Narrative
Please structure your proposal to provide the following information in the order indicated. Provide the narrative in
paragraph form in the text field provided. Please be thorough but strive for brevity.
1. Briefly describe the organization’s history, mission and goals.
The Maricopa County Community Colleges District Foundation (MCCF) was established in 1977 as the 501(c)(3) nonprofit
organization designated by the Maricopa County Community Colleges District (MCCCD) to receive and manage gifts on
behalf of its 10 colleges. The foundation actively seeks contributions from a variety of private sources including
individuals, corporations, and foundations, and believes that everyone has the opportunity to improve their lives
through education. MCCF works to fulfill this vision with its mission to boldly impact the community through innovative
and strategic partnerships for the growth and benefit of the Maricopa Community Colleges, its students, faculty, and
staff. GateWay Community College is one of the 10 colleges MCCF supports.
Since its founding in 1968, GateWay Community College has built a legacy of innovation, pioneering vision, and
responsiveness to the needs of the community: the first technical college in Arizona; first to use community advisory
committees; first to tailor courses to the needs of business and industry; first to offer classes at off-campus locations; even the
first to install a computer. From a humble beginning in the former Korrick's Department Store downtown, Maricopa Technical
College has flourished for nearly 50 years into today's GateWay.
Another first for GateWay Community College is the integration of its Maricopa Skill Center division. The two have come
together under one college brand, with three campuses and two additional sites. Maricopa Skill Center programs are now
referred to as Trade and Technical Training programs and are clock-hour based, rather than credit hour – based.
Altogether, the college offers more than 160 degrees and certificates, as well as trade, technical and workforce training
options. GWCC’s motto is, "Education that works, so you learn more, live better."
2. If the applying organization is non-municipal or a non-profit 501c, please describe your relationship with Arizona
municipalities including past and present support, whether through partnerships, collaborations, in-kind
contributions, grants, tax-based funding or other. Describe the supporting municipality’s role in this project. If
the applying organization is a municipality governmental sub-division please enter the text “Not applicable.”
Marciopa County has supported the applications of the Maricopa County Community Colleges District Foundation for
12% funds for five years. The County is the fiduciary for any 12% tribal funding the Foundation receives.
3. Describe the proposed project and planned goals and activities.
The GateWay Children’s Learning Center playground must be replaced to meet public playground safety
guidelines pertaining to fall zones and entrapment hazards. In addition, the playground is not accessible to
persons with disabilities. It was originally constructed in 1998. The equipment is faded, out of date and does not

Gila River Indian Community Grant Application
Grant Cycle 2018
meet current Public Playground Safety Guidelines. The playground was recently assessed by the Quality First
Program and was cited for entrapment hazards on the swings, fall zone hazards related to the permanent
climbing structure and inappropriate cushioning under the climbing structure.
Quality First partners with child care and preschool providers to improve the quality of early learning across
Arizona, identifying improvements research proven to help children thrive. A preschool playground helps
children develop their gross motor skills. Gross-motor play supports the development of social awareness,
emotional thinking language skills, and physical dveleopment. GWCC’s program consistently receives a low
score on the gross motor equipment assessment. The equipment is deemed unsafe, because it has multiple
components that do not meet the safety requirements. The cost to upgrade the current playground exceeds that
of replacing the equipment only. Adding a new playground to the program will allow us to achieve a higher
Quality First rating and to provide the children we care for a high-quality gross motor experience.
4. Describe how the proposed project satisfies one or more of the priority funding areas identified by the Gila River
Indian Community.
Almost five million student parents are now enrolled in colleges across America, and that number is projected
to grow rapidly at community colleges. Offering affordable, high quality child care for students allows them to
stay in school and graduate from their higher education programs. GateWay’s program is housed on the
GateWay Community College campus. GateWay serves approximately 16,000 students per year.
Why is on-campus childcare so important? In part because it could help more parents graduate, allowing them
to secure better jobs and provide more stable homes for themselves and their children. According to the Institute
for Women’s Policy Research (IWPR), parents with dependent children drop out of college at a higher rate than
any other demographic, with only 33 percent of students with children obtaining a degree or certificate within
six years. Placing these facilities on-campus not only simplifies daily routines for parents, allowing them to
spend less time (and money) commuting from home to daycare to school and back again, but it also gives them
peace-of-mind while at school, since they can easily reach their children in case of emergency.
According to a 2014 study from the IWPR, 4.8 million college students were parents of dependent children in
2011, the most recent year for which data is available—that’s about 26 percent of all college undergraduates.
The vast majority of these students, 71 percent, are women. But while the number of enrolled students who
have children has grown (increasing by 50 percent between 1995 and 2011, according to IWPR), the availability
of childcare on campuses has not. In fact, the number of overall childcare facilities available at public colleges
(where more than 60 percent of students with children enroll) has decreased over the past decade. In 2002, 54
percent of public, four-year colleges had on-campus childcare; by 2013 that number had dropped to 51 percent.
For public, two-year colleges, those figures declined from 52 percent to 46 percent during the same period.
GateWay’s CLC program accepts funding from the Department of Economic Security Child Care Program, and
offers tuition scholarships that are funded through United Way. A reasonable tuition rate of $2.00 per hour is
assessed for GateWay College students’ children. Single mothers are the most affected by the need for child
care. Many cannot afford to take their children to a child care program because of the cost, therefore they have a

Gila River Indian Community Grant Application
Grant Cycle 2018
higher drop out rate, which not only affects their lives and their goals, but in turn affects the economy. Higher
education, leads to higher pay, which leads to a better economy. Also, children who have mothers with a higher
education degree are more likely to succeed at completing an education program beyond high school.
5. Identify the needs/problems to be addressed, target population and number of people to be served by the
project.
GWCC’s Children’s Learning Center Preschool program serves a population of children who are living under the national
poverty level. More than half of them are from families who live below 200% of the national poverty level. Some are
from the minority community of children where English is their second language. GateWay provides a number of
programs to help people prepare to work. In addition to 160 certificate and two year Associate’s Degree programs, the
college has many trade & technical and apprenticeship programs that get students to work quickly and efficiently. All
students enrolled at GateWay have access to the children’s learning center. The preschool program offers a high quality
care option in a community where there is little to no access to early childhood education programs. The preschool is a
safe place that parents trust, where their children receive early childhood education and early immersion into college
programs.
6. Define the project as a new or continuing program.
Replacement of the playground is a new project within a continuing program. The Children’s Learning Center (CLC) was
established in 1998, and the playground is still the original. The CLC has become a staple within the community, and
GateWay continues to make additions and improvements so so as to offer an excellent child care program for people
who may not otherwise have access. We primarily serve students at the college, but the program is open to families
within the community. Research shows that the majority of brain development occurs between birth and five years of
age. Adding a new, safe playground to CLC will improve the children’s educational outcomes and experience and will
assist them with developing essential motor skills. GateWay’s goal is to be a good steward to the community by
providing a safe, nurturing environment where children can access early education from educated teachers.
7. Provide a brief timeline including start and finish dates. Indicate if the timeline is flexible.
A reasonable timeframe to complete this project is six to eight months from funding. This will allow time for bids to be
obtained and for the project to move through the Maricopa Community Colleges’ fiscal process.

Gila River Indian Community Grant Application
Grant Cycle 2018
8. Identify other organizations, partners or funders participating in the project and their roles.
A grant from GRIC would fully fund this project and no additional funding partners would be needed.
9. Would you be able to implement the proposed plan if your organization received partial funding for this project?
With partial funding, the program would be able to remove the swings, which present an entrapment hazard. This would
cause the complete loss of the equipment on one side of the playground, not allowing children access to enough
equipment for all of them to play appropriately. In addition to the swings, the pour-in-place cushioning needs complete
replacement. This would require removing the current permanent play structure and replacing it when the pour in place
cushioning drys. GateWay explored this approach and learned the cost to replace the pour-in-place, re-install the
current equipment, and repair any damage caused by re-installation would exceed the cost of replacing the entire
playground.
10. Describe your plan for project financial sustainability beyond the grant period. If this is a program/project
previously funded by the Gila River Indian Community describe efforts made towards the previously described
sustainability plan.
The GateWay Community College facilities department will maintain the playground. We do not forsee any major
expenses after the playground is constructed beyond regular maintenance.
11. Describe your plan to document progress and results.
GateWay Children’s Learning Center (CLC) participates in the Quality First initiative, a tax funded quality rating system
for preschools across the state of Arizona. Quality First assesses CLC every two years for quality, and the rating is
available to the public. CLC’s current star rating is 3 out of 5. Its score is negatively affected by the safety of the
playground. Our goal is to achieve a 5 star quality rating, which we believe we can achieve with the addition of a new
playground. In addition, the CLC maintains a license from the Arizona Department of Health Services (ADHS). Each year,
ADHS does a licensing evaluation during which playground space and gross motor equipment are reviewed.
Documentation of this evaluation is public record and kept on site at all times for evaluation and review. A higher star
rating is a selling point for enrollment in our program.
