2018 State Homeland Security Grant Application
Submitted by Richard Peel on January 25, 2018 - 1:45pm
PROJECT ADMINISTRATION
PROJECT DESCRIPTION
Organization Name: Maricopa County Department of Emergency Management
Subrecipient Agreement #: 180205-02
Project Title: Central Region COOP/COG/EOP Cloud
Project Summary:
CPG101 requires states, counties, cities, towns and tribal entities to align their COOP and emergency plans horizontally and vertically. This is crucial in helping the region to plan for and
respond to acts of terrorism and other catastrophic events. While much progress has been made toward this essential initiative through manual means, there are increased efficiencies
through planning in a common, web-based environment. This project is to sustain the cloud-based software system that unites planner efforts of city, town, tribal, and county agencies in the
Central Region. The software allows for the easy development, sharing, updating, activation and maintenance of plans. It meets the requirement to distribute planning responsibilities to key
stakeholders and staff while maintaining standardized environments. It allows the region to scale planning efforts across large, complicated organizations in an efficient and effective manner.
This proposal is to sustain the software system which the RAC invested in previous years and provides for the related training involved in onboarding additional users, training new staff due to
attrition or those added to the effort.

INITIATIVES
Is this project a Law Enforcement Terrorism Prevention Activity (LETPA)?: No
Project Type: Establish/enhance emergency plans and procedures to reflect the national response plan
THREAT PROFILE
Printed on 09/2412018

1. What is the terrorism threat your area faces that will be addressed by this project?:
Active Shooter
Explosive Devices
Cyber Attack
2. Mission Area v Core Capability:
• Respond > Planning
2a. Capability Target > POETE > Gap:
• Every 2 years review and update all state, regional, and local prevention plans Planning Continuity planning
• Every 2 years review and update all state, regional, and local prevention plans Planning Evaluating and updating plans
• Review and update the all-hazard emergency management plans every 4 years Planning Operational planning
• Within 2 hours, convene the core of an inclusive planning team. Within 7 days, develop a recovery strategy Planning Whole community involvement and coordination
3. What resources does your agency have to meet the capability target selected above?:
Emergency Operations planning (the foundation of all response and recovery) is managed at the local level through county level collaboration and assistance. However, of the 25 municipal and/or
tribal entities within the central region, only about 25% have full time dedicated emergency management staff with which to collaborate. This makes development and currency of emergency
operations plans difficult, as well as creation and currency of continuity of operations plans. Version control and stakeholder participation has long been an issue in these efforts and will be
significantly enhanced through a common planning environment. The objectives of the project are to have all cities and towns, and tribal nations in the central region have current, relative and
effective COOP, COG, and EOPs that are aligned horizontally and vertically in the region and with the state in an easy-to-use, secure environment.
4. Explain how this project will assist your agency in preventing/protecting against/mitigating/responding to/recovering from all hazards events and threats including your chosen
terrorism threat in question 1.:
This project would help ALL central region partners by sustaining a common, real-time, Internet-based planning platform that allows them to build, maintain and activate continuity plans and
emergency operations plans for any hazard in the most time/cost-efficient manner. This project will allow Maricopa County and all its jurisdictions to develop emergency support function based
emergency operations plans that align with the National Response Framework. This allows for greater coordination and operational response capability with assigned actions to specific
organizations that have been planned pre-event to include a potential terrorist attack within the region. Additionally, continuity of operations planning ensures increased preparedness and
community resilience as local government can continue delivering essential services if there is a disruption to their normal business process as a result of terrorist actions or other local disaster.
5. Will your agency continue to maintain, support and sustain this capability with other funding sources if Homeland Security grant funds were no longer available?: Yes
5a. Describe how your agency will maintain this capability.:
We would seek other grants or funding sources due to the importance of the project.
6. Does this project support a NIMS typed resource?: No
7. Has your agency previously been awarded Homeland Security Grant Program (SHSGP and/or UASI) funding to support this project/capability?: Yes
7a. List the Subrecipient Agreement number and award amounts previously received in support of this capability.:
FFY 15: $113,000 to initiate the project (150203-01); FFY 16: 885,000 to sustain the software and related user training (160204-02); FFY 17: $85,000 to sustain the software and related user
training (170203-03). This year's request will allow continued sustainment, as well as additional user training.
8.1s your agency prepared to provide up to 25% cash (hard) or in-kind (soft) match and ensure ills tracked and documented should matching funds be a requirement in FFY 2018?:
Yes
8a. What will the source of the match be?:
General Funds
Printed on 09/24/2018

9. Describe which agencies will directly benefit from this project aside from your own and how they will benefit.:
All cities, towns and tribal nations within the county, and 40+ county departments will have access to planning software to create, update, and maintain continuity of operations plans and
emergency operations plans.

FUNDING PRIORITIES
Funding Details:
The total for this project is $85,000. The primary funding priority that will allow for meaningful progress is the annual service contract for the cloud-based planning software ($60,000). This will allow
all regional partners access to the system with unlimited users and help-desk support from the vendor. MCDEM staff will then work with jurisdictions and county departments toward completion of
the emergency operations plans and continuity of operations plans. Training is the second funding priority ($25,000). With this additional cost, the software company will provide in-person
classroom training (2 sessions per quarter) to aid all regional partners in learning the system, or providing refresher training as needed. This also includes 2 webinars for added support. If only
partially funded, we will reduce the amount dedicated toward training provided by the vendor, but that may reduce the effectiveness of this system for its users.
