Jefferson, 10th Floor, Phoenix, AZ 85003, with the following members present: Denny Barney, Chairman, District 1; Steve Chucri, Vice Chairman, District 2 (via phone); Bill Gates, District 3; Clint Hickman, District 4; Steve Gallardo, District 5. Also present: Fran McCarroll, Clerk of the Board; Maria Ceaglske, Minutes Coordinator; Joy Rich, County Manager; and Steve Goodrich, Legal Counsel. ACTION 1. ADOPTION OF THE MARICOPA COUNTY FY 2018 BUDGET The Budget Office in coordination with the County Manager recommends to the Board of Supervisors the following: 1) Pursuant to A.R.S. §§42-17101 and 42-17105, adopt the FY 2018 Maricopa County Budget in the amount of $2,490,087,419, by total appropriation for each department, fund and appropriation unit group listed in the attached schedules. This amount represents a reduction of $4,246,386 from the Tentative Budget of $2,494,333,805; also 2) Adopt the Five Year Capital Improvement Plan for Fiscal Years 2018-2022; also 3) Approve the attached Executive Summary. MEETING RECONVENED Chairman Barney adjourned as the Board of Directors of the Maricopa County Stadium District and reconvened as the Board of Supervisors. BOARD OF SUPERVISORS 2. EXECUTIVE SESSION Vote to convene in Executive Session to consider items on the Executive Agenda dated June 19, 2017, for Board of Supervisors and relevant Special Districts pursuant to statutory authority listed for each item. ADOPTION OF THE FLOOD CONTROL DISTRICT FY 2018 BUDGET Adopt the Flood Control District Fiscal Year 2018 Budget in the amount of $88,674,109 by total appropriation for each fund and appropriation unit group for the Flood Control District, listed in the attached schedules. This amount represents an increase of $163,167 from the FY 2018 Tentative Budget of $88,510,942. This amount represents an increase of $163,167 from the FY 2018 Tentative Budget of $88,510,942. The change is an increase to Fund 991 by $16,167 for remote site IT infrastructure. ADOPTION OF THE STADIUM DISTRICT FY 2018 BUDGET Adopt the FY 2018 Stadium District Budget in the amount of $10,289,411 by total appropriation for each fund and appropriation unit group for the Stadium District, listed in the attached schedules. This amount represents no change from the FY 2018 Tentative Budget of $10,289,411. (C-49-17-042-7-00) Special Meeting Minutes Monday, June 19, 2017 Page 18 of 19 Motion to adopt the FY 2018 Stadium District Budget in the amount of $10,289,411 by total appropriation for each fund and appropriation unit group for the Stadium District, listed in the attached schedules with no change from the FY 2018 Tentative Budget of $10,289,411 by Director Gates, seconded by Director Hickman Chairman Barney noted that all of the revenues and expenditures originate within the Stadium District. There is no crossover between the Stadium District fund and the General fund. Supervisor Gallardo thanked everyone for all their work and hours put into establishing the 2018 budgets. Chairman Barney thanked Candice Copple, District 1 Chief of Staff, for her work. She has worked closely with the other District Chiefs of Staff. He thanked all the District Chiefs of Staff for generating a tremendous amount of content behind the scenes with Joy Rich, County Manager, and Budget Office staff. The Board was able to receive quick responses to questions in order to get to the point of approval. He noted the approval actions only take a few minutes but there are literally hundreds of hours that go into getting to the approval point. Supervisor Gates concurred with Supervisor Gallardo and Chairman Barney’s comments. He stated the County has the smoothest budget process he has encountered.
