Narrative
Please structure your proposal to provide the following information in the order indicated. Provide the narrative
in paragraph form in the text field provided. Please be thorough but strive for brevity.
1. Briefly describe the organization’s history, mission and goals.
Maricopa County Education Service Agency (MCESA), under the direction of the Maricopa County School
Superintendent, is dedicated to ensuring that all school-age children in the county graduate college- and
career-ready. MCESA builds alliance partnerships that provide leadership, services and programs in the areas
of Educational Innovation, Economic Management and Executive Leadership. MCESA traces its history back
to the founding of Maricopa County in 1871 and the first County School Superintendent. MCESA serves 58
school districts, over 400 charter schools and approximately 32,000 teachers, and 728,077 students.
2. If the applying organization is non-municipal or a non-profit 501c, please describe your relationship with
Arizona municipalities including past and present support, whether through partnerships, collaborations,
in-kind contributions, grants, tax-based funding or other. Describe the supporting municipality’s role in
this project. If the applying organization is a municipality governmental sub-division please enter the
text “Not applicable.”
Not applicable.
3. Describe the proposed project and planned goals and activities.
The STEM Take Out Kits project provides STEM based experiences for students to view themselves
as problem solvers and inspire them to pursue STEM careers. The STEM Take Out Kits project will
provide students with the materials and guidance to complete a STEM challenge using the
engineering design process. Students and parents will be given a STEM Take Out Kit complete with
materials, guiding questions, connections to videos highlighting careers of local STEM role models,
and an invitation to share projects/solutions with the Superintendent’s office. The kits will be given to
students and parents at school and community events with a priority for serving communities that
have a high percentage of students from underserved populations.
Here is an example of a kit. . .
Challenge: Use the materials provided to design and build a vehicle that can travel the farthest
distance possible.

Gila River Indian Community Grant Application

Materials: Plastic propeller, wooden dowel, wooden cubes, rubber bands, straws, craft sticks,
wheels, and binder clips.
Template: Description of the engineering design process with guiding questions for brainstorming,
designing, building a prototype, testing, sharing, and redesigning the prototype.
Invitation: Information on how to share designs using a picture or video with the Maricopa County
School Superintendent to be communicated and celebrated.
Video Connection: Internet links to view videos of STEM professionals such as STEM Pro Live!
Axosoft and STEM Pro Live! Local Motors.
4. Describe how the proposed project satisfies one or more of the priority funding areas identified by the
Gila River Indian Community.
Education. Providing STEM experiences to students, who otherwise may not have them, has been shown to
increase students’ persistence in STEM subjects. STEM Take Out Kits provide hands-on experiences with
applying science, technology, engineering, and math to solve relevant and engaging challenges. Connecting
these engaging experiences with the importance of problem solving in STEM careers instills within students an
aspiration to work in local STEM jobs.
Economic Development. Arizona is struggling with finding enough high tech workers to fill STEM positions.
This is especially true in underserved areas of the county. By providing students with engaging experiences
and a “picture” of what they can become, the STEM Take Out Kits project is increasing the likelihood that
students will take the necessary coursework and pursue a career in STEM.
5. Identify the needs/problems to be addressed, target population and number of people to be served by
the project.
This project addresses the need for students to experience relevant and hands on problem solving in STEM,
which inspires students to pursue STEM coursework and careers in STEM. Currently, there are not enough
students pursuing the coursework required to attain the STEM careers that are both high paying and highly
sought locally. Research shows that students who are exposed to relevant and engaging experiences in
science, technology, engineering and mathematics are more likely to pursue coursework in these content
areas.
The target population includes K-12 students with an emphasis on upper elementary and middle school
students as this age is critical to engage. Middle school is the level that students begin to make decisions
about coursework and have opportunities to select higher level classes and STEM related electives. STEM
Take Out Kits will be shared at events with K-12 students in attendance. Middle school students in rural and
underserved communities will be targeted.
6. Define the project as a new or continuing program.

Gila River Indian Community Grant Application
Grant Cycle 2018
STEM Take Out Kits is a new program.
7. Provide a brief timeline including start and finish dates. Indicate if the timeline is flexible.
After receiving notice of the award, design and planning of the STEM challenges and materials to be
included in the kits will begin in July 2018. MCESA will communicate with schools and community
organizations providing a description of the project and a request for information about events being
held during the 2018-2019 school year. A calendar of events will be developed with a special focus
on underserved communities. Ordering and building of the kits will begin with funding in November.
Participation at school and community events will also begin in November and continue through
June. We anticipate participating in an average of 3-4 events per month with an average of 50-100
kits shared at each event, resulting in at least 2,000 students receiving a STEM Take Out Kit. The
timeline is flexible and can be adjusted.
8. Identify other organizations, partners or funders participating in the project and their roles.
Not applicable.
9. Would you be able to implement the proposed plan if your organization received partial funding for this
project?
Yes, we can adjust the materials and number of kits provided accordingly.
10. Describe your plan for project financial sustainability beyond the grant period. If this is a
program/project previously funded by the Gila River Indian Community describe efforts made towards
the previously described sustainability plan.
If funded through this grant, MCESA will be able to distribute 2,000 kits into the hands of students.
We plan to build awareness of this program with school and community partners and garner support
for ongoing funding and materials donations.
11. Describe your plan to document progress and results.
We will document all phases of the project including (1) planning and budgeting of materials for the
kits, (2) planning and scheduling of events, and (3) developing and distribution of the kits. We will
collect specific information about location, number of kits shared at each event, ongoing

communication with students about their solutions, and methods used to share and celebrate
students’ solutions to the challenges.
12. Indicate any application to and/or awards made by a tribe other than the Gila River Indian Community
for state shared revenues for this and any other project for the past five (5) years. If this information is
included in a separate attachment, please indicate that here.

Project Budget Detail
Please provide a narrative description for each of the project budget items listed on the previous page. Include
the dollar figure and how it was derived.
1. STEM consumable materials ($7,500)- Each STEM Take Out Kit will contain the consumable materials
needed to complete an engineering design challenge. The cost of a sample kit was calculated and used to
estimate the cost for the project. The materials needed to challenge students to “use the materials provided to
design and build a vehicle that can travel the farthest distance possible” include consumable items: wooden
dowels, binder clips, plastic propellers, craft sticks, straws, and plastic wheels. When these materials are
purchased in bulk, the average price of a STEM Take Out Kit is $3.75. For a total of $7,500, MCESA can
provide kits to 2,000 students at school and community events across Maricopa County.
