009-P-00)
Richard Mallery, Esq., Chairman of the Board, IGC
David Mallery, Esq., President of IGC
Chairman Barney thanked the presenters for their hard work and for taking the time to update
the Board.
Richard Mallery, International Genomics Consortium (IGC), Chairman of the Board, presented
the following update:
Mr. Mallery stated the IGC originated in 2000 with a mission to apply the Human Genome
Project to cancer, but it has been used in much boarder research. IGC has been the leader in
gene research and personalized medicine. He noted funding is obtained through a partnership
with Maricopa County and organizations such as the University of Michigan and Arizona State
University. The goal of IGC is to find earlier diagnostics, and smarter treatments for prevention
of diseases. IGC leads in personalized medicine which provides individual treatment and
diagnosis based on each individual’s molecular profile. Over the next three years the process
was transferred to a Life Cares Center in Texas.

In the year 2006 the Gene Expression (EXPO) database was created and designed for the
Federal Government. It is the lead principle database that is still used today. Dan Vonn Hoff,
Oncologist, helped get 32 drugs approved with the FDA, and has taken on the lead role for the
Gene Expression Database. He has become the inspiration for other projects.
Mr. Mallery stated he has a passion for working with innovative scientist. He added that the
federal government is now requiring at least 2% local participation to show local support. The
funding from Maricopa County helps them to secure large grants which, in turn, provides the
basis for long-term projects which researchers want to be assured of when making a decision to
come to Arizona.
Supervisor Gallardo asked about the possible economic impact.
Mr. Mallery responded the downtown area attracts a variety of companies, and continues to
grow. They have simplified the direct funding of $100 million along with economic analysis,
which attract entities that are interested in the program. The funds they receive have helped in
their successful efforts to bring new companies to Arizona which contribute to the creation of
new jobs.
Supervisor Gallardo asked about the County’s contribution to the effort, and asked if the
Industrial Development Authority is involved.
Board members stated the County contribution has been a million per year for the last 10 years
from the general fund. Chairman Barney stated he has spoken to Shelby Scharbach. It would be
a good investment for the Industrial Development Authority because of the potential economic
impact. Chairman Barney stated the County has invested well but would like to know about the
long term strategy.
Mr. Mallery reviewed the slides and discussed highlights of the foundation accomplishments.
In response to a question regarding the percentage of Federal funding, Mr. Mallery explained
that the American Society of Clinical Oncologists is filling in the gap between Federal and all
other funding that is received. He stated they are still on their current contract, however it’s too
early to tell what the new ratio will be.
Supervisor Gates wanted to know how the purchase of the building ties into the future of the
company. Supervisor Gates suggested a graph that shows the different entities and how they
relate to one another.
Mr. Mallery stated that they do not own any property and everything they receive goes into the
projects and research with all of the outcomes going into the public domain.
Supervisor Chucri asked what has been the biggest take-away from the last 14 years.
Mr. Mallery shared about the time he received a $3 million grant to develop a test that could tell
a woman if certain types of breast cancer would metastasize or would not. He stated this led to
having an article published in the Journal of Clinical Oncology and in 2010 they raised the
survival rate from 20% to 50%.
Chairman Barney thanked both presenters for saving lives and changing how medical research
is used. Chairman Barney stated he would like to see this as a collaborative opportunity with the
Industrial Development Authority and hopes they would consider the partnership.
