SALT RIVER PIMA-MARICOPA INDIAN COMMUNITY 10005 E. Osborn Road, Scottsdale, Arizona 85256 / Phone 480-362-7520 / 12% Gaming Contributions Application Date of Application: July 25, 2018 Organization Name: Maricopa County Sheriff’s Office (MCSO) Contact Person: Det. Mark DiBone #1782 Email Address: M_DiBone@MCSO.Maricopa.gov Phone: Cell: (602) 527-4667 Organization Mailing Address: 550 West Jackson Street Phoenix, AZ 85003 Project Name: MCSO HQ Emergency Operations Room (EOR) Grant Award Request: $75,000 Please provide a brief description of the project being submitted to the 12% SRPMIC Grant program. The proposed project for this grant is the Emergency Operations Center/Room (EOR) at the Maricopa County Sheriff’s Office (MCSO) Headquarters (HQ). The purpose of this project is Emergency Management. MCSO is requesting to purchase needed equipment for our EOR in order to update its capabilities to better coordinate and share intelligence information among Federal, State, and local law enforcement agencies, including fire personnel, during real-time natural and/or man-made disasters/events. This equipment will permit any collected information to produce actionable intelligence for any situation regionally within Maricopa County, as well as throughout the State of Arizona. The specifics of the project include video teleconferencing with the Emergency Operations Centers (EOCs) of the state, counties, and municipalities of Arizona, as well as the Arizona Counter-Terrorism Information Center (ACTIC). This will allow better communication between other agency Incident Commanders throughout the state, as well as assist with managing numerous incidents and the large number of teams and personnel involved in the emergency response to the events. With a functioning EOR, MCSO will be prepared to manage the response from law enforcement, fire services, and other entities to any natural and/or man-made disaster/event. The EOR will allow the National Incident Management System (NIMS) and the Incident Command System (ICS) to be in place and operational for any sized incident within Maricopa County and/or the State of Arizona. The target population for this project would be the over four million residents of Maricopa County and the state of Arizona, specifically those affected by our County’s critical infrastructures. MCSO is responsible for the law enforcement responses to much of the critical infrastructure in the County, to include: The Salt River Project and the Central Arizona Project, Chase Field (Home of the AZ Diamondbacks), and the Palo Verde Nuclear Generating Station. Specifically, any natural/man-made disaster or event at any of these locations would affect not only Maricopa County, but the State of Arizona. As part of the Urban Area Security Initiative (UASI) Central Region, MCSO’s Counter-Terrorism Unit is comprised of full-time Terrorism Liaison Officers (TLOs). The critical mission of the TLO program is to increase the capability of emergency response by providing a robust communication network which will allow responders to immediately draw upon investigative and intelligence resources regionally and statewide. Also, as part of the UASI Central Region Rapid Response Team (RRT), MCSO has a full RRT and a Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) RRT, which are both partnered with Phoenix Police and Fire Departments, as well as Daisy Mountain Fire Department, and makes all MCSO’s assets regionally available throughout the Central Region. Because of this, the EOR will continue to be available to any other agencies/jurisdictions who do not have these needed capabilities. This specifically includes any joint operations with other agencies/jurisdictions for major events, including assisting other entities during major flooding emergencies and Points of Distribution (POD) for major medical situations, such as biological and environmental terrorism and infectious diseases. Beginning Date of Project: As soon as possible End Date of Project: 6 months from start of project - Dependent upon acquiring a Purchase Order and approval from the Maricopa County Board of Supervisors. Geographic Area to be served: - All of Maricopa County and the State of Arizona. Please attach budget on how funds will be allocated. Total Amount for Project: $137,000 Amount of 12% Request: $75,000 (No Multi-Year Request will be accepted) If the amount of funding received is less than the amount needed for the project, do you have other funds to complete the project? (Please Explain): - No. Specific to this project’s requests, MCSO would be unable to utilize budget funds to complete the project and would need to seek other outside funding sources and/or future fiscal year funding, which would significantly delay completion of the project. If you receive SRPMIC 12 % funding, will it be spent (Check One): Monthly Quarterly X Lump Sum List of any SRPMIC 12% funds you have received in the past. - MCSO has not received any SRPMIC 12% funds in the past. List any other 12 %Tribal Grant funds your organization may be seeking from other Tribal Governments in 2018-2019. - An application was also submitted to the Ft. McDowell Yavapai Nation. List any other funds you have received from the Salt River Pima-Maricopa Indian Community (Enterprises Included) and identify the amount and the source: - MCSO has not received funds from the Salt River Pima-Maricopa Indian Community. Funding for project/programs may be based on available funding. As such, if funding were not available for the full amount of the request, how would you prioritize funding? 1. $75,000 of the $137,000 project will complete the backbone infrastructure needed for video and networking capabilities for connection and teleconferencing with other jurisdictions, allowing us to bring in Emergency Management systems from County and State facilities. 2. The remaining $62,000 of the original $137,000 project would provide needed audio conferencing, along with control switches, to complete the remainder of the project, thus bringing the EOR into full operational capability. Which municipal governmental entity will serve as your pass through or accept 12% funds on your behalf? - The Maricopa County Sheriff’s Office will work through our Maricopa County governmental entity.
