2019. Authorize the Chairman to sign all documents related to these grant funds, as
applicable. The grant allows a 17.9% rate for indirect costs, which may be incurred by the
Ryan White grant or Maricopa County for the administration of this grant. The Maricopa
County Department of Finance has calculated the Ryan White grant composite indirect

2006, to provide services to people infected with, or affected by HIV/AIDS. The grant
provides contracts with HIV and AIDS service organizations which deliver health related
and support services for HIV positive/affected persons. These services include, but are not
limited to, case management, counseling, outpatient health services, food and nutrition
services, transportation and cost sharing. The total of this request is $10,050,916. The
application amount is $9,675,916 plus $375,000 of carryover from the previous grant.
Carryover may only be used for direct services. Pursuant to federal statue, at least 85% of
the grant award must be passed through to contractors. HRSA’s allowable administration
includes 10% of grant award for Administration and Planning Council Support and a
minimum of 5% may be allocated toward Clinical Quality Management. This grant year,
86% ($8,321,288) plus carryover ($375,000) totaling $8,696,288 is allocated toward direct
services. While 9% ($870,832) is allocated toward Administration and Planning Council
Support; and 5% of the grant award for Clinical Quality Management ($483,796). The Ryan
White Part A program serves up to 4,500 People Living with HIV/AIDS in Maricopa and
Pinal Counties, and is the “Payer of Last Resort” for their primary medical care. The Ryan
White Act requires that funding be provided to the county in each state that has the largest
number of people diagnosed with HIV/AIDS living in an eligible metropolitan area. By
providing continuity of care, people living with HIV/AIDS maintain a measurable lower viral
load and are thus less likely to transmit the virus to other individuals. (C-95-18-002-G-00)
Supervisor Gallardo stated the Ryan White Program won 2 national awards from the
National Quality Center (NQC): Quality of Care Award for Consumer Engagement in
Quality Improvement and Randall Furrow won the NQC Quality of Care Award for

13. MARICOPA COUNTY PROPANE FIRE PIT PROGRAM
Authorization is requested to develop and administer a pilot Propane Fire Pit Program.
Using $50,000 in settlement funds, Maricopa County will partner with one or more retailers
to provide a voucher program for County residents to purchase a new propane fire pit.
When used instead of burning wood, propane fire pits will reduce fine particulate matter
(PM2.5) emissions that can have harmful impacts on residents.
PM 2.5 is an EPA pollutant that can make its way deep into the lungs and enter the blood
stream, causing significant health issues, including acute asthma and heart disease.
Further, if EPA’s standards for PM 2.5 are exceeded, more stringent regulations and
potential negative economic impacts for Maricopa County could result. The Propane Fire
Pit Program will provide cleaner-burning options to wood burning fire pits. By assisting
residents in obtaining cleaner-burning gas devices, the program will aid in the reduction of
PM 2.5 during the wood burning season. Recent survey data indicate that approximately
80% of County residents with fire pits currently burn wood. This program will enhance the
County’s larger Burn Cleaner, Burn Better winter campaign, and will be available County-
wide to existing residents.
The pilot program will work with at least one retailer that will be chosen through an RFP
process. The retailer(s) chosen will be asked to offer at least three models of propane gas
fire pits within the price ranges of $99.99-$399.99 for the residents of Maricopa County to
purchase at a discounted rate. MCAQD has set the voucher amount at $50.00 which will
be provided to 1,000 homeowners on a first come first serve basis. (C-85-18-002-M-00)

1986
Authorize the Chairman to approve and execute the Resolution, which constitutes a
Declaration of Official Intent to Reimburse required for the issuance of tax exempt
securities to reimburse prior expenditures, related to the acquisition of County capital
purchases and related equipment for the 225 West Madison Project applicable to Fiscal
Years 2016-17 to 2018-19. The County is anticipating issuing tax-exempt obligations to
finance equipment and/or capital purchases in the Capital Projects Fund for the project.
The maximum principal amount of obligations expected to be issued is $115,631,782.
Exhibit A shows the proposed equipment and/or capital purchases (but not limited too) by
anticipated fiscal year. The County reasonably expects to reimburse the expenditures with
proceeds of a tax exempt borrowing.
The Finance and Budget Departments have determined a need for the County to issue tax
exempt securities to finance capital purchases for the 225 West Madison Project. Bond
proceeds will be deposited into a Capital Projects Fund (441) to track expenditures and for
arbitrage compliance. Equipment and capital purchases from bond proceeds will be
individually tracked to ensure that purchases are capitalized, if applicable, and to track
project expenditures. The benefit to the County for issuing long-term debt obligations is
debt payments are exempt from the ELR. (C-18-18-003-4-00)

91. COMPETITION IMPRACTICABLE PROCUREMENT WITH AZTEC ENGINEERING
GROUP FOR PHASE II OF ARCHAEOLOGICAL INVESTIGATION
Approve the selection of AZTEC Engineering consultants/archaeologists to perform the
Phase II work since they performed the Phase I archaeological investigation (Competition
Impracticable). The selection of a new consultant to perform the Phase II archaeological
recovery work would require new permits, delay right-of-way acquisition, and construction
as well as add additional cost to protect the archaeological site while a new consultant is
selected.
Also approve an increase to Consultant Services Contract No. 2016-033, with AZTEC
Engineering, to perform the Phase II archaeology work for Maricopa County Department of
Transportation, Project Number TT0248 Deer Valley Road: El Mirage Road to 109th
Avenue, for a sum not-to-exceed $549,336. Funds are budgeted in Transportation
Improvement Program Capacity Projects, Sub-Project TT0248.
MCDOT Project TT0248 will construct a new four lane arterial with center turn lane and
bridge across and Agua Fria River. The new road would run from Deer Valley Road at
109th Avenue to the intersection of Williams Road and El Mirage Road. The project
construction cannot avoid impacting the archaeology site designated AZ T: 7: 375 (ASM).
To comply with state and federal law, a Phase I archaeological investigation was
completed at the site. Based on the findings, it was determined that Phase II
archaeological work is necessary prior to construction. (C-64-18-035-5-00)
Supervisor Hickman asked Jennifer Toth, Director of Transportation, about the scope of
this contract.
Ms. Toth responded that the contract is for archeological discovery. She explained that
in phase one, trenches are dug to see if any archeological remnants are found. Many
artifacts were found so the project went into phase two where the recovered artifacts will
be sent to the state museum.
Supervisor Hickman asked if this was in the sand and gravel area.
Ms. Toth responded it is not in that area.
