the cost-of-living adjustment (COLA) of $279,313 for Head Start and $66,857 for Early Head

Non Federal Share-
Non-Federal Share (NFS) is a statutory requirement of the Head Start Act Section 640(b). As
stated in the Act, a grantee agency must provide 20% of the total costs of the Head Start program
through Non-Federal match unless a waiver has been granted.
The Maricopa County HSD Head Start and Early Head Start program anticipates collecting an
additional $100,423 of the total required NFS from previously awarded operations and TTA
funds for the proposed budget period. The additional COLA and TTA funds will raise the total
NFS by $76,717 to a total of $2,714,249 in Head Start and an increase of $23,706 total of
$749,525 in Early Head Start.
The MCHSD's approach and policies for valuing volunteer time is based on the Maricopa
County Human Resources Compensation Plan. In this plan, the County defines market titles and
ranges of pay for positions utilized in the County. In determining the value of volunteer time,
the program determines the type of service provided and assigns the most relevant Maricopa
County Market Rate Title to the service. The program uses the mid-point salary for the defined

Partnership Manager supports program staff in working with volunteers and recruits volunteer
support or services and supplies from the community.
