THIS PROCURMENT IS A SINGLE SOURCE BECAUSE (attach additional page if needed):
Maricopa County Human Services Department is part of a public and private Funders Collaborative, which includes Maricopa
County, the City of Phoenix, the Arizona Department of Housing, the Arizona Department of Economic Security, and the non-profit
Valley of the Sun United Way. The Collaborative is developing the short and long range plans to address homelessness in Maricopa
County; part of the plan includes providing emergency shelter to those who were formerly utilizing the parking lot on Jackson
Street. This emergency shelter must be located on the Human Services Campus in downtown Phoenix. The Collaborative has
established the service model that includes temporary emergency shelter with safe and secure, indoor sleeping arrangements for
clients from 7:30 pm to 5:00 am, coordination of emergency shelter services with housing programs and other initiatives to reduce
client numbers (including housing placements), and to provide weather relief services on an intermittent basis. It is determined
that St. Vincent de Paul, who is also located on the Human Services Campus, is the only agency located in downtown Phoenix at
the Human Services Campus that has the capability, the facilities, and the willingness to provide this complete model of services.
Other agencies provide components of the model but no other agency provides all the necessary services at one location.

in downtown Phoenix at the Human Services Campus that has the capability, the facilities, and the
