CLEARWATER HILLS FIRE DISTRICT 7300 N. Tatum Boulevard, Paradise Valley, Arizona 85253 480-922-9080 mireid@clearwaterhills.org August 16, 2018 To: Clearwater Hills Fire District Members From: Clearwater Hills Fire District Board Members David Arriola, B. Paul Jones, Paula White Subject: Notice of Consideration of Re-forming the Clearwater Hills Fire District as a noncontiguous county island fire district in accordance with A.R.S. 48-851(E) The Clearwater Hills Fire District (CHFD) was created in February 2011 to provide fire protection to the 203 homeowners residing within the County Island boundaries of Clearwater Hills. Funds to pay fire protection expense are derived from your Maricopa County property tax. Clearwater Hills contracts and pays the Town of Paradise Valley to provide fire protection via their Agreement for fire protection with the City of Phoenix Fire Department. Fees paid to the Town of PV since FY 2011-2012 are as follows: FY 2011-12 $190,000.00 FY 2012-13 196,615.00 FY 2013-14 209,184.00 FY 2014-15 216,318.00 FY 2015-16 213,862.00 FY 2016-17 218,500.00 FY 2017-18 243,520.00 $1,488,099.00 The Fire District has not received the Town of PV invoice for FY 2018-19. It won't be less than the $243,520.00 FY 2017-18 fire protection fee. The $1,488,099.00 expense for the past seven years averages $7,330.63 per district member or $1,047 per year. Fire protection for a PV resident ranges between $450 and $600 depending upon a home's square footage. The Arizona legislature enacted legislation, A.R.S. 48-851(E), that took effect May 30, 2018. This legislation would allow the Clearwater Hills Fire District to petition the Maricopa County Board of Supervisors to re-for u the fire district as a 'noncontiguous county island fire district'. This would allow the CHFD to contract with another municipality for fire protection. If the Board of Supervisors approvs, the new Clearwater Hills Fire District could negotiate a fire protection agreement with the City of Phoenix. Under the law, the municipality providing fire protection may not charge Clearwater homeowners more for fire protection than charged to the municipality's residents. This should decrease the fire protection fee/property tax to fire district members. At 4:00 p.m., Monday, September 17, 2018, the CHFD Board will conduct a hearing at the Gatehouse HOA office, 7300 N. Tatum Boulevard, on petitioning the Maricopa County Board of Supervisors to re-form as a 'noncontiguous county island fire district'. Issuance of this Notice to Clearwater Hills Fire District members is being made in accordance with A.R.S. 48-851(E).
