Maricopa County Special Transportation Services ceased operating on June 30, 2009 and continued
comparable service through a contract with Valley Metro. Prior to year 2012 Local Transportation Funds
(LTAF II) required a 1:1 match. The County's match sources are ADA PTF and MAG 5310 funds. Service
continues to be limited to ADA certified riders only however the demand for service has continued to
increase substantially. The projected budget for 2018-2019 is approximately $2,992,244.00 million which
will exceed the ALF funds allocated for FY19. It is anticipated the fund balance will be depleted entirely by
February 2019 without policy changes, fare increase and or additional supplemental funds. Options
available are currently being reviewed jointly by Maricopa County and Valley Metro. New ALF funds will be
used to maintain mandated transportation services throughout Maricopa County.

ALF GRANT APPLICATION FOR
FISCAL YEAR 2018-19
SECTION I: APPLICANT INFORMATION
Applicant: Maricopa County Contact: _Jeffrey Tourdot
SECTION II: PROJECT REQUEST(S)
1. Transit Project
a. Project Title: Mobility Services
b. Project Location: Unincorporated Maricopa County
c. Project Description:
The program provides transportation for the aging population as well as individuals living with a disability.
Currently 32% of the trips provided are required as a mandated transportation service regardless of the trip
purpose. Approximately 68% of trips provided are not mandated however all riders are required to be ADA
certified. Mandated and non-mandated trips alike include individuals needing direct transportation to and
from medical appointments including dialysis and chemo treatment. In addition the program addresses
transportation barriers that would otherwise exist in relationship to employment, shopping, education, and
other community activities that improve the individual's quality of life. It should be noted Maricopa County
had a significant fund balance leading up to FY18’s budget however with increased demand carryover
funds have been utilized at an accelerated rate. The current projected demand for these services
significantly exceeds the funding available in the FY19 budget. Even with carry forward funds the budget is
expected to be fully depleted by February 2019 should no changes be made in policy, fares, and or
additional supplemental funding.
