MCSO Property Management Division currently has a TRaQ application that was purchased from and installed by the QueTel corporation over three years ago. QueTel is
the creator and only authorized vendor that can provide software support for this system as well as additional system upgrades and applications for the software.
These upgrades include a Records Management System Interface allowing deputies enter data one time and limiting error rates. Instant inventory reconciliation for the
annual inventory of 520,000 items stored in evidence. A crime laboratory system (Lab TraQ module) that tracks evidence items entering the lab to be tested and
examined by the crime lab techs. The crime lab application allows management to evaluate lab workloads and give investigators the ability to view the lab results on line.
The upgrade includes a Quartermaster application module that allows the Sheriffs Office to track issued equipment, consumables and re-usable items assigned to staff.
The application can notify the office of the need for replenishment through usage levels and track the number of times an individual is issued the same item.
COMPETITION IMPRACTICABLE CATEGORY (check applicable box, attach documentation or provide explanation below.)
Maricopa County Procurement Code MC1-351 states: 'Competition Impracticable" means an acquisition where, competition is
impractical because of standardization, warranty, or other factors as approved by the Board of Supervisors.
NOTE: The following are unlikely to be sufficient Competition Impracticable justifications:
• Personal or department preference for a product or vendor
• Department perception that the vendor is the best qualified (this should be determined through a competitive process)
• Lack of department planning resulting in limited time to conduct a competitive procurement
• Special incentive or deal offered (can be assessed in open and competitive solicitation)
• Department convenience

THIS IS A COMPETITION IMPRACTICABLE PROCUREMENT BECAUSE (attach additional page if needed):
Quetel is the sole vendor that provides support on the TraQ system. This system is critical in tracking over 520,000 items
of evidence stored in the Property Management warehouse. The system also tracks county issued weapons, evidence
items processed by both MCSO Crime lab, Department of Public Safety Crime lab and items either destroyed or sold at
auction with the proceeds going to the county general fund.
MCSO will be expanding the system to include the Lab TraQ and Quartermaster modules. Th Lab TraQ module will allow
the Crime Lab to manage requests, track specimen, analysis and reporting. The Quartermaster system will inventory
various items assigned to staff throughout the Office, such as vests, firearms, and other safety equipment. This system
will also provide reports. The addition of these modules will allow MCSO to further track and audit inventory and
equipment throughout the Office. These modules will be linked to the Evidence TraQ module that is being upgraded.
