Ms. Goelz stated this budget aligns with Chairman Chucri’s vision for a smart, sustainable future and supports the priorities of exceptional customer service and a lean and efficient government. Ms. Goelz reviewed the budget guidelines and priorities that were adopted by the Board of Supervisors on January 10, 2018. In developing the budget it was a key assumption to keep a structural balance in operating funds. This requires that recurring revenues meet or exceed recurring expenditures over the economic cycle. The most likely revenue streams are: State shared sales tax State shared vehicle license tax The jail excise tax Reserve contingencies are based on historical utilization and revenue risks. They are built into the budget in anticipation of an economic downturn. Ms. Goelz reviewed zero-based budgets and listed the nine offices that submitted zero-based budgets for fiscal year 2019. They are as follows: Budget Office Constables Correctional Health General Fund County Manager Finance Informal Meeting Summary Monday, May 21, 2018 Page 3 of 14 2.
