SAFE Boat purchase request

SEARCH:
SAFE Boats is the sole manufacturer of foam-filled stabilized watercraft in North America and is
currently manufactured under a set of exclusive patents (Patent Numbers: #5,282,436 #5,647,297 and
#5,870,965). The collar system utilized in SAFE Boat's manufacturing process is the only system which is
designed for floatation, stability, and fendering.
Zodiac, Willard, and Boston Whaler— Brunswick watercraft utilize collar systems which are inflatable.
Inflatable collar systems are more susceptible to deflation and catastrophic failure due to temperature
fluctuations, live fire/bullets, or striking docks, buoys, or other obstacles. The inflatable collar systems
require excessive maintenance and the repair costs to the collar system are both time consuming and
costly. We have experienced one strike with a dock at Canyon Lake due to an improperly maintained
dock which had exposed metal. This caused a tear in the collar system of our SAFE Boat, but did not
affect the structure, safety, or performance of the watercraft. The repair was a simple on site repair
which Equipment Services was able to perform, basically patching the collar. This repair was done one
time and approximately 3 years later, there have been no issues with the repair. In this instance, if we
had utilized an inflatable collar system we would have deflated the collar and the watercraft would have
been immediately out of service.
Metal Shark is also a builder of watercraft that utilizes a foam filled collar system, but due to SAFE Boat's
exclusive patent their collars do not interact with the water. Instead their collar system rides out of the
water which does nothing for the stability, safety, or performance of the watercraft; it is only a bumper
system. The safety factor is important in this design, not only for the safety of our watercraft but also for
the safety of the watercraft we come in contact with. SAFE Boat's collar system rides on the water so
the collar system is always touching the water. This is an important feature when coming into contact
with other watercraft during boat stops or when towing other boats to safe harbor. Almost every boat
stop involves coming alongside another vessel; having the entire side of the SAFE Boats protected by
this exclusive collar system also protects the public's vessels. There are numerous times when we come
into contact with other vessels which require us to secure our vessel next to another vessel.
I believe a due diligence search and comparison to other watercraft has been completed but due to the
patented design of SAFE Boat, there is no other watercraft which will meet our needs. I also feel it is
important to keep a consistent watercraft within the division as there are numerous times when
Deputies are required to operate watercraft at different areas within the County during emergency call
outs or for extra coverage when needed. Having a consistent watercraft, who's handling characteristics
and performance characteristics are the same bolsters the safety of the public, the public's property,
and the Deputies.
