Jefferson, Suite 960, Phoenix, AZ 85003 Zachary Wolfe, Finance Department, (602) 506-3561 Primary Contact: Sheila Harris, PhD, Executive Director, 602-463-6315, sharris@hsc-az.org Human Services Campus, 204 S. 12th Ave, Phoenix, AZ 85007 1. The proposed program and whether it is a new or continuing program: The Human Services Campus requests funds for expansion of the security and safety program on the Human Services Campus. Funds are specifically requested for a new position, the First Responder Campus Liaison. Overview of the Human Services Campus: The Human Services Campus (HSC) is located in downtown Phoenix, in close proximity to the Capitol and is a resource hub for single individuals experiencing homelessness. The HSC has the overall responsibility for the safety/security, management and administration of the Campus, as well as collaboration amongst the 20 community partners located on the Campus. The HSC was built in 2005, with private/public support from government, business and philanthropic sectors. Comprised of eight buildings on 11 acres, the Campus houses 20 community partners including the Lodestar Day Resource Center (LDRC). Primary services provided at the Campus include: • Outreach, engagement, assessment, diversion and connection to resources including wrap around services and benefit enrollment. • Temporary, emergency shelter. • Health care (behavioral, medical and dental). • Meals provision (three meals per day, 365 days per year). • Employment support. • The Post Office which provides individuals with an address to use. • Assistance with obtaining identification. Proposed Program: Funds are requested to expand the Campus’s Safety and Security Team to include the First Responder Campus Liaison. Ft. McDowell Yavapai Nation Benefits Fund Grant would allow the Campus to pilot this position to enhance safety on the Campus and provide first responders (police, fire, and EMT) with a primary point of contact related to all calls to respond to issues on the Campus. Funds are requested for the one Liaison position and related expenses (i.e. FICA, UI, health insurance), as well as, upgraded radios to improve the ability to communicate clearly and efficiently among safety/security staff. The First Responder Campus Liaison will work with current contracted safety/security personnel and integrate all safety and security strategies. The strategies currently include security staff on patrol, cameras that are monitored so that issues can be responded to quickly, staff trained in de-escalation of emerging situations, and a partnership with City of Phoenix first responders to intervene in situations beyond the scope of the safety/security staff. 1 The outcomes expected by this pilot are: reduced number of situations that escalate to the point where first responders are called, improvement of safety strategies used with support and input from first responders, and an overall reduction of emerging situations on the Campus. If this pilot is successful, funding will be sought from private and public donors to fund the Liaison position on an ongoing basis. 2. The purpose of the program and how it meets one or more of Ft. McDowell’s funding priorities. This request is in alignment with the Public Safety priority. The purpose is to enhance the safety of individuals who are experiencing homelessness who access resources at the Campus, as well as staff who work on the Campus, volunteers, visitors, and neighborhood residences and businesses surrounding the Campus. 3. The need that the program aims to fulfill, the population targeted, the estimated number. The Need: The Human Services Campus has client-focused services in a single location for a diverse group of individuals. Many have high needs and priorities related to self-care and safety. Some individuals at the Campus have a serious mental illness and/or substance use disorder. Many individuals are survivors of domestic situations or other predatory behavior. Safety and security is a priority. Individuals who access services at the Campus must feel safe to concentrate on resolving other issues so that they can move into a more permanent setting and move out of living in crisis. Target Population: The target population for the program is primarily those individuals experiencing homelessness who access the Campus for services and resources. Additionally, increased safety/security of staff of agencies located at the Campus, volunteers, visitors, neighborhood residences and businesses surrounding the Campus is also a priority. Number of Persons Served: Approximately 700 unduplicated individuals access services through the Campus Welcome Center each month. Additionally, there are approximately 200 persons who sleep on the streets and sidewalks around the Campus each night. 4. The partners in the program and other entities providing funding and support. Multiple strategies are used to address the safety and security of the individuals who access the Campus for services, the staff of agencies on the Campus, volunteers, visitors and neighboring residences and businesses. Strategies include: Contracted security staff, cameras, and a partnership with first responders (police, fire, and EMT). These activities are funded through private donors and fundraising events. Applications to other tribes: The Human Services Campus made an application to the Gila River Indian Community for complementary services to the First Responder Campus Liaison. Two additional Security Engagement/Outreach staff were requested. These positions, if funded, will focus on outreach to individuals who are sleeping on the street and sidewalks on the perimeter of the Campus. This position will also contribute to enhanced safety and security of the Campus through de-escalation of conflict, rapid respond to issues, through communication with the First Responder Campus Liaison and first responders who respond to calls at the Campus. 5. The time table for implementation of the program. The expansion of the safety/security program at the Human Services Campus will take approximately two weeks to implement. If this application is funded, the position will immediately be advertised, interviews will take place and a candidate will be hired. Once hired the individual will participate in an orientation to the Human Services Campus and assume the responsibilities of the position. The ultimate outcome is to further increase the safety of security of the clients who access services at the Campus, the staff of agencies located at the Campus, volunteers, visitors, and neighborhood residences and businesses surrounding the Campus. 2 Budget Request Safety Enhancement First Responder Campus Liaison Human Services Campus Item Amount Justification Salary $37,440 Funds are requested for one full time position, The First Responders Campus Liaison.
