Memorandum Of Understanding
Back Up Helicopter Transportation Service
between
Maricopa County Sheriffs Office
and
Maricopa County Office of Enterprise Technology
C-50-18- - 3-00
This Memorandum of Understanding (MOU) between the Maricopa County Office of Enterprise
Technology (OET) on behalf of its Telecommunications (Radio) Division and Maricopa County
Sheriff's Office (MCSO) on behalf of its Aviation Division is effective July 1, 2017 and continues
through June 30, 2020. It can be cancelled by either party at any time by written notice of
termination, delivered to the other party not less than two (2) weeks prior to the termination date.
Recitations:
The Telecommunications Division of the Maricopa County Office of Enterprise Technology (OET)
has communication tower repair service and maintenance requirements that necessitate helicopter
transport to various remote locations in Maricopa County. OET contracts for helicopter service
commercially. There are occasions when the contracted helicopter transport service is not
available and servicing is required on County communications equipment at remote sites.
Maricopa County Sheriff's Office (MCSO) Aviation has two helicopters with the primary purpose of
supporting Enforcement Operations and Search and Rescue. MCSO Aviation can provide back-
up helicopter transport service for OET, Telecommunications Division when the contracted
commercial vendor is unavailable.
This MOU supersedes the MOU for these services that was approved by the Board of Supervisors
on March 25, 2015 in Agenda Item C-50-15-076-M-00, and expired June 30, 2017.
The following conditions apply to this understanding:
1. The helicopter can hold a maximum of five passengers, plus two MCSO crew members.
The total useful load for the mission, including fuel is limited to 1,900 pounds. Safety is the
primary concern.
2. The parties agree that only the Maricopa County employees assigned to the required work
on the towers will be permitted passengers—no vendors. Passenger County ID's will be
checked by the pilot prior to take off.
3. Sheriffs Office business will always take precedence. There may be instances where
notice of cancellation may occur with very short notice. Additionally, service missions
could be interrupted.
1

4. Requests for service should be submitted as early as possible in advance of service. —
Requests should include:
a. Names, County employee ID numbers, and weights of passengers.
b. The weight of the tower repair gear.
C. The date, time of service
d. The approximate length of time the service will take
e. The full accounting org string that will be billed for the service
f. The authorized Telecommunications Department official's consent.
g. The location of pick up.
5. Passengers are expected to arrive at the Sheriffs hangar or other mutually agreed upon
location, at least 20 minutes before takeoff. They will be asked to sign in and indicate the
date, time and purpose/destination and show their County ID's.
Costs/Billing Support/Invoices/Payment
1. A two-hour minimum charge (102 gallons of fuel) will be billed from the helicopter engine
start to returning to the hangar and engine shut off. This includes stand by time. Additional
time will be billed in 10-minute increments (8.5 gallons of fuel). The cost of fuel will be
based on the rate at the time of service.
2. In cases where the job at the site is anticipated to take more than an hour, the MCSO pilot
may leave and agree to return at a designated time. Regardless, the number of hours from
initial engine start until final engine shut off at the Deer Valley hangar for that day's work
will be continuously on the clock for the service.
3. In the event that overtime is worked by any Sheriffs Office employee at Aviation as a direct
cause of this service, County Telecommunications will reimburse actual salary and variable
benefits for actual overtime worked.
4. Prior to leaving the hangar site at the end of service, passengers will be asked to sign out
using the form they signed in on and provide the time. This will become part of the record
for billing for services rendered.
5. The Sheriff's Aviation Division will provide MCSO Business Services relevant information
for billing from its commercial software system. Business Services will prepare the
invoice billing applicable expenditures to OET, Communications via e-mail.
6. OET Telecommunications will process a Journal Voucher to transfer the expenditure, as
indicated on the MCSO invoice, from the Sheriffs Aviation into the designated OFT
account.
