which shows several components of the Maricopa
County Early Education Division for 2018-2019:
Ms. Jackson explained that each grant has a particular service area as well as federal funding.
The chart also shows the number of children served and the particular 5-year project period for
each service area. It is a lot to keep track of and they continue to be successful in serving areas
that have the greatest need.
Mr. Liggett stated Head Start traditionally ran a part-day program with 3-4 hours a day Monday
through Thursday only during the school calendar year. There were two things that moved Head
Start to full time for more involvement with the children. The first was to meet the needs of
working families, and secondly, the research that Ms. Jackson has developed clearly shows the
more time children are exposed to the early education program, the better they perform in school.
Ms. Jackson stated the partnerships with childcare providers are a great opportunity to support
businesses to assist them with the funding to be successful in providing high quality services.

Mr. Liggett reviewed the following annual refunding application budget summary:
He stated 20% of the grant money must be matched and it is matched in many ways such as
school district property and the amount parents spend to educate their children. This shows the
value of the education.
Ms. Jackson reviewed the Annual Application Selection Criteria:
She stated the eligible children served under these select criteria have been identified as those
with the greatest needs. Once the child has been identified as eligible they are then prioritized as
noted.

Mr. Liggett reviewed the following Annual Refunding Application Summary:
He stated the federal monitoring spanned 4 days and noted Supervisor Gallardo was among one
of the individuals interviewed during the process. He said staff was told during the exit interview
there were no findings and it was one of the best programs the interviewer had ever monitored.
Ms. Jackson thanked the Head Start staff for their incredible work with the children and families
and for doing a great job during the review process.
Mr. Liggett ended the presentation noting the Systems Improvement Plans and asked the Board if
they had any questions.
Supervisor Hickman asked how First Things First interfaces with the program. Mr. Liggett
responded that First Things First is a good program and does good work. He is looking to
coordinate all the early childhood organizations that serve the entire community. Ms. Jackson
added First Things First serve children at different levels of criteria than Head Start and noted the
efforts in striving to reach as many children as possible without duplicating efforts.
Mr. Liggett noted most Head Start Programs are within District 1 and 2 with partnerships in
Districts 4 and 5 as Catholic Charities operates the grant directly now. The County used to be the
pass through organization.
Supervisor Gallardo thanked Cristina Arzaga-Williams, Chief of Staff for District 5, for serving on
the committee. He said he has visited with some of the parents regarding the program and noted
the great work being done. He acknowledged the social and economic challenges the families
face with Head Start being a good component to assist the families in a number of areas. He
thanked Mr. Liggett and Ms. Jackson and the Head Start staff for their work.
Chairman Chucri thanked Mr. Liggett and Ms. Jackson for their work in making sure the program
continues to succeed.
