Dear Alecia Jackson,
Congratulations! The Arizona Department of Education (ADE) Early Childhood Education (ECE) Unit is
pleased to inform you that your program has been awarded funding for fiscal year 2019 (FY19) as a sub-
grantee of Arizona’s Preschool Development Grant (PDG).
This funding is based upon the proposal submitted by your program and will be available from July 1,
2018 through June 30, 2019 for your program to provide a high-quality preschool experience within your
community. If you wish to decline this funding opportunity, please contact your ADE ECE Specialist
immediately.
Requirements: The implementation of this funding award will comply with the below program
requirements:
• PDG Slots will be served in an ADE ECE approved PDG site. ADE ECE approved PDG
classrooms are those sites that were listed in the program’s proposal and listed in the chart below.
Prior approval from ADE ECE will be obtained before changes are made to locations of PDG
funding.
• PDG slots will be served in a classroom with a teacher with a BA or higher degree. Programs that
indicated slots would be served with a BA or higher degree teacher in the proposal will have a
BA or higher degree teacher in place by August 30, 2018 (60 days from the start of the fiscal
year), or the program may risk reallocation of awarded PDG slots. For other awarded programs,
Educational Attainment Plans for PDG staff must be submitted to your ADE ECE Specialist
within 60 days of the start of the fiscal year.
• Sub-grantees will have until August 30, 2018 (60 days from the start of the fiscal year) to become
fully operational with these slots, defined as having the specified number of children, based on
allocation, enrolled and participating in the identified program activities. This includes but is not
limited to having the classroom materials and furniture purchased, delivered, and set up;
becoming licensed by a State or Tribal licensing agency; recruiting and enrolling eligible children
and families to fill the number of awarded slots; and recruiting and retaining qualified staff.
• The program will meet all fiscal and programmatic requirements for the implementation of PDG
per the grant application, assurances, PDG FY19 Guidance Manual, and scope of work.
Your program is required to complete and submit the PDG grant application in the ADE Grants
Management System (GME) within a time frame that allows it to be ADE ECE Director Approved
by June 30, 2018. To provide high-quality experiences, all funding for PDG classroom materials,
supplies, and furniture must be obligated before October 30, 2018 and ordered and purchased as soon as
possible so that the materials can be utilized in the PDG classroom effectively during the fiscal year.

reason or failure to meet State or Tribal licensing requirements.

your program based on need in the GME grant application. Additionally, ADE ECE awarded your

TOTAL AWARD AMOUNT (The PDG grant application must be
budgeted, completed, and submitted in the ADE GME within a time
frame that allows it to be ADE ECE Director Approved by June 30, $276,840
2018).
While there is a requirement for sub-grantees to serve no less than 2 children with identified special needs
for every 20 children, sub-grantees may not “hold” spots for students with Individualized Education
Plans (IEP’s). The number of actual children being served in slots determines a program’s funding level.
As the levels of early childhood education quality increases across the State of Arizona – it is important to
recognize that this grant program is a competitive process. As additional programs achieve higher levels
of quality and therefore become eligible to participate in ADE ECE grant funding, the number of funding
slots available per sub-grantee may decrease. One of the considerations made during the award process
will be the results from on-site compliance monitoring conducted with sub-grantees. Based on those
findings, conditions for an award may be requested by ADE ECE and will determine participation. It is

imperative that programs remain diligent in their efforts to consider maintain funding, consider other
funding streams and continue to braid or blend funds.
Monitoring: Between August-September 2018, ADE ECE will conduct Age and Income Eligibility
Verification visits to verify the age and income of enrolled PDG slots. During your scheduled visit, please
have available the roster of your currently enrolled PDG children and children’s files readily available for
review. Between November 1, 2018-January 29, 2019, ADE ECE will conduct fiscal and programmatic
monitoring. Refer to the PDG FY19 Guidance Manual for additional monitoring information, the
Child/Family application with income eligibility information, and a sample monitoring protocol.

Guidance Manual. For PDG resources, templates, and information: www.azed.gov/ece/current-initiatives.
I appreciate your hard work and dedication to educating the children of Arizona. I wish you a productive
and successful program year and look forward to working with you in the coming months!
Sincerely,
Nicol Russell
