Re: Amendment Request for TIF5 Grant
Project Title: 84.374A (Rewarding Excellence in Instruction and Leadership-Extend)
Date: July 20, 2017
Maricopa County Education Service Agency is requesting an amendment to the current TIF5 grant
(PR/AWARD NUBER: U374A160041). This change is being requested due to the withdrawal of Mobile
Elementary School District and Incito Schools from the TIF5 project, and the inclusion of the Valentine
Elementary School District (VESD) as a district partner in the TIF5 project. The table below represents the
partner districts that would be implementing the TIF5 grant moving forward.

This change will not affect the scope or budget of our approved project. Valentine Elementary School
District will sign an Intergovernmental Agreement (outlining the agreed-upon responsibilities of both
parties) upon USDOE approval of this amendment request.
VESD has completed due diligence in gathering feedback from teachers and Governing Board members. In
addition, MCESA and VESD walked through the aspects of the approved grant application to ensure
compliance with the programmatic elements including:
 Implementation of the observation instruments.
 Implementation of the REIL Score as the annual summative evaluation that generates a
performance classification.
 Implementation of the approved assessment system to inform the student achievement portions
of the REIL Score.
 Implementation of qualified and certified evaluator training and the annual certified evaluator
assessment.

 Implementation of performance-based compensation based on effectiveness via base salary
increases and retention stipends.
 Participation in the Opportunity Culture initiative to increase access to effective educators.
 Implementation of professional learning aligned to educator evaluation results.
MCESA also performed a budget review and determined that there is budget capacity to support this
amendment and that PBC pay-outs will not be affected by the proposed addition of VESD to the project.
All terms, conditions, and statutory / regulatory provisions will continue to be met with this approved
amendment.
The list of schools has been updated and sent via email attachment with this amendment request.
