Mary Martin, Director of Animal Care and Control, shared the story of how the LovePup
Foundation was started by John and Blake Van Ness. Blake and John approached Ms.
Martin over a year ago to assist in making a difference for animals in the community.
Their idea was to microchip every animal in the shelter in hopes of expediting adoption.
With the generous underwriting by Kevin Rowe of Lerner and Rowe, a $13,500 donation
was made to Maricopa County Animal Care and Control. With this added service, the
hope is that animals will be adopted more readily and returned to their home if they

(Supervisorial District 3) (C-06-18-476-M-00)
David K. Sanderson, resident, stated he is in favor of the proposed Mayfair irrigation
Water Delivery District (IWDD). He stated the irrigation system is ageing and it is
important to maintain the system to keep the vegetation as a refuge from the heat.
Lastly, the irrigation water delivery district allows the community to share an equal
responsibility of maintaining the district.
Ward Parker, resident, stated he is in favor of the proposed Mayfair Irrigation Water
Delivery District. He stated having a more formal way to maintain the irrigation system
will allow repairs and maintenance to be done in a fair and equitable manner.
Arthur Hidde, resident, stated he is in favor of the proposed Mayfair irrigation water
Delivery District. He stated he wanted to emphasize that his family’s decision to move
into the area was the vegetation in the community. Lastly, as the system is aging and
has had numerous repairs, it has been a challenge to get the community to contribute.
Mr. Hidde stated that people should be free to landscape as they choose – with or
without grass. However, he felt it was important to have the right irrigation water remain
on all of the properties. He wants them to help maintain positive repairs.
Supervisor Gates thanked the individuals who came to the meeting and for all the hard
work they have put into this project. He stated it is one of the steps in the process and
will move them forward to collect signatures. He understands people hit a point of
unfairness when the burden of maintenance is borne by only a few.

Pat Barber, representative of the Arizona Game and Fish and speaking on behalf of the
Director, Ty Gray introduced a new Community Engagement Program. As urbanization
continues and the demographic of the valley changes, it is important to continue to bring
the value of outdoor recreation to urban residents. The Arizona Game and Fish
receives no general tax fund money yet it contributes to the economy and quality of life
for the community as well as attracting businesses to the area. Approximately $5 billion
is generated annually through the activities of hunters, anglers, watercraft and shooting
ranges. Mr. Barber explained the agency wants to continue to attract and support
outdoor activities through the new Community Engagement Program.
Mr. Barber congratulated the county regarding a recent Intergovernmental Agreement
between the County and Arizona Game and Fish. Additionally, Arizona Game and Fish
is collaborating with a variety of local municipalities to further promote outdoor
recreation.
94. SUPERVISORS’/COUNTY MANAGER’S SUMMARY OF CURRENT EVENTS
Resumen de temas de actualidad de los Supervisores/Administrador del Condado
Supervisor Gates shared a recent experience with his 17-year-old daughter as she was
chosen to go to the American Legion Auxiliary Girls State gathering at the University of
Arizona. He explained that 250 girls were selected from around Arizona to participate.
The focus of the event is to learn about state government. One exercise they did was to
create a fictional county. Kaibab was the county they created and his daughter was
chosen to be on the Board of Supervisors. The team established the following duties:
appoint a permanent County Clerk; choose the artwork for the County Seal; decide on a
variety of projects; and give the Sheriff his/her badge. Supervisor Gates thanked the
American Legion Auxiliary for the opportunities given to young people to learn about
county and state government.
Supervisor Hickman acknowledged Annie Graziano who is interning at the County this
week. She is the daughter of friends of the family who were also in the chicken
business. Since Ms. Graziano has been touring around the County, she has seen there
is more going on in county government than just politics.
Supervisor Gallardo thanked Arizona Game and Fish on what a wonderful job they are
doing partnering with Boy Scouts and Soccer Leagues. The Arizona Game and Fish has
created a variety of activities for the coming months which will connect kids with outdoor
activities. Fishing is one activity mentioned with rods being donated by Cabela’s to
serve about 500 kids. Activities are being held in a variety of cities and towns within
Maricopa County. Also, with the assistance of the City of Phoenix, swimming pool visits
will be available. These activities focus on connecting families in need with services
while they enjoy the refreshing pools. Booths will be set up to help get services to those
in need.
Chairman Chucri commented on the progress made within the County. The new
management at Animal Care and Control and the donation received from LovePup
Foundation is a great example. The County has great teams and departments. He noted
his gratitude to all and applauded the progress that has been made.
MEETING ADJOURNED
There being no further business to come before the Board, the meeting was adjourned.

FLOOD CONTROL DISTRICT AGENDA
AGENDA DE DISTRITO DE CONTROL DE INUNDACIONES
The Board of Directors of the Flood Control District of Maricopa County, Phoenix, Arizona,
convened in Formal Session at 9:30 AM on Wednesday, June 13, 2018, in the Supervisors'
Auditorium, 205 W. Jefferson, Phoenix, AZ 85003, with the following members present: Steve
Chucri, Chairman, District 2; Bill Gates, Vice Chairman, District 3; Denny Barney, District 1; Clint
Hickman, District 4; Steve Gallardo, District 5. Also present: Fran McCarroll, Clerk of the Board;
Amy Goodloe, Minutes Coordinator; Joy Rich, County Manager; and Andrea Cummings, Legal

F-1. BIDS AND AWARD FOR MCMICKEN DAM REHABILITATION PROJECT-PHASE 1
Authorize the advertisement of the Invitation for Bids of Contract FCD 2018C012 for the
McMicken Dam Rehabilitation Project Phase 1 (Project [#202]) and award of the contract to
the lowest responsible bidder, if the bid is not more than ten percent (10%) over the
engineer’s estimate.
Safety deficiencies have been identified at McMicken Dam by the Arizona Department of
Water Resources. The Flood Control District of Maricopa County is working to design and
construct improvements to bring the dam up to current safety standards. The District has
initiated design work for the rehabilitation of McMicken Dam under a contract with AECOM
consultants. Phase 1 of the rehabilitation is the construction of an emergency spillway
structure and principle outlet under a low bid contract with a construction firm. This Agenda
Item impacts Supervisor District 4. (C-69-18-037-5-00)

F-2. AMENDMENT TO IGA FOR PRE-APPLICATION REVIEWS BY ARIZONA DEPARTMENT
OF WATER RESOURCES
Approve Amendment No. 3 to Intergovernmental Agreement (IGA) FCD 2010A006 for
detailed pre-application reviews by the Arizona Department of Water Resources (ADWR) of
Flood Control District of Maricopa County (District) dam safety rehabilitation and
modification projects. Under this IGA, the District pays for costs incurred by ADWR in
providing detailed pre-application reviews that help identify issues early in the design
process. This IGA is currently effective and funded through June 30, 2018. Amendment No.
3 will extend the Agreement from July 1, 2018 through June 30, 2023.
ADWR is the jurisdictional agency for the 22 flood control dams managed by the District.
Seven projects are currently in various stages of design for overall rehabilitation or
modification. These projects are traditionally funded by the District and, where applicable,
federal partners. By law the District must obtain “a permit to construct” from ADWR for any
rehabilitation, repair, alternation or modification of the flood control dams managed by the
District. Also by law, the District must provide 100% complete construction plans and
specifications and supporting design documents for formal application of the ADWR “permit
to construct”. This IGA was implemented to minimize schedule delays and increased dam
rehabilitation and dam modification re-design costs due to revised design requirements by
ADWR after designs are completed. The present IGA is nearing its expiration date and the
IGA is fully serving its intended purposes, therefore Amendment No. 3 is needed in order to
extend the agreement as indicated.
Amendment No. 3 will extend the Agreement from July 1, 2018 through June 30, 2023, not
