Narrative
Introduction
On February 28, 2017, the Governing Boards of North County Fire & Medical District and Sun Lakes Fire
District approved the adoption of an Intergovernmental Agreement forming the first Fire & Medical Authority
in Maricopa County. Arizona Fire & Medical Authority (AFMA) provides all hazard emergency services,
including 9-1-1 ambulance service from seven fire stations strategically located in the Phoenix Metropolitan
area’s West and East Valleys serving the communities of Sun City West, Sun Lakes, Wittmann and
surrounding unincorporated areas. AFMA serves a population of approximately 70,000 residents with a Staff
of 160 full time and 32 part-time fire and EMS personnel and associated staff. AFMA also maintains 110
active citizen volunteers in community support roles. AFMA’s mission is to protect life and property and to
enhance the well-being of all those we serve. We are dedicated to values of respect, integrity, compassion
and leadership amongst ourselves so that we may proudly serve others. The Authority is a unique
organization, with a history of using innovation to deliver the highest of customer service to all those we
serve. In 2017, Authority units responded to over 15,000 calls for service. The Authority has the vision and
goals to provide exceptional services, through teamwork, to promote an innovative, responsive, and
professional atmosphere that adapts within a changing environment. Utilizing collaborative working
relationships, we strive to be a leader in our industry. We endeavor to be fiscally responsible with the single
purpose of serving the greater community good. This project request directly contributes to these goals and
will greatly enhance our ability to serve and protect the community.
Description of the Proposed Project for Funding
AFMA is requesting $13,268 to replace aging hydraulic rescue equipment with new state-of-the-art battery-
operated rescue equipment. Also known as “Extrication Equipment” or the “Jaws of Life,” is a critical tool
used to removed seriously injured victims from vehicle accidents. As our streets and highways become more
crowded, we see more and more call for this equipment to be used. This equipment ages and wears out
from heavy use and must be replaced at a great cost to the organization. This request will allow us to
replace an aging piece of equipment and replace it with a new tool that will be utilized in our Sun Lakes
operation. This equipment is used not only on the streets of Sun Lakes, but on highways and freeways of
neighboring communities and tribal nations.
Providing proper equipment is one of the most important aspects for all public safety agencies. It is mission
critical that we have the tools necessary to provide service to the public in their times of need. The funding
from your program would enhance our ability to provide this critical equipment to our firefighters.

Project purpose and description of how the proposed project meets Fort McDowell’s funding
priorities.
As a public safety organization, this proposed project requested by AFMA directly satisfies the priority
funding area focus on Public Safety as outlined. The purpose of this request is to ensure that all our first
responders have the proper tools to be able to perform difficult rescues of victims trapped in vehicle
accidents. Quick access to proper equipment for trained rescuers is key to save lives.
Identification of the need grant will address, target population and number of people to be served by
the project.
The funding for this project will be directly used to purchase extrication equipment to serve the public.
Proper equipment is not only necessary, but expected by the public we serve. This equipment will not only
be used for our residents but for anyone in need of extrication at any accident to which we are dispatched.
The Authority protects an approximately 100 square mile area in the Phoenix Metropolitan area. There are
approximately 70,000 residents directly serviced by the Authority. In addition, the Authority provides fire and
EMS services to its neighboring cities and areas through the Valley Regional Automatic Aid Agreement and
mutual aid agreements with tribal nations. Capital funding is limited and has been dedicated to building new
stations and the purchase of new fire trucks and ambulances to be utilized by crews. The Authority’s current
budget lacks the funds for this project without diverting funds from other critical programs. AFMA is primarily
funded by property taxes. Recent legislative changes make it very difficult for fire districts to increase
revenue. Your funding assistance with the purchase of this equipment will ensure our crews ability to serve
the public.
Description of partners in the project; other entities providing funding and support. Applications or
awards granted by other tribes/nations.
There are no other organizations, partners, or funders directly participating in this project or request. As
stated, The Authority has attempted to fund this project for two years, but capital funding was not available
due to other urgent needs. AFMA has developed this project to meet the needs of the Authority and the
people we serve. However, as stated, this project will greatly benefit many people outside of our agency and
citizens through our fire and EMS service provided to surrounding communities through the partnering
agreement.
The Authority has never received funding from Fort McDowell Yavapai Nation or any other tribal/state shared
revenue grant program. Several years ago, our Wittmann and Sun Lakes Fire District partners did receive
tribal grants from the Gila River Tribal Nation to assist with fire station constructions and vehicles, but we
collectively have not received any tribal grants in recent years. The Fort McDowell and other tribal gaming
facilities are well supported by the citizens of the retirement communities served by AFMA and we look
forward to working with you on this project.
Timetable for implementation of the project.
The proposed timeline set for this project would be to complete the project in the 2018-19 fiscal year or the
date the project is funded by your grant program. The timeline is flexible and the Authority would be open to
any timeline or other changes necessary to meet your program funding guidelines. Since this equipment
would be used by first responders, the Authority’s current budget will be able to provide funding for supplied
and maintenance to support this equipment. The sustainability of this project would be for the entire life of the
equipment, which is expected to be over 10 years.
