MARICOPA COUNTY AIR QUALITY DEPARTMENT FIREPLACE RETROFIT
PROGRAM
Approve and authorize the Chairman to execute an Agreement between the Maricopa
County Air Quality Department (MCAQD) and the Arizona Asthma Coalition (AAC) for AAC
to provide a restricted donation of $9,000 in matching funding to MCAQD for the Fireplace
Retrofit Program and accept the funds.
This Agreement will provide matching funds to support MCAQD’s Fireplace Retrofit
Program which encourages the conversion of wood burning fireplaces to cleaner burning
gas fireplaces, to aid in the reduction of particulate matter 2.5 (PM 2.5) during the wood
burning season. This funding will supplement funding provided by MCAQD to residents in
two targeted areas in the MCFRP program area, closest to the highest concentrations of
PM 2.5 readings. The term of this Agreement shall commence on the Effective Date and
end on June 30, 2019.
PM 2.5 is an EPA pollutant that is known to cause damaging health issues, including acute
asthma symptoms leading to hospitalization and heart disease, as the tiny pollutant can
deposit deep into the lungs and enter the blood stream. If PM 2.5 should exceed the EPA
24 hour or annual standard, this could lead to more stringent regulations and negative
economic impacts for Maricopa County.
Donation revenue funds are deposited into Fund 504 as they are received. Donation funds
are not local revenues for the purpose of the constitutional expenditure limitation; therefore,
expenditures of these revenues are not prohibited by the budget law. The approval of this
action requested does not alter the budget constraining the expenditures of local revenues
duly adopted by the Board pursuant to ARS 42-17105. (C-85-19-004-M-00)

amount of $250,000 for provision of the Energy Wise Low Income Weatherization Program.
The Amendment effective date is retroactive to June 5, 2018 and will terminated on

2018.
APS has been providing funding to the County for the Energy Wise Low Income
Weatherization Program since January 1, 2008 and provides an annual funding allocation.

Low Income Weatherization Program in Decision No. 68647 to implement a
comprehensive approach to affordable energy, including weatherization activities, crisis bill
assistance, and energy education. APS contracts with Maricopa County because the
County is a recipient of federal Weatherization Assistance Program, Low Income Home
Energy Assistance Program (LIHEAP) and other Weatherization funds, allowing for
leverage funds to increase the number of homes weatherized in the County. Receipt of the
funds does not require in-kind of match funds and no future or ongoing contributions by the
County is required at the end of the Agreement.
The Human Services Department FY2019 Indirect cost rate has not been fully negotiated,
but the U.S. Department of Health and Human Services has approved the use of the
FY2018 indirect cost rate to be used. Therefore, the FY2019 indirect cost rate is 22.9% for
salaries and employee related expenses. The total Agreement funds are $250,000 of which
$33,902.90 is for salaries and benefits. The total estimated indirect costs are $7,763.77

limitation, and Therefore, expenditure of the revenues is not prohibited by the budget law.
This Agreement does not alter the budget constraining expenditures of local revenues duly
adopted by the Board pursuant to A.R.S. 42-17105. The overall grant budget will be
adjusted as necessary to accommodate the Amendment funding through a future
reconciliation.
The services provided under APS Energy Wise Low Income Weatherization Program are
not a mandated function but provides a benefit to the citizens by providing assistance to
low income residents be reducing their energy burden and improving health and safety
concerns through Weatherization measures. The priority population for the Weatherization
Assistance Program is persons who are particularly vulnerable such as the elderly, persons
with disabilities, families with children, high residential energy users, and households with
high-energy burdens. The Human Services Department administers the Weatherization
program.
Acceptance of Amendment No. 013 will not impact the County General Fund. The overall
grant budget will be adjusted as necessary to accommodate this Amendment through a
future reconciliation.

program calendar year.

email an estimate of expenses to the APS program coordinator no later than January 4,
2019. Reimbursement for late invoices for work performed in 2018 will be considered on a
case by case basis.
10. Per A.R.S. §§ 35-393 and 393.01, the Parties certify they are not currently engaged in,
and agree for the duration of the Agreement to not engage in, a boycott of Israel.
