TRANSPORTATION SYSTEM PLAN 2040
MARICOPA COUNTY DEPARTMENT OF
TRANSPORTATION
TRANSPORTATION SYSTEM PLAN 2040
SCOPE OF WORK
ackground
The Maricopa County Department of Transportation (MCDOT) Transportation System Plan (TSP)
provides information on the current transportation system and sets the framework for future
transportation needs in unincorporated Maricopa County. In 1997, MCDOT implemented the first
TSP; it was later updated in 2007 and 2017. Transportation is critically important as the County
continues to grow and develop. Planning must take a proactive approach to accommodate the
ever changing needs of current and future residents. To accomplish this, MCDOT has changed
the TSP update cycle from a 10-year cycle to a 5-year cycle, starting with adoption year 2020.
In anticipation of a 2020 adoption, MCDOT has completed or is in the process of the following
efforts to assist in plan development:
• Roadway Connectivity Plan
• Active Transportation Plan
• Major Streets and Routes Plan (MSRP)
• Low Volume Road Program
• Roadway Classification Analysis
The TSP will combine the above efforts, provide a 20-year forecast through 2040, and be known
as TSP 2040.
P rpose ad Need
The purpose of this plan is to set an expectation for the future transportation system as population,
development, technology, and other factors affect Maricopa County, specifically in unincorporated
Maricopa County. This effort is needed in order to provide a clear representation of the
opportunities and constraints to achieve a well-connected transportation system that functions for
all users.

MARICOPA COUNTY DEPARTMENT OF
TRANSPORTATION
TRANSPORTATION SYSTEM PLAN 2040
SCOPE OF WORK
Background
The Maricopa County Department of Transportation (MCDOT) Transportation System Plan
(TSP) provides information on the current transportation system and sets the framework for
future transportation needs in unincorporated Maricopa County. In 1997, MCDOT implemented
the first TSP; it was later updated in 2007 and 2017. Transportation is critically important as the
County continues to grow and develop. Planning must take a proactive approach to
accommodate the ever changing needs of current and future residents. To accomplish this,
MCDOT has changed the TSP update cycle from a 10-year cycle to a 5-year cycle, starting with
adoption year 2020.
In anticipation of a 2020 adoption, MCDOT has completed or is in the process of the following
efforts to assist in plan development:
• Roadway Connectivity Plan
• Active Transportation Plan
• Major Streets and Routes Plan (MSRP)
• Low Volume Road Program
• Roadway Classification Analysis
The TSP will combine the above efforts, provide a 20-year forecast through 2040, and be known
as TSP 2040.
Purpose and Need
The purpose of this plan is to set an expectation of the future transportation system as
population, development, technology, and other factors impact Maricopa County, specifically in
unincorporated Maricopa County. This effort is needed in order to provide a clear representation
of the opportunities and constraints to achieve a well-connected transportation system that
functions for all users.
Study Area
The Study Area includes unincorporated Maricopa County. The Project Influence Area includes
the entire Maricopa County area. The primary focus will be on MCDOT facilities within the Study
Area. However, some analysis will be conducted for the Project Influence Area in order to
determine how MCDOT facilities are impacted by the region.
Jacobs will perform the items highlighted in yellow and contribute to the items
highlighted in green.

range transportation system needs and transformative mobility. The Consultant Team will staff
the meetings with key team members including the facilitator, project manager, deputy project
manager, lead analyst, and transformative mobility expert. The first workshop will serve as an
introduction, provide background information, and foster brainstorming on the changing world of
transportation. The second workshop will identify assumptions, probabilities, potential risks,
potential impacts, potential policy needs, and potential decision points (triggers). The third
workshop will present the findings, potential changes in travel demand, and identification of
potential future actions. It is assumed that each workshop will last no more than one-half
working day. It is assumed that up to four scenarios will be investigated.
The Consultant Team work with the MCDOT Systems Planning Branch to review
needs/projects for general practicality (e.g. project limits) and comprehensiveness (i.e. ITS,
capacity, alternative modes).
Phase Three Deliverables
The Consultant Team shall provide the following deliverables for Phase Three;
• Scenario Planning Workshop Materials and Summaries
III I I"1:11 PH 1!; , ..111
Phase Four—Vision
The Consultant Team shall prepare a report to establish goals, objectives, strategies, and
performance measures. The existing goals, objectives, and strategies from previous reports and
plans, as stated in the beginning of the Scope of Work, should be evaluated. The Consultant
Team will work with the Advisory Committee to define an overall vision for the system, refine the
goals, objectives, and strategies, and establish performance measures for each strategy that
will improve the system as a whole. The Consultant Team shall create a tracking system for
the established performance measures. 1(11111.1 1 )

The Consultant Team shall conduct a peer review of up to three counties to compare the
following with other agencies. Any needed refinement should be coordinated with the Advisory
Committee to ensure the overall vision of the system is identified.
• Established goals, objectives, strategies, and performance measures.
• Roadway, bicycle, and pedestrian standard design features (e.g. standard bike lane,
rolled curb, diagonal curb ramp, 12-foot travel lane).
• Types and impact of current and new technology on the transportation system.
Phase Four Deliverables
The Consultant Team shall provide the following deliverables for Phase Four:
Phase Five Next Steps
The Consultant Team will provide an analysis on the next steps to accomplish the established
vision from Phase Four. This will include an implementation plan for 2025, 2030, and 2045. The
Consultant Team shall build on the peer review from Phase 4 and provide an analysis of
existing and potential funding sources for unincorporated Maricopa County. Revenue forecast(s)
will be provided to the Consultant Team by MCDOT (assumed from Elliott D. Pollack &
Company). The Consultant Team will prepare a scenario matrix based on receiving potential
funds; up to four scenarios will be assessed. A no build, no fund (i.e. discontinuation of Regional
Area Road Fund Arterial Lifecycle Program) scenario will be included in the analysis. Scenarios
shall include the cost of maintenance for the existing and proposed system improvements. The
Consultant Team will work with the MCDOT Systems Planning Branch to evaluate MCDOT
staffing needs to implement the plan.
Jacobs will create a comprehensive project database and GIS tool that provides MCDOT staff
team members with access to project information. The database and GIS tool will include:
• G1S-based map that allows users to visualize the location of identified needs, perform
spatial analysis, and quickly extract pertinent information.
• A flexible, desktop database seamlessly incorporates pertinent GIS project information
for MCDOT staff that do not have GIS capabilities. The database's structure will parallel
GIS datasets, allowing users to quickly update programs when changes occur.
• Support Maricopa County OET to create an interactive map for MCDOT staff to review
information. The interactive map may include geospatial locations of needs, project
information, or links to project sheets. Coordination meetings will be held with Maricopa
County OET staff to verify that data and products developed are compatible with
MCDOT's current architecture.
The Consultant Team will work with MCDOT Systems Planning Branch to identify new policies
or revisions to existing policies for plan implementation. Potential policies could address
integration of connected vehicle/autonomous vehicles and impacts to infrastructure, integration
of ITS improvements throughout the MCDOT transportation system, active transportation
implementation, and development construction phasing requirements to mitigate scalloped

street scenarios. It is assumed that up to five policies will be investigated. These policies may
help establish project needs and inform the PRS.
Phase Five Deliverables
The Consultant Team shall provide the following deliverables for Phase Five:
• Technical Memorandum — Next Steps
* Funding Analysis
* Project Database/GIS Tool
The Consultant Team will prepare the Draft and Final Report encapsulating the efforts taken in
Phase One through Phase Five.
Phase Six Deliverables
The Consultant Team shall provide the following deliverables for Phase Six:

Statement of Work
The Arizona State University team will evaluate system needs for, 2025, 2030, and 2040
planning horizons. It is assumed that complete projects will be identified for the nearer term;
longer term needs will incorporate a policy based recommended investment choice model to
allocate future funds across different investment types. The recommended investment choices
will be informed through scenario planning workshops.
A series of three facilitated scenario planning workshops will be conducted to investigate long-
range transportation system needs and transformative mobility. The Arizona State University P1
will attend the meetings as the transformative mobility expert.
It is assumed that each workshop will last no more than one-half working
day. It is assumed that up to four scenarios will be investigated.
