Narrative:
1) Proposed project: Playground Safety, Accessibility & Environment
We are submitting this Project Playground Safety, Accessibility & Environment request for $33,150.00 as a
partner of the Maricopa County Parks and Recreation Department in support the Department’s mission:
Through responsible stewardship, provide the quality parks, trails, programs, services and experiences that
energize visitors and create life-long users and advocates.
2) Purpose of the project and how it meets one or more of Fort McDowell’s funding priorities
The project addresses Fort McDowell Yavapai Nation’s health, public safety, and environment funding
priorities. This project meets the demands of New River-Desert Hills residents and visitors of all abilities to
participate in active outdoor lifestyles and enhances the recreational capacity of the area’s only park.
Health: The improvements will enable us to offer inclusive recreational and wellness activities all year.
Children currently can’t use the park’s playground when the equipment gets too hot under the Arizona
summer sun. Not having a safe, cool playground year round contributes to ADHD and obesity, and becomes
even more dire for children, for whom staying inside might seem safer. In addition to the playground
improvements, the accessibility enhancements will ensure that children with and without disabilities will
benefit.
Public Safety: Having shade over the playground will block much of the sun's harmful UV rays and reduce
the temperature of the equipment therefore increasing equipment longevity. The playground equipment
upgrades for our aging equipment address our county park management responsibilities. As a Kiwanis
organization, our mission is to create opportunities for children to be curious, safe, and healthy.
Environment: Time spent in the outdoors is critically important for children. This project addresses "Nature
Deficit Syndrome, documented recently by the Kaiser Family Foundation in a study that found that
Americans ages 8 to 18 average 7.5 hours a day using some form of electronic media – yet only a half hour
outside. We will be able to attract more groups that need a year-round rural environment suitable for
Page 1 of 3
conservation and environmental studies such as the Boy Scouts of America, 4-H clubs, Girl Scouts, etc.
These education opportunities encourage stewardship behaviors and build social skills.
3) Need that the program or project aims to fulfill, the population targeted, and the estimated number of
people who will be served by the grant
Need:
Our community’s families and children need an inclusive, safe, cool playground area for activities that
address physical, mental, intellectual, and social well-being. Inclusive play is especially important to our
park because it highlights the International Kiwanis goal to bring play to all children. The park is a
popular meeting location for family groups, play dates and birthday celebrations. Physically and
mentally challenged children and adults in our communities have no other county park in the community
for activities and network opportunities.
The playground equipment which is between 10 and 20 years old, needs safety upgrades and repairs to
meet current design, safety, and access standards. For example, the new definition of “strangle” holds
require the swings to be refashioned. Our agreement with Maricopa County Park and Recreation
Department includes keeping the park facilities in the best and safest condition for visitor use.
Target Population
This county park serves the approximately 17,000 people in the rural communities of New-River /
Desert Hills that live within an eight (8) mile radius of the park. Families account for about 80% of this
population in the northern rural portion of unincorporated Maricopa County. They have no other public
parks, downtown area, civic auditorium, or community centers. Members of the community will be
engaged throughout the project.
Estimated Number of People Served
This project primarily serves the approximately 3,200 youth under age 18 in our target population.
Additionally, youth groups (Girl Scouts, Boy Scouts, and Cub Scouts, church groups, etc) will benefit
from the improvements. With shade and safe equipment, they could use the play area more during their
education and campouts events.
“We’re really stepping up and trying keep our park inclusive and usable year-round. Parents love to
take their kids to this beautiful park, but the hot Arizona sun beats down on the equipment and they can’t
use it,” said Patty Faber, president of the club. “We’ve seen children come to the park and leave crying
because it’s too hot to play on. We need to change that.”
4) Partners in the project and other entities providing funding and support
Collaboration with government, schools, non-profits, and businesses is essential to our park’s success, and is
one of its greatest strengths.
• Partner
o Maricopa County Parks and Recreation Department – expertise, advice, volunteers, and oversight
• Other entities providing support.
o New River - Desert Hills Community Association –committed 50 volunteer hours minimum
o Foothills Focus – local newspaper publicity to recruit volunteers
o Teen Challenge (non-profit local organization) – volunteers and park users
o Boy Scouts and Cub Scouts – volunteers and park users
We do not plan on submitting any other applications to any other tribes for this and any other projects.
5) The timetable for implementation of the program or project.
If we are granted the funds for this project, we anticipate completion within eight (8) months of being
awarded the funds.

RE: 2018 Fort McDowell Yavapai Nation Arizona Benefits Fund Grant Application
Dear Verlene Enos:
I am the Director of the Maricopa County Parks and Recreation Department. As
Director, I am pleased to confirm our partnership agreement with the Kiwanis Club
of New River. They manage county property known as the New River Kiwanis
Community Park under a formal agreement with Maricopa County that has been in
place since 1988.
We believe that the project presented in the grant application:
Perfectly matches the purpose of our agreement with the Kiwanis Club of
New River. The key elements of our agreement are that the Kiwanis Club of
New River is responsible for the development, management, maintenance,
and operation of the park for public purposes.
Supports our mission. Our mission, through responsible stewardship, is to
provide the quality parks, trails, programs, services and experiences that
energize visitors and create life-long users and advocates.
These reasons provide the foundation for our support of their “Playground Safety,
Accessibility & Education” project grant application for the Fort McDowell Yavapai
Nation Arizona Benefits Fund Grant Application. The outcomes of this grant project
would build on the progress that Kiwanis of New River has made to attract and
encourage people of all abilities to participate in active outdoor recreational
activities. Having the playground area shaded, equipment upgrades, and accessibility
improvements would encourage and support outdoor programs that promote the
overall health of the community through education and safe fitness programs.
As part of our support for this project, we have committed to help as advisors,
publicizing the park’s capacity, and recruiting volunteers.
I am proud to support our long-standing partnership with the New River Kiwanis
Community Park.

RE: 2018 Fort McDowell Yavapai Nation Arizona Benefits Fund Grant Application
Dear Secretary Enos:
As the Maricopa County District 3 Supervisor, I am pleased to support the Kiwanis of New
River “Playground Safety, Accessibility & Education” grant application for the Fort
McDowell Yavapai Nation Arizona Benefits Fund Grant. The Kiwanis of New River
organization has a great history of serving the community and children of New River,
Arizona through sponsored events, service projects, and park maintenance.
As the Supervisor representing the area, I can say that the Kiwanis club continues to look for
opportunities to improve the park so that it may better serve the surrounding community
through playground equipment replacement, the creation of learning stations for children,
and the development of a wellness walking path around the park. If awarded, this grant will
help to promote opportunities for residents to live healthier lives, learn about the area’s
natural resources, and become better land stewards.
I am pleased to support this Playground Safety, Accessibility & Education project. It will build
on the progress that the Kiwanis of New River Club has made to promote recreational,
educational, and stewardship activities. This will encourage and support physical fitness
and will assist in improving the overall health of our community.
Respectfully,
