Narrative
Please structure your proposal to provide the following information in the order indicated. Provide the narrative
in paragraph form in the text field provided. Please be thorough but strive for brevity.
1. Briefly describe the organization’s history, mission and goals.
Founded in 1982, Literacy Volunteers of Maricopa County, Inc., (LVMC) provides free educational
services to
adults who desire to learn to read, obtain the High School Equivalency (HSE) diploma by
preparing them for the General Educational Development (GED®) exam, or communicate in
English. LVMC utilizes contextualized educational materials to help our students to acquire soft
skills and employability skills, making them better candidates for sustainable employment, higher
education or job training.
2. If the applying organization is non-municipal or a non-profit 501c, please describe your relationship with
Arizona municipalities including past and present support, whether through partnerships, collaborations,
in-kind contributions, grants, tax-based funding or other. Describe the supporting municipality’s role in
this project. If the applying organization is a municipality governmental sub-division please enter the
text “Not applicable.”
Actually, LVMC’s principal funders are the U.S. Labor Department’s Workforce Innovation and
Opportunity Act, (WIOA) and the Arizona Department of Education’s Adult Education Services
(ADE-AES). There are five programs in the City of Phoenix funded thru WIOA and ADE-ASE
serving adult students, and LVMC serves over 60% of these students.. In addition to working
closely with ADE-ASE, LVMC works with the State, County, and City of Phoenix Arizona@Work on-
stop centers that provide comprehensive services and resources to individuals pursuing career and
employment opportunities.
3. Describe the proposed project and planned goals and activities.
Understanding 25% of Arizona’s working age adult population lacks basic skills for
successful/adequate employment, LVMC will integrate adult education with occupational education,
training and soft skill development. 90 individuals will participate in three classes for workplace
preparation: “Mastering Soft Skills for Workplace Success,” “Digital Literacy,” and “Strategies for
Success in the Service Sector.”

LVMC will continue to integrate all facets of learning in a multi-dimensional format, aligning to the
College and Career Readiness Standards for Adult Education. Instructors implement a variety of
teaching methodologies to meet the academic needs of all students. The key components to the
instruction involve contextualizing the instruction to make the learning relevant and meaningful to the
learner. According to the constructivist learning theory, students learn by constructing meaning
through interacting with and interpreting their environments. Learning is anchored in the context of
real-life situations and problems. Embedding instruction in contexts that are familiar to the student
helps promote critical thinking and problem-solving skills. This type of learning helps students to
recognize that learning occurs in multiple contexts. It allows students to monitor their own learning
and become independent learners. Not only do students benefit from the curriculum being taught,
but they also learn valuable skills to become college ready and to succeed in the workplace.
4. Describe how the proposed project satisfies one or more of the priority funding areas identified by the
Gila River Indian Community.
The College and Career Prep Program helps with Economic Development as LVMC trains adults to
get off government assistance and obtain gainful employment.
5. Identify the needs/problems to be addressed, target population and number of people to be served by
the project.
According to the United States Census Bureau’s statistics for the City of Phoenix, 20% of the adult
population (25 years and older) lack a high school credential, and 37% speak a different language
than English at home. According to the report "Adult Workers with Low Measured Skills: A 2016
Update", 14% of the employed population have low literacy skills, 23% have low numeracy skills,
and 62% have low digital problem-solving
skills. This report highlights that the low-skilled working population is predominantly under the age of
45, principally minorities, and the majority without a high school diploma. And it reckons that these
workers occupy positions predominantly in lower pay jobs by citing that "nearly 60 percent of lower-
skilled adults earn incomes in the bottom quintile, or less than $16,000 a year." This report
concludes stating that "lower-skilled adults are more likely to be unemployed or out of the labor force
than employed." Over 70% of our students are unemployed or underemployed.

6. Define the project as a new or continuing program.
The College and Career Prep Program is an continuing program.
7. Provide a brief timeline including start and finish dates. Indicate if the timeline is flexible.
Students enter our program by attending a group orientation. We offer two ABE/ASE orientations and two
ELAA orientations every month. The orientation typically takes about 4 hours and includes testing to
determine a baseline; this allows the instructor to design a personal leaning plan for each student which
includes a 1-½ hour literacy class twice per week, a required minimum of eight hours of computer-based
practice in one of nine different software programs, and -as needed- one-on-one weekly meetings with a
volunteer tutor. The students selected to participate in the Integrated Education and Training (IET) program
will have an additional 1-½ to 2-hour class specific to the program. In such manner that each IET student will
receive a minimum of 12 hours of instruction each week.
8. Identify other organizations, partners or funders participating in the project and their roles.
Throughout the years, we have developed collaborative relationships with multiple and diverse
organizations, effectively creating a network to recruit students desiring our services to attain
educational and career goals. Our community outreach and student recruitment efforts include
flyers, internet and website postings, and a monthly targeted email -to more than seventy recipients-
providing the upcoming month’s orientation calendar. In addition to the aforementioned core
partners, LVMC has relationships with most of the non-core/required partners. We also work closely
with many educational and workforce organizations throughout the valley including GateWay
Community College (formerly Maricopa Skills Center), Goodwill Career Centers, Phoenix Public
Library, Accord Healthcare Institute, St. Joseph the Worker, Phoenix College, Arizona Manufacturing
Partnership, Maximus, Arizona Women’s Education and Employment, and several refugee
organizations; and regularly receive referrals from them as well as probation officers, and social
workers. As with any inquiry phone calls, all referrals are tracked; LVMC promptly thanks and
acknowledges receipt to the referring partner. If student grants written consent, LVMC may share
student’s attendance and progress reports with a third party (such as referring agency) upon
request. LVMC schedules the candidate to attend an orientation session, we offer four general
orientations every month, two at each learning center.
9. Would you be able to implement the proposed plan if your organization received partial funding for this
project?

Gila River Indian Community Grant Application
Grant Cycle 2018
Yes, LVMC will be able to continue this program with partial funding.
10. Describe your plan for project financial sustainability beyond the grant period. If this is a
program/project previously funded by the Gila River Indian Community describe efforts made towards
the previously described sustainability plan.
LVMC was founded in 1982 and have consistently delivered free educational services throughout
the
years. Approximately 68% of the funding is provided by the Arizona Department of Education, Adult
Education Services (ADE/ASE), who have increased the funding contributions in recognition to the
achievements due to the success of our students. LVMC is also very fortunate to have received
continuous support from the Volunteers Nonprofit Service Association, the Employees of Boeing,
and the SRP
Employees. In the past, LVMC has also received support from Thunderbird Charities and the Nina
Mason Pulliam Charitable Trust.
11. Describe your plan to document progress and results.
LVMC uses State- and OCTAE-approved assessments to determine educational progress of all
learners, including those participating in virtual learning platforms; the Test for Adult Basic Education
(TABE). Educational gains are determined by academic progress resulting from comparing the pre-
and post-tests. The pre-test is administered at entry to program, and the post-test (or progress test)
is done after 50 to 60 hours of instruction. LVMC will also track outcomes; success will be
determined by exiting students attaining employment, enrolling into a vocational, technical or post-
secondary program, or attaining the high school equivalency diploma.
12. Indicate any application to and/or awards made by a tribe other than the Gila River Indian Community
for state shared revenues for this and any other project for the past five (5) years. If this information is
included in a separate attachment, please indicate that here.
LVMC has not received awards nor applied for grants from any other tribes in the past five years.
