14. Project Name: Delivering Hope
15. Purpose of Grant: Through volunteer service, training, and kindness, The Welcome To America Project (WTAP)
helps to build bridges of compassion and neighborly understanding by bringing residents from the Valley to the
apartments of newly-arriving refugee families and providing furniture, basic necessities, education, and additional
resources, along with a warm welcome. WTAP’s Delivering Hope program offers a simple welcoming gesture, but it is
one that lasts a lifetime. The purpose of this grant proposal is to support WTAP’s main program, Delivering Hope, so
the organization may continue to increase basic home necessities and warm welcome services to newly-arriving
refugee families so they may focus on finding work and supporting their families.

Narrative
Please structure your proposal to provide the following information in the order indicated. Provide the narrative in
paragraph form in the text field provided. Please be thorough but strive for brevity.
1. Briefly describe the organization’s history, mission and goals.
The Welcome to America Project (WTAP) was founded in 2001 in the aftermath of September 11th. After
losing a brother-in-law in the towers, a Phoenix woman saw a photo in the local news of a refugee family living
in the Valley and trying to escape the same danger that America had just encountered. She realized this family
sought the same things they did – safety, housing, and a future free of fear for their children. She began
collecting items for the family and when the donations kept flooding in, additional families were served. Seeing
the need and the rallying of compassion of her community, the Welcome to America Project was born.
WTAP is a nonprofit organization that creates community connections and builds bridges of neighborly
understanding by providing furniture, basic necessities, education, and additional resources to newly arriving
refugees. WTAP offers a simple welcoming gesture, but it is one that lasts a lifetime.
WTAP, emphasis on the welcome, is the modern day "welcome wagon.” Over the past 16 years, WTAP
has welcomed and served over 2,000 refugee families and distributed over $2.5 million worth of in-kind
donations. As a community-based organization, WTAP engages over 1,300 volunteers each year in providing
emergency basic household needs assistance to 175 refugee families already in the country legally and on their
path to economic self-sufficiency. Additionally, and most importantly according to the families served, WTAP
provides a community welcome upon the delivery of said household items. Not only are refugees provided with
the items that make a house a home, they are warmly welcomed by their American neighbors and community
members who help them to transform their empty physical space into one of comfort, safety and hope. By 2019,
WTAP seeks to increase services to 300 families per year to come closer to meeting this extreme need.
2. If the applying organization is non-municipal or a non-profit 501c, please describe your relationship with Arizona
municipalities including past and present support, whether through partnerships, collaborations, in-kind
contributions, grants, tax-based funding or other. Describe the supporting municipality’s role in this project. If
the applying organization is a municipality governmental sub-division please enter the text “Not applicable.”
WTAP is a 501c(3) nonprofit organization
3. Describe the proposed project and planned goals and activities.
Delivering Hope
After an average of ten years in refugee camps outside their homeland, refugee families often arrive at
Sky Harbor Airport with little more than the clothes on their backs and little knowledge of how to navigate
America. With greater priorities hanging over their heads, WTAP's Delivering Hope program builds their assets

Gila River Indian Community Grant Application
Grant Cycle 2018
by providing everything they need for their home and providing encouragement from their American neighbors
so they can focus on finding a job, feeding their families, and contributing to our community. More importantly,
it restores their spirit so they have the fortitude to rebuild their lives and take on the challenges of physically,
emotionally, and economically integrating into a new community. WTAP would like to request direct program
operating funds for the Delivering Hope Program. Each delivery costs $480 and WTAP will do over 175 this year,
totaling at least $84,000. WTAP would like to request $20,000 annually for three years from GRIC, funding 41
additional deliveries per year and totaling 125 families over the course of the three years and moving us closer
to our goal of 300 families annually.
Goals
WTAP’s long-term goal is to expand nationally to meet refugee needs in communities in America where
it is needed most. The first phase of that expansion will happen locally as WTAP moves to a larger warehouse
space, only one mile from the previous warehouse. The larger warehouse space and conjoining office space will
allow for increased intake of household items, improved processes for inventory, sorting, and packing, and most
importantly, the capacity for more refugee families to be served. This year, WTAP is projected to make over 175
deliveries and it is our goal to increase services to 300 families per year by the end of 2019 through both the
Delivering Hope program as well as through Extended Welcomes (supplemental for families who have fallen
through the cracks or need additional services).
Activities
Activities begin with incoming donations from the community. The “Sorting” volunteers receive the
weekly incoming donations and clean them, then sort them into their proper place in the warehouse for
efficient packing and inventory. Prior to deliveries, “Home Visit” volunteers enter the apartments of newly
arrived refugee families to assess their needs and wants. WTAP strives to meet 100% of families needs and 50%
of their wants. This information is sent back to the warehouse so “Packing” volunteers can gather the household
needs and wants in preparation for the delivery. Deliveries of all requested furniture and household items are
made directly to families' apartments with a corps of 15 to 20 “Welcome Wagon” volunteers who not only
welcome the families, but assist them in transforming a mostly empty apartment into a safe, comfortable home.
Upon completion of the apartment transformation, community volunteers have the opportunity to sit with the
family and learn about their stories, break stereotypes, and provide additional words of hope, encouragement
and welcome.

4. Describe how the proposed project satisfies one or more of the priority funding areas identified by the Gila River
Indian Community.
WTAP’s Delivering Hope program supports economic development as a funding priority of GRIC by
providing the already-perseverant and hard-working refugee population with the household basics so they
can focus on providing for their families and contributing to the economy of their Valley community and
America as a whole.
According to the New Americans in Phoenix 2014 report, foreign-born individuals represented 20% of
the population. 32.5% of the self-employed population were foreign-born, much more than their share of the
population, and foreign-born entreprenurs generated $390 million in business income that year. In addition,
$1 billion in federal taxes were paid and 14,052 local manufacturing jobs were created or preserved by
foreign-born individuals. In 2016, Arizona received 4,851 refugees, ranking it the sixth highest U.S.
resettlement state, according to the Arizona Department of Economic Security. That is 4,851 people that
flowed into our local workforce and economy.
Nationally, according to the New American Economy, refugee entrepreneurship rates are higher than
those of other immigrants (13% of refugees compared to 11.5% of non-refugee immigrants) and in 2015 they
earned a collective $77.2 billion in household income while contributing $20.9 billion in taxes.
5. Identify the needs/problems to be addressed, target population and number of people to be served by the
project.
In 2017, Arizona welcomed close to 3,000 refugees and Phoenix was the second largest resettlement
city in the USA. In the same year, WTAP gave 754 refugee individuals a fully furnished and decorated
apartment and a warm welcome, 100% of those people fell below the poverty line upon resettlement. This
means that only 25% of incoming refugee families recieved the welcome they deserve from WTAP. WTAP
seeks to close the gap of unserved families and allow them the chance to settle in quickly and actively pursue
the American Dream. If awarded, GRIC funds will allow for service to 41 families each year with a total of 125
deliveries over the three-year span. This investment will further close the gap between refugees resettled in
the Valley and refugees served by WTAP.
6. Define the project as a new or continuing program.
Continuing
7. Provide a brief timeline including start and finish dates. Indicate if the timeline is flexible.

Gila River Indian Community Grant Application
Grant Cycle 2018
Each week, WTAP’s partnering agencies provide three to six referrals for families to be served. Select
volunteers trained in the assessment and welcome process visit the families in their apartments and provide
the initial needs assessment or “home visit” to identify basic home necessities as well as a few non-necessity
items (i.e. toys, sewing machines, sporting equipment, tools) Monday through Wednesday of each week. On
Tuesday and Wednesday of each week, additional volunteer teams sort the incoming deliveries of donated
household items (delivered on Tuesdays, Wednesdays, and Saturdays) and on Thursday, further additional
volunteer teams pack the needed items identified through the home visits for each family, carefully
“shopping” in WTAP’s warehouse for the new or gently used items most appropriate for the family and ages
of children. Finally, the Delivering Hope program is held every Saturday. Teams of 15 to 20 volunteers, led by
specially trained Lead Volunteers, pack their cars and trucks and follow WTAP’s delivery truck to the
apartments of three to six refugee families awaiting their items. Although told about the welcome/delivery
beforehand, many refugee families are overwhelmed with the welcome and helping hands of the volunteers,
causing an outbreak of hugs, humor and often times tea or music in gratitude.
This cycle continued week after week, with many new and recurring voluteers.
8. Identify other organizations, partners or funders participating in the project and their roles.
In addition to WTAP’s vast network of community volunteers, WTAP partners with AIRS, Catholic
Charities, International Rescue Committee, Lutheran Social Services, and Refugee Focus for family referrals
for our Delivering Hope program. Additionally, WTAP recently developed new partnerships with the Somali
American United Council, Iraqi American Society of Peace of Friendship, Phoenix Head Start, Alhambra
Elementary School District and Washington Elementary School District to provide extended services to
families who may have “fallen through the cracks” upon arrival and are still in need of WTAP’s services.
WTAP also has relationships with Goodwill, Stardust Building Supplies, Furnishing Dignity, Tuft & Needle, and
Crate & Barrell to ensure the best possible items are delivered to the homes of the families served and no
item is gone to waste in the larger community.
9. Would you be able to implement the proposed plan if your organization received partial funding for this project?
If partial funding was received, WTAP would graciously use the funds to serve as many additional families as
possible and will continue to seek funding to support the program and our community. The Delivering Hope
Program is currently funded through a majority of grants as well as individual donations.

Gila River Indian Community Grant Application
Grant Cycle 2018
10. Describe your plan for project financial sustainability beyond the grant period. If this is a program/project
previously funded by the Gila River Indian Community describe efforts made towards the previously described
sustainability plan.
WTAP has a broad range of support for in-kind donations for the families (in 2017 WTAP received over
$225,000 in in-kind donations) and a diverse pool of dedicated and passionate volunteers. Currently, WTAP is
supported by approximately 72% individuals through our annual event, giving society, and appeals (AZ Gives
Day, Year End Tax Credit). WTAP is strategizing more corporate and foundation financial support to diversify
revenue streams as well as strategizing increased multi-year giving society support to further sustain
operations and impact into the future. Additionally, WTAP will further seek and implement diversification of
funds in the forms of endowment and planned giving.
11. Describe your plan to document progress and results.
WTAP measures the number of refugees served and the monetary value of in-kind donations
delivered. The program is a success if requested items from families are fulfilled (100% needs and 50% wants)
and the refugee families report a greater sense of welcome in their community after deliveries are made.
Intermittently, WTAP conducts an outcome evaluation by interviewing previously served refugee families as
well as the volunteers who supported them. Most recently in 2017, close to 100% of families surveyed
identified that the community welcome is most impactful. Almost all families indicated that items come and
go but the sense of hope given by the Welcome Wagon volunteers will last a lifetime. Volunteers will also be
surveyed to determine if awareness and education outcomes were met. Measurements are kept internally as
well as on WTAP’s customer relations management system, SalesForce.
12. Indicate any application to and/or awards made by a tribe other than the Gila River Indian Community for state
shared revenues for this and any other project for the past five (5) years. If this information is included in a
separate attachment, please indicate that here.
No funding requests have ever been made to Tribal Communities by The Welcome to America Project.

Impact
WTAP was able to maintain and even grow the Deliveries program
during an unstable and tumultuous time for refugee resettlement. In light
of the ban and the decrease in new arrivals, WTAP developed
partnerships with Alhambra and Washington Elementary School District
to serve refugee families in their schools that may have been here longer
yet were still in need of services.
While the number of refugees allowed in to America, the need to reach every family and let them
know that their neighbors welcome and support them has become even more important.
