1.0 PURPOSE OF REQUEST
The purpose of the request is to repiat and consolidate the various parcels that make the current
Clubhouse parcel at the Triingy at Verde River community, The proposal will enable the site to be
in conformance witht the approved Plan of Development that was previously approved for the
project. Through this action, the three distinct assessor parcels (219-38-014P; 219-38-014V;
and 219-38-653) will be combined to become a single parcel. A vicinity map of the site is
illustrated below.'
Vicinity Map

2.0 DESCRIPTION OF PROPOSAL
Background/History
Trilogy at Verde River is located in northeast Maricopa County, approximately at the northeast corner of
East Rio Verde Drive and 172nd Street. The community was originally called Vista Verde and entitled
under DMP2000003 as a Development Master Plan and approved by.Maricopa County for 842 lots, a
golf course and golf clubhouse and related an -Tenitie.s on 8562 acres. The original DMP was amended
(DMP DMP2003006) to allow for larger drainage and open space areas on the site. DMP2005003,
approved in October of 2005, provided clarity to the master planned community's clubhouse and
recreation amenity and acreages.

UNIT 3C CLUI*Iou
A DMP Amendment (DMP2013005) and a companion rezoning application (Z2013093) for the portion of
the community, outside of the 185 lots located within the Unit 1 boundary, were approved by the
Maricopa County Board of Supervisors on February 12, 2014. In addition, on March 27. 2014, the
Maricopa County Planning and Zoning Commission approved 52013023, a Preliminary Plat for Tegavah
2-1 and 2-2.
Most recently, a DMP Amendment (DMP 2015005) with an accompanying rezone (Z2015044) was
approved by the Board of Supervisors on September 9, 2015. These two most recent requests aimed to
relocate the clubhouse to its current location.
The replat will be in conformance with the boundary that was established by the Plan of Development.
The revised boundaries will enable the structures and improvement to comply with the development
standards approved in the prior DMP Amendment. Please see the attached Appendix for a copy of the
Plan of Development,
3,0 RELATIONSHIP TO SURROUNDING PROPERTIES
The original DMP contemplated a residential golf community created in the similar vein as the
Tonto Verde and Rio Verde master planned communities. In addition to these two established
communities, the site benefits from its location adjacent to the Tonto National Forest. The
existing characteristics of the surrounding properties are identified below. It is envisioned that
the area will continue to develop in a similar manner with a combination of large lot homes other
types of development.
Surrounding Property Characteristics
North Large, primarily undeveloped parcels,
Interspersed Single family homes,
Tonto National Forest
South Large, primarily undeveloped parcels,
Interspersed Single family homes
East Tonto National Forest
West Large, primarily undeveloped parcels,
Interspersed Single family homes

Location and Accessibility
The Property is located in northeast Maricopa County and is easily accessed via Rio Verde Drive.
Rio Verde Drive offers convenient access to Scottsdale and Phoenix to the west and to the
communities of Rio Verde, Tonto Verde and Fountain Hills to the south. The level of service on
Rio Verde Drive will not be detrimentally impacted by the proposed clubhouse.
4.0 CIRCULATION SYSTEM
The Property is bordered by Rio Verde Drive on the south, 172nd Street to the west and Dixileta
Road to the north. In accordance with the previous DMP approvals for the Property, access to
the site will be limited to Rio Verde Drive at two locations. The existing property access, North
Verde River Way was developed with the 185 lot R1-10 subdivision improvements.
Rio Verde Drive consists of a 2-lane asphalt paved road within a 200-foot right-of-way, along the
south property line. 172nd Street on the Property's western boundary is a newly paved two-lane
roadway to provide access to the rural lots north and west of the Property. The unimproved
Dixileta Drive alignment abuts the Property along the north property line with 55 feet of right-of-
way, Only a portion of Dixileta Drive has been dedicated. Both access points will remain off of
Rio Verde Drive. There are no proposed access points along 172nd Street or DixiLeta Drive,
The proposed clubhouse will utilize an internal loop road, North Verde River Way, for the main
collector within the community. With no access to the west onto 172nd Street or north onto
Dixileta Drive, the surrounding property owners will continue to feel no traffic impacts from the
Property. The construction of the new clubhouse will not have detrimental impact to the internal
roadway network and will have acceptable levels of service.
The main source of service to the clubhouse and amenities will come off of North Verde River
Way West, Two-24 foot travel lanes that are separated by a 12 foot median will bring traffic to
the parking lot, along with the bag drop, service area, and clubhouse. A 20 foot emergency
access road will be provided south of the golf cart storage, straddle the proposed golf cart path,
and ultimately connect to the cul-de-sac within the Unit SE Model Complex. The development of
Unit 3E will take place simultaneously with the clubhouse to where the emergency access road
will be constructed and in place prior to the clubhouse opening to the public. The access road
has been reviewed by the Rio Verde Fire District and has been approved, see appendix A for
letter. The emergency access road will be constructed to for an emergency vehicle and will
consist of stabilized decomposed granite and concrete surface material.
5.0 DEVELOPMENT SCHEDULE
The proposed clubhouse is being planned to be opened in early 2018.

6.0 COMMUNITY FACILITIES AND SERVICES
The proposed clubhouse is envisioned to be the focal point of the community. As described in
this narrative plus the supporting plan and exhibits, this clubhouse will be highly amenitized to
incorporate golf, social and fitness activities, pool, and related resort-like uses.
Public Utilities and Services
The previous DMP and rezoning cases already approved for the Property address the
infrastructure demands of the development proposals. The master water, wastewater, drainage
and transportation/traffic studies for the Project have already accounted for the new clubhouse.
Domestic Water Service
Trilogy at Verde River is within the Certificate of Convenience and Necessity ("CON") of Rio Verde
Utilities. Rio Verde Utilities has the capacity to provide service to Verde River and has previously
provided a "Will Serve" letter.
The water system will consist of a looped network within the development fed by a 12-inch
transmission line. New water lines within Verde River will consist of 12-inch and 8-inch lines. A
booster pump station will serve the area of the distribution system west of the loop road. The
clubhouse will be served via an extension of water facilities to the site,
Sanitary Sewer System
Verde River Ranch is within the CON of Rio Verde Utilities. Rio Verde Utilities has the capacity to
provide service to Verde River Ranch and has previously provided a "Will Serve" letter for this
rezoning proposal.
The sanitary sewer system will consist of a network of 8-inch gravity mains that will collect
wastewater throughout the Property and generally route flows to the southeastern corner of the
development. From there, a portion of the flows will be routed south through an existing 8-inch
gravity main connected to the wastewater collection system operated by Rio Verde Utilities. The
clubhouse will be served by gravity system with an extension of the sewer main to the buildings.
Solid Waste
With private streets proposed for the entire community, a private solid waste contractor will
provide solid waste removal for the future residents of the community.
Public Safety Services
Fire protection and emergency medical services will be supplied by Rio Verde Fire District on a
contract basis. Rio Verde Fire District currently has a station with a fire truck and paramedics
located in Rio Verde. A new fire station site is planned to be located within the community.
Payment for the Rio Verde Fire District services is included in the property tax assessment. The

Maricopa County Sheriffs department will provide police protection to the Project. The nearest
office/substation is located in Fountain Hills.
Lighting
Careful consideration has gone into the design of the landscape and the lighting that is
associated with the soft and hardscape. All lighting will comply with section 1112 of the
Maricopa County Zoning Ordnance and will notaffect the surrounding parcels.
7.0 DRAINAGE
The proposed development within the Project will be accomplished in a manner that is consistent with the
Phase A. drainage system that is already in place, and in a way that minimizes Impacts to the existing
drainage patterns through the site. Residential lots are planned to avoid the wash corridors and the
natural drainage ways that have been designated as Jurisdictional Waters of the United States where
possible. After development is complete, offsite flows will enter the Project along 172nd Street at
essentially the same locations as under existing conditions. The preserved open space corridors along
the natural washes are continuous from the upstream end, where offsite flows enter the Project, to the
natural discharge point where flows leave the Property along the eastern boundary.
Run-off from the first-flush storm event (first 0.5 inches of runoff) for the developed portion of the Project
will be retained within each respective drainage area. Runoff will be collected and conveyed to the first-
flush basins via surface flow, and where necessary, storm drains. Stormwater storage basins will be
located at logical points within the drainage system, at low points, and along the roadways. A technical
waiver was obtained to enable this proposed drainage management strategy and a copy is attached with this
narrative. A combination of vertical, roil, and ribbon curb will be utilized to manage onsite drainage.
The improvements included in the Grading and Drainage Plan have been designed in accordance with all
applicable Maricopa County drainage design guidelines and those drainage patterns outlined for the Vista
Verde community, All on-site retention basins are sized sufficiently to retain all runoff in the design storm
event and no adverse impacts to offsite properties are anticipated as a result of these improvements.
Existing drainage patterns will be maintained through and around the Project. A more detailed drainage
evaluation is included as part of this submittal.
8.0 SUMMARY
The request alms to combine the three parcels that currently make up the Clubhouse parcel. By
completing this rapist, the project will be in conformance to the Plan of Development that was approved
for the project.
