PROJECT ADMINISTRATION
PROJECT DESCRIPTION
Organization Name: Maricopa County Department of Emergency Management
Project Title: Central Region Training and Exercise
Project Summary:
Request that funds awarded to MCDEM for the Central Region be granted to DEMA under a Memorandum of
Understanding (MOU) to be managed on behalf of the Region's training and exercise needs. This project
allows the Region to continue a highly successful multi-year training and exercise program via a phased
approached. Maricopa County cities, towns, tribes and county departments within the Central Region determine
training and exercise needs. DEMA then provides necessary support. This approach has proven successful in
the Region over past years, and funding will allow the Central Region to continue building capabilities identified
through the State's THIRA workshop and after action items. Should a portion of the projected training and
exercise activities be cancelled or postponed, funds will be used to support additional short-notice, no-notice or
unplanned costs for approved FEMA training programs, exercises, specialty training or conferences in support
of regional needs as identified though MYTEP updates, AAR/IP, SPR or other gaps identified through real
world events.

Is this project a Law Enforcement Terrorism Prevention Activity (LETPA)?: No
Project Type: Establish/enhance sustainable homeland security training program

THREAT PROFILE
1. What is the terrorism threat your area faces that will be addressed by this project?:
Active Shooter
Explosive Devices
Cyber Attack
2. Mission Area > Core Capability:
• Respond > Operational Coordination
2a. Capability Target > POETE > Gap:
• Establish and maintain a unified and coordinated operational structure process within 2 hours of a potential or
actual incident that appropriately integrates all affected protection partners and supports the execution of core
capabilities > Training > Command, control, and coordination

actual incident that appropriately integrates all affected protection partners and supports the execution of core
capabilities > Training > Establishing a common operating picture
• Establish and maintain a unified and coordinated operational structure process within 2 hours of a potential or
actual incident that appropriately integrates all affected protection partners and supports the execution of core
capabilities > Training > NIMS/ICS compliance
• Within 3 hours, mobilize critical resources and establish command, control, and coordination structures
through the state EOC and all principal state agencies and all local E0Cs across the
state > Training > Command, control, and coordination
• Within 3 hours, mobilize critical resources and establish command, control, and coordination structures

• Within 3 hours, mobilize critical resources and establish command, control, and coordination structures
through the state EOC and all principal state agencies and all local E0Cs across the
state > Training > NIMS/ICS compliance
3. What resources does your agency have to meet the capability target selected above?:
Limited to no funding, specifically for training. We would be reliant on DEMA's ability to request no-cost training from
Federal agencies (at the provider's discretion), which would result in a significant lack of all-hazards training, and
training designed to support preparedness and response to terrorist incidents. A regionwide lack of training would
undermine the Region's ability to bridge the gaps noted in the 2017 and subsequent SPR.
4. Explain how this project will assist your agency in preventing/protecting against/mitigating/responding
to/recovering from all hazards events and threats including your chosen terrorism threat in question 1.:
This project will enable collaboration among all jurisdictions within the region to help prevent, protect against,
mitigate, respond to and recover from acts of terrorism and other catastrophic events. Funding under this project will
allow the region to continue a highly successful multi-year training and exercise program where first responders and
emergency services personnel receive and maintain training consistent with their current and potential
responsibilities. Providing regional stakeholders with training in exercise development, incident command, incident
management, mitigation and recovery planning, mass care and mass fatalities will better enable them to prepare for
and respond to real-world incidents and exercise scenarios involving active shooter, explosive devices (including
improvised nuclear devices and radiological dispersal devices), and cyber incidents. Awarded funds will assist in the
sustainment and delivery of regional core capabilities including command, control and communication; establishing
a common operating picture; and ensuring NIMS/ICS compliance. This will be accomplished through the following
means: Approved Federal Emergency Management Agency (FEMA) training programs, to include (but not limited
to) Incident Command System (ICS), National Incident Management System (NIMS) training, and FEMA's
Advanced Professional Series; All Hazards Incident Management Team training; County, Regional, and State
https://azdohs.gov/print/entityform/719 2/5/18

2018 State Homeland Security Grant Application Page 6 of 32
Exercise Programs; and other specialty training or conferences that support gaps identified through After Action
Reports/Improvement Plans, Threat and Hazard Identification and Risk Assessments, or as required by stakeholder
Emergency Operations Plans for All-Hazards and terrorist incidents. Request awarded regional funds be transferred
to the Arizona Department of Emergency and Military Affairs (DEMA) under a Memorandum of Understanding
(MOU) to be managed in support of the region's training and exercise projects.
5. Will your agency continue to maintain, support and sustain this capability with other funding sources if
Homeland Security grant funds were no longer available?: No
5a. Describe the reasons your agency will not continue to maintain this capability.:
There is currently a lack of other funding sources available for the Central Region to provide this level of training for
all stakeholders. Each agency within the Central Region would be reduced to choosing only the most critical of
training and delivering it internally, as well as having to find an internal budget for it. Continued funding of this
Central Region training and exercise project will allow training, delivery and course offerings to be maximized in the
most cost efficient manner.
6. Does this project support a NIMS typed resource?: No
7. Has your agency previously been awarded Homeland Security Grant Program (SHSGP and/or UASI)
funding to support this project/capability?: Yes
7a. List the Subrecipient Agreement number and award amounts previously received in support of this
capability.:
FY15 150203-02 - $124,139; FY16 160204-03 - $167,000; FY17 170203-01 -$105,197
8. Is your agency prepared to provide up to 25% cash (hard) or in-kind (soft) match and ensure it is tracked
and documented should matching funds be a requirement in FFY 2018?:
Yes
8a. What will the source of the match be?:
To Be Determined.
Are the assets requested in this grant physically mobile and available for use outside of your
jurisdiction?: No
Are the assets requested in this grant available to augment & maintain a response effort outside of your
jurisdiction?: No
9. Describe which agencies will directly benefit from this project aside from your own and how they will
benefit:
Continued training and collaboration among all 24 cities/towns and 4 tribal nations located within Maricopa County,
Central Region, will help ensure personnel receive and maintain training consistent with their current and potential
responsibilities to prevent, protect against, mitigate, respond to and recover from acts of terrorism and other
catastrophic events in these jurisdictions; which encompass an international airport, numerous major sports and
entertainment venues, and is home to more than 4.1 million residents. The FEMA programs identified, in addition to
promoting classroom collaboration, ensures that personnel are able to respond and work in unison, just as they train
and exercise together. This effort directly supports command, control and coordination, helps to build a common
operating picture, and ensures compliance with NIMS/ICS.

FUNDING PRIORITIES
Funding Details:
While all listed training programs are a priority for the Central Region, our funding priorities for this project are listed
below. The total requested amount is $105,592. Approval of this project in its entirety will provide meaningful
progress toward the ultimate goal of having regional stakeholders (many with turnover within their agencies) to
receive training in exercise development, incident command, incident management, mitigation and recovery
planning, mass care and mass fatalities. Specifically, these priorities will better enable the whole community to
prepare for and respond to real-world incidents and exercise scenarios involving natural and man-made disasters,
active shooter, explosive devices (including improvised nuclear devices and radiological dispersal devices), and
cyber incidents. Partial funding is an option, with the understanding that a reduction in training will affect the region's
capacity and capability to respond to emergencies. The requested classes are estimates based upon a regional
survey and training needs identified through THIRA, and may not be the exact classes delivered or requested
throughout the performance period. If a reduction in funding is necessary, it is recommended that estimates be
considered in $2,000 increments (the rough average of a typical class cost). Rather than eliminate a program area
below, if necessary, reductions may be made in each program area to ensure adequate training across the
emergency response spectrum. Priorities are: 1) Incident Command System Training (Intermediate and Advanced
ICS programs): $50,160; 2) Emergency Operations Center Training: $10,200; 3) Incident Management Team
Training: $16,199; 4) Tribal Emergency Management Training: $7,100; 5) Public Information Officer Training:
$8,700; 6) Mass Care Training: $5,039; 7) Recovery and Mitigation Training: $7,374; 8) Exercise Planning: $1,000.
